 CONSTITUTION.

 

ARTICLE I.—N.AME.

Section 1.—This Society shall be called the Ashland Woman’s
Club.

ARTICLE II.——OBJECT.

Section 1.—Its objects are mutual sympathy and counsel, the
culture of its members and the promotion of better conditions in the
community.

ARTICLE III.—DEPARTMENTS.

Section 1.—-The various lines of work of the Club shall be
carried on through departments each of which shall be in charge
of a chairman.

ARTICLE IV.-——OFFICERS.

Section 1.—The officers of the Club shall be a, President, First
and Second Vice President, Recording Secretary, Assistant Record—
ing Secretary, Corresponding Secretary, and Treasurer.

These, with the Chairmen of Departments and three Directors
and each retiring President in turn, shall constitute the Executive
Board, in which shall be vested all authority not delegated to the
Club as a whole.

ARTICLE V.———ELECTIONS.

Section 1.—Election shall be held the fourth Saturday in March,
service to begin in October.

Section 2,—Nominations and elections shall be by ballot.

Section 3,—Chairmen of Departments shall be nominated by
the Board for election by the Club.

Section 4.—Vacancies shall be filled by the Executive Board.

ARTICLE VI.——DUTIES.

Section 1.—Ot‘ Oflicers. The duties of the general officers shall
be such as usually devolve upon such officers in similar organiza~
-tions.

Section 2.—Of Chairman of Departments. The Chairman of
each Department shall appoint from her list of members, a commit—
tee to assist in planning the work selected. She shall submit her
program for the year to the Executive Board and shall be respon-
sible for its fulfillment. She shall also preside during its rendering.

Section 3.—Of Directors. Directors are expected to participate
in the deliberations of the Executive Board.

Section 4. Of Active Members. Active members are expected
to perform duties assigned them unless executed therefrom by proper
authority. If unable to fulfill duty they shall provide substitutes.

ARTICLE VIL—MEMBERSHIP.

Section 1.—l\‘ames of candidates for membership shall be sub—
mitted in writing by a member of the Club to the Recording Secre—
izalry, who shall present same to the Executive Board at the next
meeting. On recommendation of the board the candidates shall be
voted for in open session, ten negative votes signifying rejection.

Section 2.—Members may be Active or Associate, the latter
having no vote nor duties and not being eligible to office.

ARTICLE VIII.—DUES.

Section 1.—Active members must pay an annual fee of one dol—
lar and ten cents, Associate members two dollars and ten cents, the
ten cents being State Federation fee.

Section 2.—Payment of dues and enrollment in Departments
must be made at the annual reception, which shall be held immed-
iately after the meeting of the State Federation.

ARTICLE IX.—-AMENDMENTS.

Section 1.—This Constitution may be amended by a two—thirds
vote at any meeting, previous notice of proposed change having
been given.

 

STANDING RULES.

1,—Meetings of the Club shall be held on the first and third
Saturdays of each month from October to April inclusive.

2.—A business session not exceeding fifteen minutes shall pre-
cede each program.

3.—The work of the Club shall be carried on by Departments:
1—Literature; 2—Work.

4.——The President, First Vice—President, Corresponding Secre-
tary and Chairman of Department number one shall be elected in
even years. The Second Vice-President, Recording Secretary, As-
sistant Recording Secretary, Treasurer and Chairman of Depart—
ment number two shall be elected in odd years. No oflicer, Chair‘-
man or director shall be eligible for re-election.

5.———Three directors shall be elected each year to serve one year
only.

6.—A member coming into the Club in April shall be exempt
from dues for the closing year.

7,—Fifteen dollars shall be given annually to defray the ex-
penses of the President of the Club to the State Federation.

8.—T'he Chairman of Departments with the Recording Secre-
tary shall form a standing committee to edit the Year Book.

9.——The House Committee shall have charge of the Club rooms.

10.——It shall be the duty of the Committee on Social Affairs to
have charge of the social meetings.

11.—It shall be the duty of the Library Committee to pro-
mote and keep up the interest in our local library as weIl as the
State library.

12,—The Committee on Education and Child Labor shall work
with the Mothers Clubs of this city, to improve local conditions in
the schools, factories and stores.

l3.»—The Committee on Health and Moral Sanitation shall work

with the local Board of Health to better conditions in the com-
munity. '

lit—«It shall be the duty of the Ways and Means Committee
to devise plans to meet the financial demands of the Club.

15.——It shall be the duty of the Civic Committee to co-operate
with other Civic organizations in all measures tending to the bet—
terment of the City.

16.—It shall be the duty of the committee on courtesies to wel-
come new members and visitors, and promote a spirit of good-
fellowship.

17,—These Committees are to be appointed by the President.
