- Biography / History
- Eleazer (also spelled as Eleazar) Arthur Paine was born in Ohio in 1815. He graduated from West Point in 1839 and served in the Seminole Wars in Florida and retired from the U.S. Army in 1840. He returned to Ohio and began studying law. He passed the bar exam in 1843 and moved to Monmouth, Illinois, in 1848. When the Civil War began, Paine was elected as colonel of the 9th Illinois Infantry and later appointed as brigadier general of volunteers. He was known for his cruelty and formally reprimanded for brutality toward civilians in Paducah, Kentucky. Paine resigned from the army in April 1865 and returned to Illinois to practice law. He died in Jersey City, New Jersey in 1882.

Paine General Order 14, Paducah, Kentucky (dated 1864; 0.01 cubic feet; 1 items) comprises a broadside that documents merchants loyal to the Union and their financial limits on goods and merchandise they could bring to Paducah during the month of September 1864 amid the Civil War. The broadside lists grocers, dry goods merchants, book and stationery dealers, tailors, milliners, tobacco merchants, hardware merchants, saddlery merchants, druggists, hatters, notion houses, furniture dealers, boot and shoe dealers, and a miscellaneous category.
