William B. Sturgill, Chairman, Professor Michael Adelstein, Mr. William R. Black, Mr. L. D. Gorman, Mrs. Betty Carol Clark, Mr. Albert G. Clay, Mr. Richard E. Representatives of the Universit-y- administration included President Otis A. Singletary; Vice Presidents Lewis W. Cochran, Robert Zumwinkle, Stanley W--ll, Peter P. Bosornworth, Raymond R. Hornrback, John T. Smith. Jack C. Blanton, and Donald B. Clapp: Mr. John Darsie, Legal Counsel; and Dr. Wimbeorly C. R oyster, Dean of the Graduate School and Coordinator of Research. Representatives from the various news media were also in attendance. A. Meeting Opened The Chairman called the meeting to order at 2:00 p. m. Following the irvocation pronounced by Mr. Black and the administration of the oath of office to Former Governor Albert Benjamin Chandler and Professor Michael Adelstein by Mr. John Darsie, the secretary called the roll and reported a quorum present. The Chairman welcomed Governor Chandler and reported that he was appointed for a four -year term beginning July 1, 1977, and ending June 30, 1981, and expressed his pleasure that Professor Adelstein was beginning his second term as a faculty Trustee, effective July 1, 1977, through June 30, 3980. The meeting weas declared officially open for the conduct of business at 2:05 p.m. B. Election of Officers and Executive Committee Mr. Ramsey placed in nomination the names of Mrs. Betty Carol Clark for assistant secretary, Professor Paul Sears for secretary, Mr. Albert G. Clay for vice chairman, and Mr. William B. Sturgill for chairman. It was moved, seconded and carried that the nominations be closed and the above be elected by acclamation. Mr. Ramsey then placed in nomination for members of the Executive Committee the names of Mr. Williama B. Sturgill, Chairrman, Mr. Albert G. Clay, Mr. William R. Black, Mr. Richard E. Cooper, and Mr. George W. Griffin. Professor Sears moved that nominations be closed and the Executive Committee be elected by acclamation. His motion was seconded and passed without dissent. C. President's Report to the Trustees (PR 1) President Singletary briefly reviewed some of the items in PR 1, President's Report to the Trustees, and recommended that the report be received and filed. Without objection, it was so ordered. -2- -3- E. Recommendations of the President (PR 2) The four items in PR 2, Recommendations of the President, being of a routine nature and the Board members having had the opportunity to familiarize themselves with the recommendations, President Singletary recommended that PR 2 be approved as a whole. On motion by Professor Sears, seconded by Mr. Cooper and passed, PR 2 was approved as a whole and ordered made an official part of the Minutes of the meeting. (See PR 2 at the end of the Minutes.) F. Appointments to the Board of Directors of the Ephraim McDowell Cancer Research and Treatment Network (PR 3-I) President Singletary noted that the recommendations for appointment to the Board of Directors of the Ephraim McDowell Cancer Research and Treatment Network has been received too late for inclusion in PR 2 and recommended that the Board of Trustees approve the appointment of Mr. Morris Stafford, Mr. William Balden, and Mr. Robert F. Stephens for the terms indicated in PR 3-I. Without discussion on motion by Mr. Black, seconded by Mr. Homer Ramsey and passed,the appointments of the above named individuals were approved. (See PR 3-I at the end of the Minutes.) G. Master of Science in Operations Research Approved (PR 3-II) After a brief explanation by President Singletary and Dr. Cochran, on motion by Mr. Cooper, seconded by Mr. Palmer, and carried, the Board authorized for transmission to the Council on Higher Education for approval a program leading to the degree of master of science in operations research. (See PR 3-1I at the end of the Minutes.) H. Appalachian Center Established (PR 3-III) President Singletary reported that the University had received a grant from the Rockefeller Foundation to assist in systematically planning teaching, research, and service programs in the Appalachian region. In order to coordinate and focus available resources within the University on behalf of this region he recommended that an Appalachian Center be established. Before calling for a motion, Mr. Sturgill requested that the record show that he has strong reservations relative to the establishment of such a Center. Mr. Clay moved that the Board of Trustees authorize the establishment of an Appalachian Center to be located inthe Graduate School, the Center being -4- administratively equivalent to a research center. His motion was seconded by Mr. Black, and passed without discussion. (See PR 3-III at the end of the Minutes.) I. Degree Candidates-University System (PR 4) President Singletary noted that