Collection Overview

Biography / History
William Huston Natcher was born on September 11, 1909, in Bowling Green, Kentucky. He earned a B.A. from Western Kentucky State College in 1930, and an LL.B. from Ohio State University in 1933. Natcher was admitted to the bar in 1934 and practiced law in Bowling Green. He was the Federal Conciliation Commissioner for the Western District of Kentucky from 1936 to 1937, and County Attorney of Warren County from 1938 to 1950. In 1940, he was a delegate to the Democratic National Convention. He was also the president of the Young Democratic Clubs of Kentucky between 1941 and 1946 and served in the U.S. Navy between 1942 and 1945. He was the Commonwealth Attorney for the Eighth Judicial District of Kentucky from 1951 to 1953.
In 1953, Natcher was elected as a Democrat to the Eighty-third Congress, by special election to fill the vacancy caused by the death of Garrett L. Withers. He was reelected to the next twenty Congresses, making him the second longest-serving member ever of the United States House of Representatives from the Commonwealth of Kentucky. Natcher is known for never accepting campaign contributions and never missing a vote during his 41-year career in Congress. In 1992, he was elected Chairman of the Appropriations Committee.
Natcher died on March 29, 1994, in the naval hospital at Bethesda, Md., and is buried in Fairview Cemetery in Bowling Green.
