       Minutes of the Meeting of the Board of Trustees of the University
of Kentucky, Tuesday, May 6, 1980



       The University of Kentucky Board of Trustees met in regular statutory
session on Tuesday, May 6, 1980 at 2 p.m. (Eastern Daylight Time) in the
Board Room on the 18th floor of the Patterson Office Tower on the Lexington
campus with the following members answering the call of the roll: Mr. William
B. Sturgill, Chairman, Professor Michael Adelstein, Mr. William R. Black,
Mrs. Betty Pace Clark, Mr. Albert G. Clay, Mr. Tracy Farmer, Mr. George W.
Griffin, Mrs. Sally Hermansdorfer, Dr. David A. Hull, Mr. Thomas B. Kessinger,
Mr. W. Terry McBrayer, Mr. Frank Ramsey, Mr. Homer W. Ramsey, Mr. W. B.
Terry, Mr. Mark Metcalf, and Professor Constance Wilson. Absent from the
meeting were Governor Albert Benjamin Chandler, Mr. L. D. Gorman and Dr.
John R. Woodyard. The University administration was represented by President
Otis A. Singletary; Vice Presidents Jack C. Blanton, Peter P. Bosomworth,
Donald B. Clapp, Lewis W. Cochran, Raymond R. Hornback, John T. Smith,
M. Stanley Wall, and Robert C. 7umwinkle; Dr. Wimberly C. Royster, Dean of
the Graduate School and Coordinator of Research; and Mr. John C. Darsie,
General Counsel.

       A. Meetin, Opened

       Mr. Sturgill, Chairman, called the meeting to order at 2:14 p.m.
Following the invocation pronounced by Mrs. Hermansdorfer, the Secretary
called the roll. A quorum beinfl present, the meeting was declared officially
open for the conduct of business at 2:16 p.m.

       B. Minutes Approved

       The Minutes of the April 1, 1980 meeting of the Board of Trustees
were approved without objection.

       C. Meeting Dates Established

       Mr. Sturgill called attention to the schedule of meetings of the Board
of Trustees and the Executive Committee as established for fiscal year 1980-81
(see copy at the end of the Minutes) and requested the members to mark their
calendars accordingly.

       It was also agreed that the June 1980 meeting of the Executive Committee
should be changed to a full Board meeting and the date changed from June 10
to June 27.

       D. Letter of Appreciation from Mrs. Edward F. Prichard, Jr.

       The Chairman asked that a letter from Mrs. Edward F. Prichard, Jr.,
expressing her appreciation to the Board of Trustees for recognizing her
husband, Mr. Edward F. Prichard, Jr., with an honorary degree be received
and filed as part of the Minutes of the Board of Trustees.




 













       E. President's Report to the Trustees (PR 1)

       President Singletary reviewed several items in his monthly report to
the Trustees, calling particular attention to the three recipients of the 1980
University of Kentucky Research Foundation Faculty Research Awards who had
been invited to attend the Board meeting. President Singletary then said
he was pleased to introduce Professor Wesley J. Birge, School of Biological
Sciences, and Professor John H. Lienhard, College of Engineering, who were
in attendance, and noted that one of the recipients, Professor Anwar Hussain
of the College of PharmacV, was unable to be present. Upon the recommendation
of President Singletary, the Chairman received the report and ordered it filed.

       F. Recommendations of the President (PR 2)

       After noting that the personnel changes in PR 2, Recommendations of the
President, were routine appointments and/or staff changes, President Singletary
recommended it be approved. On motion by Mr. Homer Ramsey, seconded by Mr.
Black and passed, PR 2 was approved. (See PR 2 at the end of the Minutes.)

       G. Supplemental Recommendations of the President (PR 3a)

       President Singletary recommended that the Board of Trustees authorize
a Self-Study Program for the University System in preparation for a visitation
by the Southern Association of Colleges and Schools. The purpose of the
visitation will be the reaffirmation of accreditation by the Southern Association.
Institutions are required to conduct Self-Study Programs on 10-year cycles.
Because of the size and implications of this undertaking, President Singletary
feels the Board should give the University formal authority to begin this process.
He called attention to the list of peonle who have agreed to serve on the Steering
Committee which will be chaired by Dr. Paul C. Sears.

       With President Singletary so recommending, on motion by Professor Adelstein,
seconded by Mr. Metcalf and passed, PR 3a was approved. (See PR 3a at the end
of the Minutes.)

       H.  Proposed Amendments to the Governing Regulations (PR 3b)

       President Singletary recommended that the proposed amendments to the
Governing Regulations presented in PR 3b he received for consideration and
put on the agenda for Board action at the June meeting.

       Without discussion, on motion by Mr. Clay, seconded by Mr. Griffin
and passed, it was so ordered. (See PR 3b at the end of the Minutes.)

       I. Candidates for Degrees - University System (PR 4)

       Without discussion, on motion by Mr. Metcalf, seconded by Mr. Frank
Ramsey and passed, the President was authorized to confer upon each individual
recommended on the list provided the degree to which he or she is entitled upon
certification by the Dean of Admissions and Registrar that the individual has
satisfactorily completed all requirements for the degree for which application
has been made and as approved by the University Senate. (See PR 4 at the end
of the Minutes.)

       J. Candidates for Degrees - Community College System (PR 5)

       Without discussion, Mr. Metcalf moved that the degrees and certificates
specified in PR 5 be awarded to the persons named upon certification that the
requirements for those degrees or certificates have been satisfactorily completed.
His motion was seconded by Mr. Frank Ramsey and passed without dissent. (See
PR 5 at the end of the Minutes.)