the individuals whose names were presented in PR 4 as degree candidates have completed their degree requirements in August and recommended approval. On motion by Governor Chandler, seconded by Mr. Gorman and passed the President was authorized to confer upon each individual whose name appears on the list presented as part of PR 4, the degree to which he is entitled upon certification by the Dean of Admissions and Registrar and approval by the University Senate that the individual has satisfactorily completed all requirements for the degree for which he has made application. (See PR 4 at the end of the Minutes. ) J. Budget Revisions for 1977-78 (PR 5) President Singletary recommended approval of the revisions in the 1977-78 Budget as presented in PR 5. Without discussion on motion by Mr. Kessinger, seconded and passed, the revisions in the 1977-78 Budget as recommended in PR 5 were authorized and approved. (See PR 5 at the end of the Minutes.) K. Revision of Biennial Budget Request 1978-80 and the Five Year Plan 1977-82 (PR 6) President Singletary said that as a result of the recently completed review of benchmark data on the College of Medicine and University Hospital, several changes in the Biennial Budget Request 1978-80 and the Five Year Plan 1977-82 are appropriate. Essentially the changes involve the movement of construction projects from the 1980-82 to the 1978-80 period. The hospital project for 1980-82, while not fully defined, is being added for planning purposes. If state funds are not available for the Hospital project, the possibility of revenue bond financing will be explored. He then recommended approval of the recommendation set forth in PR 6. On motion by Mr. Homer Ramsey, seconded by Dr. Hull and passed, the five revisions in the Biennial Budget Request 1978-80 and the Five Year Plan 1977-82 as recommended in PR 6 were authorized. (See PR 6 at the end of the Minutes. ) -5- L. Report on the Freshman Year Dr. 's Cochran and Zumwinkle presented interesting and informative reports on the early steps which have been taken in the implementation of a program recommended by a commission appointed to study the freshman year and its impact on the entering student. Mr. Sturgill accepted their report with thanks. M. Audit Reports Accepted (FCR 1) Mr. Clay, Chairman of the Finance Committee, reported that the audit report submitted by Coopers and Lybrand on the financial records of the University of Kentucky for 1976-77 was fully examined and discussed at a meeting held at 11:00 a.m. on September 20. The Finance Committee recommending, Mr. Clay moved that the Board of Trustees accept the reports as recommended in FCR 1. His motion was seconded by Mr. Frank Ramsey and passed without dissent. (See FCR 1 at the end of the Minutes.) N. Use of Fraternity Reserve (FCR 3) Noting that the University of Kentucky Student Housing Bonds of 1964 provide for the establishment of a "Maintenance Reserve Fund" which may be drawn and used for repairs upon request to the Trustee to make available the required sum, and that the two fraternities involved having a sufficient balance available to cover the cost of the roofing repairs, Mr. Clay moved that the recommendation in FCR 3 be approved. His motion was seconded by Governor Chandler and passed without dissent. (See FCR 3 at the end of the Minutes.) 0. Lease of Weldon House (FCR 4) The Finance Committee recommending, Mr. Clay moved approval of the recommendation in FCR 4 providing for the leasing of Weldon House to the Episcopal Diocese of Lexington for the purpose of the Diocese maintaining a facility for out-patients at the University Medical Center. His motion was seconded and passed without dissent. (See FCR 4 at the end of the Minutes.) P. Report of Investments (ICR 1) Mr. Griffin, Chairman of the Investment Committee, said that the Committee had examined the quarterly report of investment changes and moved that the report as submitted in ICR 1 be accepted. His motion was seconded and passed without dissent. (See ICR 1 at the end of the Minutes.) Q. In accord with usual practice it is recommended that the University assign the patent to The University of Kentucky Research Foundation. III. Appointments and/or Other Staff Changes Recommendations: (1) that approval be given to the appointments and/or other changes which require Board action; and (2) that the report relative to appointments and/or changes already approved by the administration be accepted. -2- Background: The following recommended appointments and/or other staff changes require approval by the Board of Trustees in accordance with Part VIII-B of the Governing Regulations of the University. These recommendations are transmitted to the Board by the appro- priate vice president through the President and have his concurrence.
