The majority of laws pertaining to the keeping of records
within the county are specific and not general in application. The
earliest direction for the keeping of records by the clerk of the Com—
mon Pleas Court, or County Clerk, required him to register and record
deeds and mortgages. (12) Subsequent legislation in the 18th Century
directed him to file surveys and maps, (13) and records of roads and
liquor licenses. (14)

During the last few years of the 19th Century, the legisla—
ture adopted several general record-keeping requirements. Maps were
required to be made upon specified material, and worn, torn, r impaired
maps restored. (15) Classified, analytical, or combination indexes to
records were to be maintained by certain county offices. (16) The re-
recording of worn, mutilated, or obscure records was specified in dee
tail. (17) The majority of the statutes devoted to recor —keeping pro-
cedures in general, however, were passed during the 20th ntury. One
law requires that the exact time of filing, entering or “'
instruments affecting title to real estate be a part of th

attending physician or he fails to continue treatment for the
removal of his physical or mental defect, such state board
