Secretary of Tennessee wrote us that he affiliated with No. 151,
Tennessee November 18, 1909, but he did not have the name of the
Lodge with which he was affiliated before joining ho. 151. L0 you
have this record? If so, Please send it to us. If you do not,
please write to the Secretary of No. 151, Tennessee or perhaps
Brother oaird could give it to you. When we hear from you on this

This Annual Return becomes a permanent record
of your lodge in the Grand Secretary’s office and may be
the only record in existence in the event your lodge records
were lost or destroyed, therefore, it is very important that
each name and each date be correctly entered, they must be
complete in every detail and mailed to the Grand Secretary
not later than September 3.

FILL OUT THE TWO COPIES OF THE BLANK RE-
TURNS, file one away for future use and mail the other
copy in the addressed envelope enclosed herewith.

The leaves are held together with wire, they may be sepa—
rated and typewritten, then placed in proper order and the
wires replaced. Mail the original typewritten copy, not the

they weigh over the one ounce 3 cents will not do.

lines and street or R. F. D. and post—office address on the

GRAND LODGE DUES TO BE PAID: $1.00 on every
member whose name is in the list of members in good stand-
ing at low twelve August 31, without reference to the date
of initiation, reinstatement or affiliation: $1.00 to the Widows
and Orphans’ Home, 50 cents to the Masonic Home Journal,
and 25 cents to the Old Masons’ Home, a total of $2.75 for
each member.

EXEMPTIONS: Ministers and Rabbis who derive their
support from preaching and members who have been af-
filiated Master MaSOns in Kentucky lodges for fifty years,
are exempt from payment of the $1.00 Grand Lodge dues,
but must pay the W. &, 0. Home assessment of $1.00, the Old
Masons’ Home assessment of 25 cents and the subscription
to the Masonic Home Journal of 50 cents. Members con-
fined in hospitals for the insane, honorary members and
members in the Armed Service of the U. 8., who find it dif-
ficult to retain their membership by payment of dues are
exempt from both Grand Lodge dues and assessments. Life
members and dual members are not exempt from Grand
Lodge dues and assessments.

TIME LIMIT FOR FILING RETURNS AND PAYMENT
OF DUES AND ASSESSMENTS: Your report will be checked
against the one filed last year, the time allotted to our of-
fice to complete this work is very short and limited, so get
your Return in promptly. It can be'mailed during the
month of August but must be mailed not later than Septem—
ber 3 (Sec. 146). Your remittance must reach the Grand
Secretary’s office not later than September 28 (Sec. 139).

PENALTY FOR DELINQUENCY: If any lodge shall fail
to comply with any provision of Section 138—139 or 146, it
shall immediately be charged with a fine of $5.00 to be due
and payable at once, and in addition thereto said lodge
shall be charged one—half of one per cent per month on all
unpaid sum or sums until same is paid. If the fine and in-
terest aforesaid are not paid by January 1 next thereafter,
the Grand Master shall forthwith arrest the charter of such
delinquent lodge. (Sec. 140, Amended 1934.)

YOUR COOPERATION NECESSARY: The work in our
office during August and September, while the returns are
being received and checked, is extremely heavy and
cooperation on your part in forwarding returns promptly
and answering by return mail any letters of inquiry with
reference to corrections to complete your report, will be

Two copies of blank Annual Returns are enclosed herewith, if you
need more work sheets (Initiated, Passed, and Raised) notify me
at once.

 

Include work done during the year August 1, 1944 to July 51, 1945
both dates included.

Read instructions in the returns carefully and also the informa-
tion from time to time in the Grand Secretary's Corner in the
Masonic Home Journal.

Returns may be mailed at any time during the month of July but
not later than August 10th. After that date the fine will be
added.

Remittances for Grand Lodge Dues and Assessments must be in the
office of the Grand Secretary not later than September 20th to
avoid the fine for late remittance.

OLD MASONS' HOME ASSESSMENT: Twenty-five Cents (25¢) additional
dues was unanimously voted to provide for maintenance of the Home.
This amount will be included in the 1945 returns of your lodge
(July 31, 1945). The Grand Lodge Dues and Assessments in the fu-

 LEGAL REPRESENTATIVE TO GRAND LODGE ’

Sec. 6. Members. The members of the Grand Lodge are as follows:

(l) Permanent Members consist of all Past Grand Masters of this Grand
Lodge and all Masters and Past Masters of Kentucky lodges who are affiliated
with lodges subordinate to this Grand Lodge

(2) Representatives are the Master, or in his absence, the Senior Warden,
or in their absence the Junior Warden, by virtue of their respective offices.

