      Minutes of the Meeting of the Executive Committee of the Board
of Trustees of the University of Kentucky, July 18, 1952.


      The Executive Committee of the University of Kentucky met in
the President's Office at 10:00 a.m., CST, Friday, July 1, 1952.
The following members were present: Guy A. Huguelet, Chairman;
John C. Everett, Harper Gatton, H. D. Palmore and R. P. Hobson.
Absent: None.   President H. L. Donovan and Secretary Frank D. Peter-
son met with the Committee.


     A. New Members.

     The following members presented commissions from Lawrence Weth-
erby, Governor of the Commonwealth of Kentucky, as Board members of
the University of Kentucky:

     Mr. John C. Everett, for a term ending December 31, 1954,

     Mr. R. P. Hobson, for a term ending December 31, 1952,

     Mr. H. D. Palmore, for a term ending December 31, 1952,

     Mr. Guy A. Huguelet, for a term ending December 31, 1954.



     B. A        of Minutes.

     On motion duly made, seconded and carried, the minutes of the
Executive Committee of May 17, 1952, were approved as published.



     C. Report of the Comptroller.

     The Comptroller presented financial report of the University
of Kentucky for the fiscal year ended June 30, 1952.     The report
contained a summary statement, balance sheet, and detailed state-
ment of realized income and departmental appropriations.

My dear Doctor Donovan:

     I submit hereto attached the financial report of the University of
Kentucky for the fiscal year ended June 30, 1952. The report consists"
of a balance sheet and related summaries covering University fund
transactions for the fiscal year ended.

     University income realized during the fiscal year amounted to
$ 7,237)960.37b This amount was 106.08% of the budget estimate of
$ 6,823 3728k. The General Fund expenditures and encumbrances for
the fiscal year 1951-52 total $7,001,775.32 which is 95.50% of depart-
mental appropriations amounting to '7,331,559.16.   Plant Fund expendi-
tures and encumbrances amounted to $372,713.68 during the period. or
70.70% of the $527,126.04 budget estimate. The Restricted Fund balance
including investments of $703,251.49 amounted to $1,878,288.62.     The
funds were credited as follows:

upon motion duly made, seconded and carried, authorized same received
and made a part of the minutes.



     D. State Requisitions--Special Purchase Orders Approved.

     President Donovan submitted the following communication from
the Comptroller reporting list of state requisitions, advices of emer-
gency purchases, special purchase orders and departmental purchases
which have been issued from April 1, 1952, through June 30, 1952.

     My dear President Donovan:

          I submit a list of state requisitions, advices of
     emergency purchases, special purchase orders and depart-
     mental purchases which have been made by the purchasing
     division from April 1, 1952 through June 30, 1952, yet to
     be approved by the Board of Trustees.   The listing below
     gives the numbers of the documents requesting the purchase
     or actually issued as purchase orders, which documents are
     made a part of this record and are held in the Office of
     the Comptroller subject to inspection.   The purchases have
     been made on properly drawn documents at the request of the
     various departments and have been charged against available
     funds.

    of Trustees, thereby ratifying the action of the Comptroller
    in making the purchases.

     The Chairman of the Committee advised that the documents re-
questing the purchases or actually issued as special purchase orders,
and departmental purchase orders were available for inspection.
President Donovan recommended that the purchases as listed be ap-
proved.

     E. Contract with Department of the Army Approved.

     President Donovan submitted negotiated contract between the
Federal Government, Department of the Army, and the University of
Kentucky for the preparation of place name indexes for large-scale
military maps of Western Europe.    It was explained that the contract
would be handled in the Department of Geography, under the supervision
of Dr. Thomas P. Field, Associate Professor of Geography, who would
be authorized to sign for the Government property required in con-
nection with the contract. He further explained that the contract
provided for a unit price for the preparation of place name indexes
in accordance with the specifications contained in the Agreement.
The work will be done by students majoring in the Department of
Geography.   It was recommended that the contract be approved.

     Upon motion duly made, seconded and. carried, the contract was
approved, and President Donovan was authorized to execute the con-
tract on behalf of the University.



     F. Re-design of Residence Hall for Men.

     President Donovan reported that, since the last meeting of the
Executive Committee, approval of application to the Federal Govern-
ment for a loan for construction of residence hall for men on Rose
Street had been given.   The State Property and Building Commission
has negotiated with the architect, John F. Wilson, to re-design the
building in accordance with the request of the Federal authorities.
President Donovan read. a letter from John F. Wilson, architect, pro-
posing to do the re-design work and write specifications as follows:

     a. For the first 2,000 hours of technical work, $7.50 per hour.

     b. For the second 2,000 hours of technical work, or any part
        thereof, $3.75 per hour.

     Members of the Committee discussed the proposed re-design and
charges as outlined by Mr. Wilson, and upon motion duly made, second-
ed and carried, approved the State Property and Building Commission
entering into contract with Mr. Wilson for the rates stated.



     G. Buildig at 628 South Limestone to be Razed.

     President Donovan reported that the University some few years
ago purchased from the Graves Estate house and lot at 628 South Lime-
stone.   Prior to its purchase by the University, the house was used
for rooming college students, and the owner cut up the building in
order to house the largest number of students.   Since being acquired
by the University, it has been used for temporary purposes.    The
most recent use was to house a part of the field staff of the Kentucky
Geological Survey.   These people have moved into the new Mines and
Minerals Building.