       K. Proposed Amendments to the Governing Regulations (PR 6)

       At the April 1, 1980 meeting the Board received and tabled certain
proposed amendments to the Governing Regulations. Noting that the required
month had passed, President Singletary recommended that the proposed amend-
ments to the Governing Regulations as presented in PR 6 be removed from the
table and approved. On motion by Mr. Kessinger, seconded by Mr. Farmer
and carried, PR 6 was adopted (See PR 6 at the end of the Minutes.)

       L. 1979-80 Budget Revisions (PR 7)

       The budget revisions recommended in PR 7 being of a routine nature,
President Singletary recommended approval. On motion by Mr. Black, seconded
by Professor Wilson and passed, the budget revisions recommended in PR 7
were authorized and approved. (See PR 7 at the end of the Minutes.)

       M. Change in Name of College of Social Professions to College of
Social Work (PR 8)

       Noting that over the years the present name of the College of Social
Professions has caused some concern with the accrediting bodies, and based
on a recommendation forwarded by the Dean of the College, President Singletary
indicated he was pleased to recommend that the name of the College of Social
Professions be changed to the College of Social Work, effective immediately.
On motion by Professor Wilson, seconded by Mr. McBrayer and passed, PR 8
was approved. (See PR 8 at the end of the Minutes.)

       N. Capital Construction Projects (PR 9)

       President Singletary recommended that the Board of Trustees approve
for submission to the Council on Higher Education a capital construction project
proposal involving window replacement for Barker Hall. The estimated cost of
the project is $108,000.  Funding for the project will come from funds available
in the Plant Fund.

       On motion by Dr. Hull, seconded bv Mr. Terry and carried, the capital
construction project as recommended in PR 9 was approved for transmission to
the Council on Higher Education.   (See PR 9 at the end of the Minutes.)

       0. Interim Financial Report (FCR 1)

       Mr. Clay, Chairman of the Finance Committee, reported the committee met
on the morning of May 6, 1980 and reviewed three items to be presented for
action, the first of which was the Interim Financial Report for the period
ending March 31, 1980. The committee found the University to be "on target"
and Mr. Clay moved that the report be accepted. His motion, seconded by Mr.
Griffin, passed and the report was accepted. (See FCR 1 at the end of the
Minutes.)

        P. Room and Board Rates 1980-81 (FCR 2)

        Mr. Clay pointed out that FCR 2 deals with room and board rates
recommended for 1980-81. He said the Finance Committee wished to express
its appreciation, along with that of the Board of Trustees, to Vice President
Blanton, Mr. George J. Ruschell and members of their staff, including Mr.
Allen R. Rieman, Mr. Robert Blakeman and Ms. Jean Lindley, for their efforts,
time and dedicated work in developing the proposal.

        Mr. Clay then called on Mr. Blanton who gave a presentation through
a series of charts in support of FCR 2 which pointed out the current and
proposed rates and the amount of increase for each plan. He expressed the
belief that the increases were the absolute minimum which could be enacted
and keep the budget in balance. He pointed out that the overall increase of
7.3% is considerably less than the rate of inflation for the past year and is
below the projected rate of inflation for the coming year. Mr. Blanton stated
that the Housing and Dining System at the University of Kentucky is a self-
contained system which means that fees collected from the consumers of the
services are the total support of the system and no tax dollars are involved..

       Mr. Clay thanked Mr. Blanton for his presentation and said the Finance
Committee feels it is remarkable that the total Housing and Dining System
increase can be held to a 7.3% increase.

       On motion by Mr. Clay, seconded by Mr. Homer Ramsey and passed, the
six recommendations in FCR 2 for proDosed adjustments of room and board
rates for 1980-81 were approved. (See FCR 2 at the end of the Minutes.)

       Q. Residence Hall Activity Fee (FCR 3)

       Acting, on the recommendation of the Finance Committee, Mr. Clay moved
that the Residence Hall Activitv Fee be adjusted from $10.00 to $12.00 per
year to be used to support student programs in the residence halls, effective
Fall 1980. He noted that there had been no increase in the Residence Hall
Activity Fee for 10 years; however, due to inflation the present fee is in-
sufficient to provide the necessary support for these programs. Mr. Clay's
motion was seconded by Mr. Griffin and passed without dissent.   (See FCR 3
at the end of the Minutes.)

       R. Report of Investments (ICR 1)

       Mr. Griffin, Chairman of the Investment Committee, presented a quarterly
report of changes made in investments for the University and its affiliated
corporations for the quarter ended March 31, 1980 and moved that the report
be accepted. His motion, seconded by Mr. Terry, passed and the report was
accepted. (See ICR 1 at the end of the Minutes.)

       S. Mr. Mark Metcalf Recognized

       Mr. Metcalf presented a report on the activities of Student Government
during his year as president, and distributed a packet of materials to the
members of the Board. He pointed out the highlights of the year and spoke
about the long-term goals of Student Government.  He said it had been a
rewarding year and one of the greatest experiences of his life. He thanked
the Board for the way it dealt with him and expressed his appreciation for
having been a part of the Board.

Mr. Metcalf introduced the new Student Government president who will become
the next student member of the Board, Mr. Brad Sturgeon.

       Mr. Sturgill thanked Mr. Metcalf for his informative remarks and said
he should be prideful of the fact that he served well in representing the
views of the students. Mr. Sturgill, on behalf of the entire Board, presented
Mr. Metcalf with a certificate of appreciation for his contributions while a
member of the Board of Trustees and wished him well in his future endeavors.

       T. Meeting Adjourned

       There being no further business to come before the meeting, on motion
duly made, seconded and carried, the meetinr adjourned at 3:01 p.m.
