Collection Overview

Biography / History
Human/Economic Appalachian Development (HEAD) was founded in 1974 by the Commission on Religion in Appalachia (CORA) Self-Help Task force to provide support for local communities by promoting local businesses, creating job opportunities, and working with related corporations to improve general well-being in the Appalachian Region. Specifically, HEAD was set up to increase community economic development in isolated rural mountainous regions and to create job training centers for the Appalachian Region. HEAD sought to create culturally sensitive jobs that provided opportunities for advancement, creating safe and sanitary living environments and building up the local communities as a whole. In 1976, HEAD began to build new organizations to carry out their goal. Marketing Appalachia's Traditional Community Handcrafts (MATCH), the Federation of Appalachian Housing Enterprises (FAHE) and Land for Appalachia's New Development (LAND) were all started by HEAD projects. In the early 1980s, HEAD began to work as a loan fund and has continued to provide funds for regional businesses in partnership with a credit union to the present day. The initial director, Ben Poage, remains a member of the board for HEAD as of 2017.

Scope and Content
The Human/Economic Development Corporation (HEAD) records (1954-1985, undated; 64.3 cubic feet; 54 boxes and 3 flat boxes) comprises administrative, financial, project plans and reports documenting the activities of HEAD and its efforts to assist community economic development in the Appalachian region. Included are administrative files belonging to HEAD, its financial records, and local publications documenting the impact HEAD had on the community. Also included are proposals and funding that HEAD received from various funding agencies and information about the funding HEAD granted to other organizations and small businesses. The majority of the collection contains information about HEAD's projects and its partnership with other agencies in the Appalachia area. HEAD organized projects to improve and develop housing, assist small farms, aid food cooperatives, begin a credit union, and more. The records also include meeting information and correspondence among HEAD members and agencies working with HEAD. In addition to the work that HEAD performed on its own, this collection contains files outlining activities of organizations with similar goals and intentions like Grass Roots Economic Development Corporation (GREDC) and Mountain Education and Management Institute (MEMI).

Scope and Contents

The Administrative series, (1968-1983, undated), comprises the correspondence and general organizational records, project regulations and contracts, and its meetings files. The correspondence includes letters to religious organizations, letters to related agencies (e.g., CORA, MATCH), letters to individuals in political posts (e.g., representatives, members of Congress, senators) and general messages within the HEAD offices. The general organizational records contain documents about the function of the HEAD offices (e.g., employee handbooks, personnel policies, forms), and reports about the general maintenance of the offices and their properties (e.g., company car records, office equipment manuals). The legal and government documents contain contracts with government organizations (e.g., Department of Labor, US Department of Agriculture), publications by agencies for company use, business tax information and by-laws. Finally, meetings include HEAD business meetings and with various organizations, as well as workshops, seminars, conferences.

Scope and Contents

The Projects series, 1966-1985, undated, comprises the administrative files of HEAD related projects. HEAD worked in conjunction with projects, either directly or indirectly. Projects included are Action Vista, credit unions, housing, LAND, National Sharecroppers Fund Inc. (NSF), rural development projects, Southern Cooperative Development Fund (SCDF), and Tug Valley Recovery Center, Inc., and some other smaller projects. There is also an assortment of projects in which HEAD contributed; such as the Knott County Food Association, a food cooperative. The Projects series contains correspondence, applications, and reports. Action Vista is a federal program aimed at providing volunteers for HEAD projects. ACTION also helped HEAD research credit unions and found the Central Appalachia Peoples Federal Credit Union (CAPFCU). Housing projects focused on the development and improvement of housing in the Appalachian region. Some independent organizations worked with HEAD housing projects, such as Frontier Housing, Inc. The series contains the administrative documents of the organization, contracts with HEAD, financial statements, and proposals.
