- Politician, Lawyer. Chapman was born in Simpson County, Ky. He was an 1918 law graduate of the University of Kentucky and served as city attorney of Irvine, Ky. from 1918 to 1920. He represented Kentucky in the U.S. House of Representatives from 1925-1929 and 1931-1948, serving voters from the 6th and 7th Congressional districts. He served in the U.S. Senate from 1948 to 1951. He was active in the cooperative marketing of tobacco and was chairman of the executive committee, Democratic National Congressional Committee.
- Scope and Content
- The papers represent a small portion of Chapman's correspondence while in the House and the Senate. Much of the correspondence is with John M. Berry, a New Castle, Ky. lawyer. Twenty letters deal with the appointment of Joseph T. Halleman to the U.S. Naval Academy and five with the appointment of Robert S. Owens to the U.S. Military Academy. Other subjects covered in the papers include agricultural matters (especially tobacco and orchard grass seed) and appointment of personnel to the Central Intelligence Agency (1950). Attached to a 1949 letter is a carbon copy of a document entitled "Inspection service for additional auction market sales in flue cured and burley tobacco areas."
