of much controvercy, the Hfifl.
It in my belief, in which the other membero of
this firm heartily concur, that this 33A lot chonld not be '
continued after the present date oi expiration onion 13 next
June and herewith I would like to give you my reasons for saying '
so.
In the first place, the majority of all members
of the construction industry conoerned with Highway contracting
are opposed to the management of bucinece by means of Codes.
This is evidenced by recent poll taken by the Engineering ‘
Hens-Record_and latex completely enbotnntiutcd by a poll taken
by the American Road Builders Association. This poll of
contractors shows that 70% of them are opposed to any codification
of their business;
second, there 13 practically no enforcement of the
Construction Code, at least insofar as tnie State in concerned.
Only a few days ago our Hr. Jonea was talking to a member of the
Code Authority of the construction industry of Kentucky and he
stated that their only activity mac to meet in Louisville once a '
week for about one hour's talk, at which time nothing one done.
' not only is there no enforcement of the code provieions but I do
not believe that tncre ever can or will be any enforcement. Just
‘ as well talk of enforcing a Prohibition Law, which proved to be
utterly imposeible. ‘ ' _
Third, the tremendous cost of the attempt to carry
on the various Code Authorities in the forty eight States is on 5
unnecessary and unjustifiable tax on the consuming public and
the total cost of keeping up theoe Codes has been estimated to
run over two billion dollars a year. We have received the ’
national budget for the Builders Supply Code which shows that «
, this Code Authority was allowed a budget of $692,891.00.

picture. This Gomeany has operated in exact
accordance with the Gonetruction Uode and the Builders
Supply Healers Gode from the beginning to our lees and
detriment. The reason being that there has been no
enforcement and other contractors have taken advantage
of this fact, while those who would like to coocperate
are losing business. -

Legislation drawn up that was suited to their needs. Most
of these CGCUS are utterly unsuited to Kentucky and the other
Southern States and to the small business man throughout the
’ country. The big bueineee corporations, who have a large
, cash surplus, are able to stand the strait of this interference
and this handicap of the codes, especially as taey had a large
. hand in drawing them up, but the little bueineec man is the one
who suffers thereby in; who will continue to do so until they
are abolished. It is for this reason, that hundreds and '
thousands of emell business firms are no longer paying any
attention to the codes whatoeever and they cannot be expected
to observe a law which will put them out of business if they
live up to it. If the men had never come into being, this
country would have been much better off by this time than it .
is now and the only buoineso people I have talked to who
- have been in favor of the continueticn of the codes, are
those who directly benefit thereby on account of fixed prices
~ and benefite which they would not otherwise get and for which
the public has to pay. It is impossible for business to carry «
_ on when it is under the contrcl of a Code Authority in
Pittsburgh or in Uaehington, that is to say some person who _
has absolutely no knowledge of buelneee or local conéitione.

Dear Russell:

I have this morning your letter of January 12th
with copy of letter that yOu have addressed to Senator Barkley
and to Senator Logan. This I have noted with interest.

There is now in the hands of the Administrative
Committee of the American Liberty League a copy of a study of
the NRA Act with recommendations concerning it. If this study
is approved by the Committee it will be published in pamphlet
form, copy¢sent to Congress and to subscribing members of the
League and a digest given to the press. Until action is taken
by the Administrative Committee, which represents the Executive
Committee in matters of this character, I am unable to outline
to you the authoritative attitude of the League.

I do€poébhpsitate to say, however, that in my own
opinion the NRA Ac “should not be and will not be discontinued.

I am willing to agree with criticisms of specific codes.
Personally, I think it is absurd that the vast number of the

codes were written. As I understand the basic idea before the

Act was passed and immediately after, it was to devise codes

for certain basic industries without any attempt at an extension

of those codes throughout the country. I am told by men competent
to judge that some of the codes have been of very great benefit

in a number of different ways. For example, the soft coal industry
which is one of the collateral lines of your business, according

to many of those concerned with it, has been saved by the Code

that was finally agreed upon. The gravest danger, it seems to me,
is the possibility that Congress might attempt to write into
permanent law some of the features of NBA which are now merely ‘
temporary. I think it would be a much safer thing for the country
that the NRA Act should be extended for another year than that

this should be done. However, in whatever extension is made I
shOuld welcome limitations but question whether Congress will
embody them.

