     Minutes of the regular quarterly meeting of the Board of
Trustees of the University of Kentucky for Saturday, May 31,
1930.


     The Board of trustees of the Univcrsity of Kentucky met in
regular quarterly session in the President's Office at the Uni-
versity of Kentucky at 10:30 a. m. on Saturday, May 31, 1930.
Those present were: Governor Flem D. Sampson, Mr. James R.
Rash, Mr. Robert G. Gordon, Dr. W. W. Wash, Judge R. C. Stoll,
Mr. J. C. Utterback, Mr. James W. Turner, Mr. Louis Hillen-
meyer, Mr. James Park, and Mr. E. B. Webb.  Meeting with the
30Bad were President Frank L. MoVey and Wellington Patrick,
Secretary of the Board.

     The minutes of the Board of Trustees for April were ap-
proved as published.


     (1) Report of the Business Agent.  The report of the Bus-
iness Agent was read and a motion was made, seconded, and car-
ried that the report be recorded in the minutes.

     (2) Attorney's  Report on Building Construction.  A commun-
ication was presented to the Board from Mr. J. P. Johnston indi-
cating the situation in regard to payments to the J. T. Jackson
Lumber Company for construction work on the Dairy Building and
the Memorial Building.   No action was taken.

     (3) Insurance on Library Books. President McVey rmade a
brief report to the Board of the insurance carried on the various
library books at the University.  He indicated the amount of
insurance now car3ded on books which are in the various libraries
on the campus and also in the general library.  The matter was
discussed and a motion made, seconded, and carried authorizing
the President of the University and the Business Agent in their
judgment to place whatever additional library insurance is neces-
sary adequately to cover the value of the books.

     (4) President's Report. President McVey made a brief report
in which he commented particularly on the building situation at
the University and on the granting of degrees.  He stated that
at present Conncncement there are 522 degrees granted, 116 be-
ing granted to students who completed their work last December
and 406 who completed their work in June.  This is the largest
number of degrees that the University has ever granted, and is
about ten per cent increase of any previous year.

     The President commented briefly on the building progress and
the financial situation at the University, indicating that the
future commitments of the University 1930-1931 amounted to ap-
proximately j,337,000, including construction of the library, a
small animal house, and observatory.   If this building work
is completed during the year 1931, he indicated that there would
be a deficit of A114,000 over surplus and a bank deficit of
360,000.     The situation financially is a difficult one and
requires careful handling to return to a bank balance by 1933.
He stated that the University has built !22,000,000 worth of
buildings and that only 1600,000 of this amount has been appro-
priated by the Legislature.

     Three dormitories were built on the amortization plan amount-
ing to 1270 000.   The teacher-training building which cost
1300,000 was built out of an appropriation of $150,000 from the
Legislature and $150,000 from the General Education Board of New
York City.   The Dairy-Products building, costing 4l150,000, was
built from an appropriation from the Legislature.   The Memorial
Building which cost 31l0,$000 was built by subscription from the
alumni.   The University stadium was started and completed in
part by subscription from the alumni and friends of the University.

    (5) Granting of Degrees,  President McVey presented to the
Board a list of candidates for degrees.   He indicated that these
degrees have been recommended by the University Senate and in all
instances the studentd records show that all have completed their
requirements.   The following is a list of degrees to be granted,
On motion, duly made and seconded, the degrees recommended were
authorized to be conferred.

     (6) Rebuilding of Farm House. President MoVey reported to
the Board that a farmhouse at the Poultry Plant was burned dur-
ing the winter, and that this house was insured for 13,000, and
the insurance has been collected on it.   Bids for reconstruction
of the house were received and tabulated.   The low bid was that
of A. R. Henry of Arcadia Park, Lexington, for 13,336.   A motion
was made, seconded, and carried that Mr. Henry be awarded the
contract for the construction, and that a satisfactory bond be
required.

     (7) Bids for Small Animal House. Bids for a small animal
house were received and tabulated.   The lown bid. was that of
Skinner Brothers of ILexington, who bid 10 ,978.40.  A motion
was made, seconded, and carried that this bid be accepted, and
that the company be required to execute bond.


     (8) Purchase of Tobacco Warehouse. President MoVey brought
to the attention of the Board the fact that the warehouse in
front of the University campus is offered for sale to the Uni-
versity.  The matter was discussed and the following resolution
was offered, seconded, and carried:


         BE IT RESOLVED, that the University of Kentucky lease
    from Central District Warehousing Corporation for the -pur-
    pose of the University of Kentucky the following described
    real estbate, to-wit:

            All that tract or parcel of land situated in
       the City of Lexington, County of Fayette and State
       of Kentucky between Limestone and Upper Streets,
       and Lore particularly described as follo7s, to-wit''

       Beginning at a point (G) in the west property line
       of Li-mestone Street six (6) inches north of the
       northeast corner of the warehouse building, corner
       to American Tobacco Corapany; thence parrallel to and
       six (6) inches from the north wall of the warehouse
       N 440 0' W 255 feet to the point (H) in the line of
       the Americaan Tobncco Company; thence N 450 111 W 100
       feet to the point (I) in the eost line of Upper Street,
       corner to kmerican Tobacco Company; thence S 130 47t
       W 267 feet to the point (B) in the cast line of U
