The University Senate met in regular session at 4:00 p.m., Monday, February
10, 1969, in the Court Room of the Law Building. Dr. James R. Ogletree, Chair—

The minutes of the regular meeting of December 9, 1968, were approved as
circulated.

The Senate approved the request of Miss Dana Ewell of the Kernel to attend
the meeting.

The Senate approved the request of Miss Debbie Clark, a student, to attend
the meeting.

Dr. Stanley Wall, Associate Dean of the Community College System, presented
resolutions on the death of Dr. James C. Falkenstine, Director, Southeast Commun—
ity College. The Senate approved the resolutions for incorporation in the min—
utes and requested that an expression of sincere sympathy of the University com—
munity be extended to his family.

JAMES C. FALKENSTINE

James C. Falkenstine, teacher, administrator, and public servant, was
born in the highlands of West Virginia at Valley Point on January 31, 1921.
Possessed with an enduring interest in the natural sciences, he pursued the
study of agriculture at West Virginia University and was awarded the B.S.
and M.S. degrees from that institution. Subsequently, the Doctor of Educa-
tion degree was conferred upon him by the University of Kentucky. His mem-
bership in numerous honoraries attests to his ability as a scholar. He
served with distinction as a teacher and administrator in the public school
of Scott and Bourbon counties. In 1965, he was chosen to be Director of
Southeast Community College at Cumberland, Kentucky.

Southeast Community College, under his direction, made great progress

toward becoming a truly organic part of the region. Transfer and techni—
cal curricula and continuing education programs were strengthened and an

effort was made at diversity in order to render the best possible ser—
vice to the people of southeastern Kentucky. The acceptance of these
programs was evidenced by a marked increase in enrollment. His forth—
right approach to educational problems earned him the respect of his
faculty and staff. An unusually symbiotic relationship developed be—
tween the college and the city of Cumberland and its environs largely
as a result of the pervasive influence and leadership exercised by

this remarkable man.

During his tenure at Southeast, he became deeply involved in com—
munity action. He was a member of the Cumberland Chamber of Commerce,
Chairman of the Cumberland Citizen's Advisory Committee, President of
the Rotary Club, and Chairman of the Official Board of the Cumberland
United Methodist Church. In addition, he was a member of the Harlan
Library Board, the Rebecca Caudill Library Board, and the Little Shep-
herd Trail Association. His concern for the welfare of the people in
his area led him to become intimately involved in the drive for better
community hospital facilities. He was indeed a fitting representative
of the University of Kentucky to the citizens of this distinctive re-
gion of the Commonwealth.

James C. Falkenstine was in every sense —— a gentleman. He was,
by birth and demeanor, the product of his beloved mountains. Calm,
soft—spoken, dignified, honorable, religious, and sincere, he dedica—
ted his life to the youth and people of the region he understood and
loved. In his passing, the Commonwealth has lost an able leader, the
University has lost an outstanding administrator, and all of us who
knew him have lost a beloved colleague and friend. Therefore, be it
accordingly resolved that this tribute and expression of sorrow be in—
corporated in the Minutes of the University of Kentucky Senate and that
the sincere sympathy of the University community be extended to the

family of Dr. James C. Falkenstine.

On behalf of the faculty of the College of Agriculture, Dr. Robert W. Rudd
presented resolutions on the death of Dr. William A. Seay, Dean, College of
Agriculture and Director, Agricultural Experiment Station. The Senate approved
the resolution for incorporation in the Minutes of the Senate and directed that
an expression of its deep sense of personal loss and sympathy be extended to his

family.

The members of the Senate stood for a moment of silence in tribute to Dr.
Falkenstine and Dean Seay.

Resolution on the Death of

DEAN WILLIAM A. SEAY
(1920—1969)

William A. Seay was born in Charleston, Missouri, on September
12, 1920. Moving to Kentucky at an early age with his family, he re—
ceived his elementary and secondary education in the schools of Hick—
man County. After completing bachelors and masters degrees in agri—
culture at the University of Kentucky, Bill Seay completed a Ph.D. in
Soils at the UniverSity of Wisconsin. Returning to the University of

the academic ranks to become Professor of Soils in the Department
of Agronomy in 1954. Departing from academic pursuits in his
University career in 1956, Bill Seay became, successively, Admini—
strative Assistant to the Dean and Director, Vice Director, and
Acting Dean and Director of the College of Agriculture before being
appointed Dean and Director in 1962. Dean Seay met his untimely
death in the crash of his private plane on a mountain ridge near
Martinsburg, West Virginia, on February 1, 1969, while returning
from a professional meeting.

Dean Seay was a member of a number of professional and honor—

ary societies, including Alpha Zeta, Sigma Xi, the American Soil
Science Society, the Kentucky Academy of Science, and many others.
Although administration claimed his time during recent years, he
was the author of more than twenty scientific papers on soil
chemistry, fertility and the use of radioisotopes.

In addition to his career as administrator and academician,

Bill Seay served his country as a decorated combat officer during
World War II, and at the time of his death held the rank of Lieu—
tenant Colonel in the United States Army Reserve.

A former letterman on the University of Kentucky Rifle Team

as a student, Dean Seay was awarded the University of Kentucky
Athletic Association Achievement Award during the Centennial Year

of the University of Kentucky for his outstanding leadership and
service in his chosen profession of agriculture. In 1968 he re—
ceived the medallion authorized by the Congress of the United States
and presented by the Federal Land Bank of Louisville for outstanding
contributions to American agriculture. He also received the Soil
Conservation award for outstanding contributions to the wise use and
management of the nation's natural resources.

Dean Seay's contributions to his University and to his College

will long be remembered. His reorganization of the Agricultural
Extension Service with an increased emphasis on specialization is
regarded as a path—breaking innovation. Dean Seay's interest in stu—
dents and their welfare are well known and his efforts have led to
the expansion of scholarship opportunities in the college as well as
constructive innovations in courses and curricula of the undergrad—
uate and graduate programs of the College of Agriculture.

To his faculty, Bill Seay was a warm friend, a trusted counsellor

and an imaginative and dedicated administrator. His vision, courage
and determination were a rare combination, and will be sorely missed
by his College, his University and his state.

Be it resolved, therefore, that the Senate and the entire Univer—

sity community express a deep sense of personal loss at Dean Seay's
death and extend its sympathy to his family.

Chairman, and Dr. William K. Plucknett, Secretary, of the University Senate

Dr. Elbert Ockerman, Secretary of the University Senate, reported to the
Senate that the procedure which had been followed for this meeting, that of
circulating the list of degree candidates in advance of the meeting, would be
followed in the future. He then presented the list of candidates for degrees
at the December 21, 1968, Commencement, together with a brief summary, certi—

 

 

 

fied that they had completed requirements for degrees as indicated, and re—
commended that the list of candidates be approved for recommendation to the
Board of Trustees. The Senate approved the list as circulated and certified.
