The charge or intimation in that
article that] have ever made any
confession of such a conspiracy or
any combination against Buckner,
or one of any kind, is simply :1
"Campaign Lie” and no man in this
State will maintain it.

The question of a re—issue of fractional currency for use in the mails came
before the committee on banks and currency of the House of Representatives
at Washington on Tuesday, January 24. Hon. William Whiting of Massachusetts
and Hon. George W. Dargan of South Carolina presented imperative reasons in
its favor, and most of the other members of the committee came to agree with
them. Later, these gentlemen with Hon. L. F. McKinney of New Hampshire,
were appointed a sub-committee on fractional currency. The details are not yet
decided, but the committee will probably report a bill (that will be known as the
Whiting bill).

The evident interest and demand for a return to this convenient form of
currency is almost certain to be favorably acted upon, if it will emphasize itself
upon this committee. It is therefore requested that you write immediately a
personal letter to Mr. Whiting or Mr. Dargan, or other members of the
committee, all of whom may be addressed simply at Washington, D. C. Make
the point in demanding fractional currency that it is needed for a thousand and
one daily uses. Quote the fact that postal notes or money orders are issued only
at 14 per cent. of the post—offices of the country, and only at important centres,
so that the great bulk of the people (who most need a handy way of remitting
fractional parts ofa dollar in the mails) have no means of doing so eircept by
sending postage stamps. Stamps were not made for this purpose, and are not
negotiable, while fractional silver is too unsafe to send in the mails. Also note
that the experience of Canada has shown that the circulation of fractional paper
currency has not driven out subsidiary silver coin, but fractional currency has
merely r/lflplemmz‘m’ silver, and the circulation of silver has increased in Canada
while fractional currency has circulated.

Notice on the back hereof what is said about the probability of securing
reduced postage on seeds, etc. By personal letters and petitions, as well as by
the resolutions of your organization, all sent direct to your Congressman or
members of the postal committee, try to have this thing put through.

 LOWER POSTAGE—FRACTIONAL CURRENCY.

Reduced postage on seeds, plants, bulbs
and cions is attracting much altention in
Congress. Some efforts are being made
to have the postage on all fourth-class
matter reduced from 16 to Sc per lb.
Bills have already been introduced cover-
ing both these points. Money orders for
$5 or less for a lee of three cents in place
of the present unsafe postal note, is anoth-
er reform that is quite favorably re-
ceived. Many petitions in behalf of these
objects are arriving daily, and those in
reierence to reduced postage on seeds,
etc., have been referred to a sub-commit-
tee of which Hon George A. Anderson of
illinois is a particularly interested mem-
ber. The chairman of the postal commit-
tee is Hon James H. Blount of Georgia,
and Hon-Charles H. Allen of the Lowell
(Mass) district is an influential member
also. It is imperative that all interested
in these reforms write immediately not
only to their own member of Congress.
but more especially to Mr Anderson and
the other members of the committee as
above, and bring every possible argument
to bear upon them in favor of these ob-
jects. It is practically true that if the
sub-committee consider the matter favor-
ably, a unanimous report can be obtained
from the entire committee. With such a
report, it will be no great task to secure
the early enactment of the measure. If
farmers, dealers and others interested will
take hold in earnest at this juncture. the
chances of success will be greatly in-
creased. In this connection we would re-
fer again to the United States postal im-
provement association, which has been
organized to promote these and other pos-
tal reforms. One of its objects, the cor-
rection of existing regulations about per-
missable printing on wrappers, has already

been favorably acted upon by Congress
and approved by the President. The
president of the association, William Penn
Nixon of the Chicago Inter-Ocean, or the
secretary, Herbert Myrick of Springfield,
Mass., Wlll send free upon application full
particulars as to how any interested par-
ties can greatly promote the work.

Fractional currency is bound to come.
The peritions in behalf of areissue of this
most convenient form of money for send—
ing small sums by mail, have been pour-
ing into Congress from all parts of the
country. There is an almost unanimous
sentiment in favor of it. Canada’s ex~
peiience to the effect that the use of
fractional currency increases, rather than_
diminishes the circulation of fractional
silver coin, has removed all opposition
from those who thought fractional cur-
rency might prove a substitute lor silver
rather than a supplement. Hon William
Whiting of Holyoke, Mass. a leading
member of the committee on banking and
currency, is preparing a bill to authorize
the issue of fractional currency for the
convenience of persons sending small
amounts by mail. Whether this currency
shall be issued as silver certificates or in
some other form is not yet settled. This
latter point is comparatively immaterial
to the public. The Whiting bill will
doubtless cover the whole case thor-
oughly, as Mr Whiting never does
anything by halves. If he succeeds in
granting this great boon to the public,
William Whiting will be blessed the
country over. Everyone interested in the
matter should write to him or to the chair-
man of the currency committee, Hon
Beriah Wilkins, both at Washington, in
favor of a reissue of fractional currency.