MEMORANDUM TO THE MEMBERS OF THE AMERICAN ‘
LIBERTY LEAGUE: ’

A few days ago We sent you a factual analysis of President Roosevelt’s _
recent budget message which we trust has reached you by this time. The
enclosed leaflet contains:

1. The ten-point platform on which the League stands

2. The names of the members of the Executive Committee
3. The names of the members of the Advisory Council

4. An enrollment blank

The Executive Committee is composed of seventeen men and three
women, all of whom are conscious of the perplexing problems which face
our country today. The Advisory Council consists, at present, of one hun-
dred and fifty-six men and women from all sections of the country. Others
will be added to this group from time to time.

We feel that the sponsorship represented by these two committees,
together with the platform, will appeal to many who are anxious to join
in an organized effort to preserve the foundations upon which our gov-
ernment stands.

With this in mind it is our desire to secure a wide distribution of this
leaflet and thereby give many the opportunity to join the American Liberty
League. In this we shall appreciate your help. Particularly are we desir-
ous of placing quantities of the leaflet in places where it would be available
to the public, such as banks, hotels, clubs, factories and offices. In addition
you may wish to distribute some among your friends.

You can help greatly by advising us on the attached form the number
of leaflets you can use. At the same time please let us have your sugges-
tions as to how we can distribute them advantageously and with as little
waste as possible. A return envelope is enclosed for your convenience.

DEAR FELLOW MEMBER OF THE AMERICAN LIBERTY LEAGUE:
We are sending you herewith a “Liberty Bell” emblem of the American
‘ Liberty League which you may care to wear. At the same time, we wish to call
your attention to the fact that we are inaugurating a membership campaign look— ‘
ing toward the immediate enrollment of one million members.
The most effective way of increasing our membership is through the help of
those who have already enrolled. Some of our members have secured many .
others. Every member has c0ntacts———associates in business, neighbors and other .
acquaintances, clubs and organizations—through which applications for member-
ship can be distributed. With this in mind we are enclosing ten enrollment
blanks'with the request that you endeavor to get for us at least ten new members. .
There is no question that the eifectiveness of the League will depend, to
large degree, upon the size of its membership.
We Wish to emphasize the fact that membership does not involve the pay-
ment of fees er dues. The only requirements are that the person seeking mem-
bership shall be a citizen of the United States and shall subscribe to the prin-
ciples and purposes for which we stand.
On the other hand, there are those who wish to share in the support of the
League. Contributions are most welcome, as the League is maintained entirely
by the voluntary gifts of its members. .
If you can use more enrollment blanks or any other literature, please indicate
the quantity desired on the enclosed card and send it back to us. .

My dear Mr. Des Cognets:

The National Monetary Conference appreciates the
interest you have shown in the money question, as evidenced
by your letter to Congressman Wright Patman.

For many years separate groups and individuals
have been endeavoring to secure legislation to bring about
monetary reforms, but with unsatisfactory results. Realiz-
ing the need for more unified action, interested individuals
and groups agreed this year to meet in Washington for the
purpose of setting up a union of National organizations, now
known as the National Monetary Conference.

The objectives of this organization are twofold:
first, to restore to the Government its sovereign power over
money issue, as well as regulation of its value; second,
the creation by the Government of a suitable central agency
for this purpose.

It is to your interest to join with us in this pro-
gram in order to present a united front. By your adherence,
your Congressman and Senator will be more favorably dis—
posed to cooperate.

Enclosed is a subscription card. We need funds to
carry forward our program. You must be the judge as to the
amount you can give. We are counting on you to do your part
