Sparks, Superintendent of Public Instruction, reports to the Governor and Legislature on the progress of education in Kentucky Schools, 1964-66. To the Governor and the General Assembly Commonwealth of Kentucky Pursuant to the provisions of Sections 57.140 and 156.250 of the Kentucky Revised Statutes, I am submitting the Biennial Report of the Superintendent of Public Instruction for the biennium ending June 80, 1965. Part I of this report constitutes the Report of the Superintendent of Public Instruction and his staff in the various Divisions of the Bureaus in the Department of Education while Part II is made up of statistical information and data relating to personnel, finance, and school population for the State and the local school districts. I eSpecially invite your attention to the narrative sections of this report in which the major educational achievements of the biennium are summarized and to that portion of the report which discusses recommendations for legislative action for continued advancement of public educatiOn in this Commonwealth.