     This house has been surveyed and we find that the floors have
been badly worn, a new roof is needed, and considerable carpenter
work is indicated, both interior and exterior.   The gutters and
downspouts are in bad condition.   The electric wiring, plumbing and
fixtures are worn-out and obsolete.   The joists and sills are rotten,
and they have been damaged by termites.   The central heating furnace
was abandoned several years ago as unusable, and the house is cur-
rently heated by gas stoves.   It is estimated that it would cost
between $10,000 and $14,000 to put this house in good condition.

     President Donovan concurred in the recommendation of the
Comptroller that the house be razed because of the cost involved
in doing a good Job of housesmithing, and because the over-all plan
of the University calls for this part of the campus to be cleared,
eventually.

     Members of the Committee heard the report and, after some dis-
cussion, upon motion duly made, seconded and carried, the Comptroller
was authorized to have the house razed and salvage all material pos-
sible, or sell at public auction.


     H. Invoice, Oak Ridge Institute of Nuclear Studies.

     President Donovan stated that the University, a few years ago,
joined the Oak Ridge Institute of Nuclear Studies, and has from year
to year made a contribution towards the work of the Institute.    He
submitted invoice for contribution for the fiscal year 1952-53 of
$800.00 and recommended that same be paid from the College Collection
Fund.




 











     Upon motion duly made, seconded and carried, the recommendation
was concurred in, and the Comptroller was authorized to honor the
invoice.



     I. Social Security Contribution for Vocational Education Staff.

     President Donovan recalled that the Comptroller had previously
reported to the Committee an exception taken by the federal auditor
of payments made from federal funds for employer's contribution on
salaries of staff members of the College of Education, from state
and federal appropriations for vocational education.    The question
was referred to the Attorney General, who, in turn, conferred with
Governor Wetherby.   The Attorney General has written a letter
advising that the Governor has agreed to make funds available from
the Governor's Emergency Fund.

     Upon motion duly made, seconded and carried., members of the
Committee received the report and directed the Comptroller to comply
with the advice of the Attorney General.



     J. Cooperative Agreement between the Geological Survey, U, S.
Department o  the Interior, and the University of   entucky.

     President Donovan submitted. Cooperative Agreement between the
Geological Survey, I.T. S. Department of the Interior, and the Uni-
versity of Kentucky, for investigation of water resources.     He
stated that the contract involved an amount of $700.00, which.is
represented. by a contribution to the University by the Kentucky Util-
ities.   He explained that the Cooperative Agreement is the same as
the one existing and that this is really a renewal contract.     He
recommended its approval.

     Upon motion duly made, seconded and carried, the Cooperative
Agreement for investigation of water resources was authorized execut-
ed on behalf of the University.



     K. Budget Changes.

     President Donovan stated that it was necessary from time to
time to make changes in the budget as approved. by the Board of Trus-
tees.   He recommended an addition of $1,000 to the budget of the
Department of English for the purpose of employing Mr. Keller Dunn,
part time, to devote time to the coordination of high school English
instruction and college English instruction.    He stated that he
believed this work was highly desirable, and recommended. the increase.

     President Donovan stated that the Library Committee had request-
ed an increase in the appropriation to the Library as a non-recurring
increment for the restoration of additional cubicles in the Library.
The President expressed the thought that the restoration of the cu-
bicles would prove advantageous to study conditions in the Library,
and recommended an additional appropriation of $3,000.00.

     President Donovan stated that, at the time the budget was pre-
sented for approval, the normal appropriation for extraordinary
maintenance was reduced, because of the uncertainty of estimated in-
come,   He stated that it was now thought that the unappropriated
balance was sufficient to permit partial restoration of the appropria-
tion for extraordinary maintenance and repairs, and recommended an
increase of $75,000 for these purposes.

     Members of the Committee discussed the recommendation, and upon
motion duly made, seconded and carried, concurred in the recommenda-
tion of the President and authorized the increase of $1,000 to the
Department of English, $3,000 to the Department of Libraries, and
$75,000 for extraordinary maintenance and repairs.   The Comptroller
was authorized to make the necessary budget adjustments.



     L. Boilers in Central Heating Plant Condemned.

     President Donovan presented report of an inspection of University
boilers in the Central Heating Plant, made by representatives of the
Fidelity and Casualty Company of New York.    The boiler walls were
found to be in need of repair.   It was explained that this condi-
tion had been reported to the State Property and Building Commission,
through its Chief Engineer, Mr. J. B. Riemann.    A copy of the
report of the Engineering Department of the bonding company was also
submitted.   It was further explained that this is the type of non-
recurring repair expense for which a part of the State Property and
Building funds were appropriated.   These conditions were reported
to the State Budget Commission at the time the University filed its
budget requests for legislative appropriation.

     The Committee discussed the report, and upon motion duly made,
seconded and carried, authorized the Comptroller to present the problem
to the State Property and Building Commission and urge that the ne-
cessary repairs be made before fall.



     M. Candidates for Degrees Approved.

     President Donovan submitted list of candidates for degrees at
the summer commencement in August.   He stated that the persons list-
ed would be recommended by the University Faculty to receive the
degrees to which they were entitled, and recommended. authorization.




 








     Upon motion duly made, seconded and carried, the candidates
for degrees at the August commencement were approved, and President
Donovan was authorized to confer upon each the degree to which he
is entitled.