(3) An Elective Representative shall be chosen by ballot from the mem-
bers of a lodge, to represent it in case its Master or a Warden thereOtc cannot
attend the communication of the Grand Lodge, and such representative shall be
given a certificate of his election—over the lodge seal. (Constitution Grand

IMPORTANT

DUES ARMED SERVICE U. S. A. REMIT’I‘ED—WHEN

At the 1941 session of the Grand Lodge, Brother Edward W. Bensinger, Jr., Past Master of St. George
Lodge No. 239, offered the following resolution which was adopted as follows:

“WHEREAS, many members of subordinate lodges have entered the Armed Service of the
United States and find it difficult to retain their membership by payment of dues; and there are
many members in the service who find it difficult to maintain their fraternal contacts because of
conditions beyond their control:

“THEREFORE, be it resolved that the Grand Lodge of Kentucky will waive Grand Lodge
dues and assessments each year so long as such member or members are in the Armed Service of the
United States, upon certification by the subordinate lodge’s Secretary to such effect, and provided
the subordinate lodge shall waive and remit such dues as are payable to it by such member in the
Armed Service of the United States.”

This resolution as adopted by the Grand Lodge does not provide a blanket waiver of the dues and
assessments on all members in the Armed Service of the United States, but such members as are unable
to pay their dues.

The Grand Master and the Committee on Jurisprudence submit the following opinion covering the
resolution.

“From the preamble to the resolution as offered by Brother Edward W. Bensinger, Jr. (Pro—
ceedings Page 156) and from the preamble as recommended by the Jurisprudence Committee and
adopted by the Grand Lodge (Proceeding Page 161), it was evidently intended to be the purpose
of the resolution to waive dues only of those who were in the Armed Services of the United
States and who found it difficult to pay their dues and, was not intended to apply to those who
were able to pay their dues and assessments.

“Of course the lodge would be the judge of those who were entitled to the benefit of the
resolution. If the lodge waived its dues and so certified to the Grand Secretary, the dues and
assessments of the Grand Lodge would be waived. A subordinate lodge, however, has not the
right to waive dues of members unless they come within the provisions as herein stated.”

There are 505 lodges in Kentucky, we will say with an average of 3 to 5 members each in the
Armed Service, making approximately $5,000.00 to $6,000.00 deduction in revenue from the present over-
taxed budget. While this deduction would not be very large for the individual lodge it is quite a sum when
the . . . . .

While we heartily endorse the individual lodge remitting the dues of its members in the Armed Serv-
ice who find it difficult to pay their dues, the wards of our two Homes must not be neglected, and it would
be unwise for the Grand Lodge to jeopardize its revenue by remitting the dues of those members who are
able and willing to pay.

Dear Brother Secretary:

This Annual Return becomes a permanent record
of your lodge in the Grand Secretary’s office and may be
the only record in existence in the event your lodge records
.are lost or destroyed, therefore, it is very important that
each name and each date be correctly entered, they must be
icomplete in every detail and mailed to the Grand Secretary
not later than August 10.

FILL OUT THE TWO COPIES OF THE BLANK RE-
TURNS, file one away for future use and mail the other
copy in the addressed envelope enclosed herewith.

THE PAGES MAY BE SEPARATED AND TYPEWRITTEN.
The leaves are held together with wire, they may be. sepa-
rated aJnd typewritten, then placed in proper order and the
wires replaced. Mail the original typewritten copy, not the
carbon copy. Otherwise, they must be written in ink, in
plain legible writing.

IMPORTANT. The roster of membership in the annual
Proceedings of the Grand Lodge is copied from this Return,
therefore, great care should be taken in its preparation, its
correctness in facts, dates and spelling, means much to
future generations.

PAY FULL POSTAGE 0N RETURNS. Returns are rated
first class mail and require 3 cents per ounce postage, if
they weigh over the one ounce 3 cents will not do.

name last. Write given name in full instead of initials only.

lines and street or R. F. D. and post—office address on the
