Membership 1420 Editorial Comment OUR COVER PAGE On the outside cover of this issue of the K. T. A. lournal is the picture of one of the latest buildings to be placed on the Kentucky State College Campus. This building, ”The Rosenwald Laboratory School”, is a part of the Department of Education and is primarily to serve as an experimental school for the college and as a practice school for those who are to be elementary teachers. The building has in it a principal's office, several Class rooms, an industrial arts room, a library, a kitchen and a social activities— cafeteria room. The building which cost $137, 000 00 is situated on a landscaped plot readily accessible to the campus proper by concrete walkway through the tunnel under High- way. 60. The structure is a modern one—story ranch type building. The exterior is of yellow pressed brick with concrete foundation and aluminum window easements. The beauty of the main entrance, located on the north side of the edifice, is enhanced by bordering concrete flower boxes built in as extensions of the foundation. Each classroom has a southern exposure with Windows covering almost the entire wall. From each classroom a door opens upon a walk and play area. Entrances are located also at the east and west ends of the building. The attractive interior consists of unglazed tile walls, acoustical tile ceiling and concrete floors covered with asphalt tile blocks. The corridor lights are incadescent and flush with the ceiling. Plexiglass skylights supplement the lighting of the corridors and the activity alcoves of the classrooms. The principal of this school is Mrs. Minnie I. Hitch and teachers are Mrs. Mazie Croley and Miss Pattye L. Simpson. Dr. George D. Wilson is head of the Department of Education and Mr. T. R. Dailey is Director of Teacher Training. Other officials of the college are Dr. David H. Bradford, Dean, and Dr. R. B. Atwood, President. THE K. T. A. JOURNAL PAGE ONE THE PROPOSED MERGER PLAN INTERPRETATIVE STATEMENT ON MERGING KENTUCKY EDUCATION ASSOCIATION AND KENTUCKY TEACHERS ASSOCIATION BY Joint Committee Board of'Directors of K.E.A. and K.T.A. INTRODUCTORY STATEMENT In View of an official declaration by the Board of Directors of the Kentucky Educa- tion Association that the Constitution and By-Laws of the organization do not mention race as a prerequisite for membership and the organization is in fact open to, and has accepted membership of Negro teachers, we offer the following statment of inter- pretation. The reasoning and conclusions are based upon the guiding principles expressed or implied by (l) the official clec oration of the Board of D.rec‘:ors, (Z) the Supreme Court decision on segregation, (3) the Fourteenth Amendment to the United States Constitu- tion, and (4) the fact that both are legal affiliates of NEA. INTERPRETATION We, the undersigned joint committee of the KEA and KTA, do hereby agree on the following interpretation of status and an orderly transition merging or combining the above named professional organizations to provide one unified professional organiza- tion with equal rights and privileges for all members. Said interpretation and all provisions herein stated to be inserted into the records by mutual consent and become a part of the official proceedings and records of said one unified professional organization when read to the Delegate Assembly of KEA for the purpose of a motion, seconded and carried that this statement of interpretation be— come a part of the official records of the organization when recommendations of ap- proval from the following have been filed in the KEA office: (1) Board of Directors of KEA, (2) Board of Directors of KTA, and (3) Delegate Assembly of KEA, and the voting Assembly of the KTA. A. Said one unified professional organization to have and retain the name THE KENTUCKY EDUCATION ASSOCIATION. B. The assets, records and proceedings of the Kentucky Teachers Association be absorbed and become a part of the assets and historical records of the Kentucky Education Association. C. The present leadership and membership of said Kentucky Education Asso- ciation recognize and accept the inherent justice and responsibility in— volved; and agree to set an honorable example for future groups and members to follow in performing all administrative functions in such a way that all members of the organization Will have the same rights and privi- leges provided by the Constitution and By—Laws, and no member denied the services and rights to which all members of KEA are now entitled. IMMEDIATE ENROLLMENT A N'E‘CE‘SSITY The Kentucky Teachers' Association derives its budget from the enrollment fees of 1400 teachers, the smallest number of teachers in any Southern State. On the basis of this income, we have planned our expenditures. This means that we are expecting each teacher to enroll for 1956. We are now making contracts with our guest speakers for the Louisville convention, April 11 to 13, 1958‘ We also are making other convention plans beside the publicity and printing of our convention program. Each teacher is asked to be sure to enroll immediately in the K. T. A. even though a final decision about attending the April convention has not been made. You are urged to give your feet to your principal who will send the school enroll- ments as a group or if this is inconvenient, to send your $4.00 membership fee directly to the K. T. A. secretary—treasurer. This convention will be perhaps the most important in our history, because at this time, we shall decide on the ”future" of our organization. Questions regarding the integration of teachers along with pupils will be chief among the topics to be discussed. The program features educators and civic leaders of national prominence, and the persons selected are especially qualified to speak and advise on the important questions and issues which we now face as teachers. A' Announcements On Friday, April 13, 1956, about 3:30 P.M., there will be a vote on the merger of the K.T.A. with the K,E.A This will probably be in the form of a resolution to be presented. A11 K.T.A. members should make this session a “must" as a meeting to attend at the 80th convention. The terms of two K.T.A. Directors will expire at’ the 1955 session. These gentlemen, Messrs. W. C.
