     Minutes of the Regular M,1eeting of the Executive Committee of
the Board of Trustees of the University of Kentucky, Thursday, Octo-
ber 19, 1939.

     The Executive Committee of the Board of Trustees of the Uni-
versity of Kentucky met in President McVey's office at the University
Thursday, October 19, 1939, at 10:30 a.m.   The members of the Com-
mittee present were Judge Richard C. Stoll, Chairman; James Park,
H. S. Cleveland, and Lee Kirkpatrick.   President Frank L. MbVey
and D. H. Peak, Secretary of the Board, were present.


     1. Approval of Minutes.

     The minutes of the meeting of the Executive Committee of August
1, 1939, were approved as published.

     2, Financial Report.

     The Business Agent filed financial report for months of July,
August and September, 1939.   These reports were delayed because
they could not be completed until the business of the previous year
had been closed.   The reports were examined, and being cumulative,
the report of September, 1939, was ordered recorded in the minutes.

     3. Requisition Committee Report

     The Requisition Committee filed written report of its action
each week from September 1 to October 11, 1939.    The report showed
orders rdade by the Business Office on authority of the Requisition
Committee in the manner prescribed by the Board of Trustees and
State Laws, running from No. 1701 to No. 2993.    The report was ex-
arained and on motion and second, the orders named therein were rati-
fied and approved and payments on said orders were authorized and
approved.   The following budget additions were approved:   Budget
of Buildings and Grounds, building material, $763.35; purchase of
tools from C. H. Anderson, $2375.00. (See minutes of September 19,
1939).

     4. Allotments - State Appropriation.

     Following are allotments made by the State Department of Fi-

     5. Report to State Division of Budgets.

     President McVey stated that the Biennial Report to the State
Division of Budgets is to be submitted at once. In addition to
report for past biennium, it is necessary to show the probable ex-
pense and the estimated funds needed to reet that expense for the
biennium1 July 1, 1940 to June 30, 1912.  It was suggested that
the increased cost of plant maintenance, due to new buildings on
the cam.pus and the constant increase in student onrollment,be con-
sidered in making the estimate of funds needed.   The President
was     authorized to complete and file the report.


     6. Schedule of Fire and Tornado Insurance.

     The Business Agent presented schedules of fire and tornado in-
surance placed on University of Kentucky pronerty by the State Divi-
sion of Insurance.   The schedules were ordered copied in the min-
utes:

     The Biological Science Building and New Girls Hall are
     not included in insurance schedule, for the reason that
     we have been unable to procure the correct rating from
     the Kentucky Actuarial Bureau, but promptly upon receipt
     of this information we will issue and forward to you these
     certificates.

7. Claim of A. S. Kenyon.

a, Report of Department of Chemistry,



                                      October 4, 1939

Dr. Frank L. McVey, President
University of Kentucky

My dear Dr. McVey:

     Allen S. Kenyon, graduate assistant in the depart-
ment of chemistry on June 17, 1939, cut the main tendon
in his left thumb while working in my laboratory. Dr.
Griffin, university physician, was called immediately
and he made arrangements with the Good Samaritan Hospital
for an operation that evening,   Dr. Allen Grimes, surgeon,
performed the operation.

     The cost of the operation, and use of the operating
room amounted to $28.50 as shown in the attached bills.
Any compensation that the university can give this young
man to help defray the expenses of this unfortunate acci-
dent would be greatly appreciated.

Dear Sir:
                  In Ref.: A. S. Kenyon Accident.

     About the last week in June the Good Samaritan Hos-
pital called me to say that the Business Office of the Uni-
versity of Kentucky had returned their statement for OD-
erating Room for $3.50 unpaid.   I went to see Mr. Peak,
Business Agent, in regard to the statement.   Mr. Crutcher
was in Mr. Peak's office at this time so I talked with
both of them about this case.   Mr. Crutcher suggested
that I take it up with President lMcVey, as he passed on these
cases as the cases came up.

     I then went to President McVey and told him what I
knew about this case,   I then had only the statement from
the hospital as Dr. Grimes had not finished the case. Pres-
ident McVey told me that the University did not pay for
accidents in general but did in some specific cases and
suggested that when Dr. Grimes' statement came in that both
of them be turned over to Dr. Maxson, who then could write
him a letter in regard to the ease and that he (President
McVey) would decide whether the University would pay for
the expense of this accident.

          My part in the matter was merely to help this young
    man to know the procedure to follow in presenting the mat-
    tcr to the University for its consideration.

          President McVey gave me no impression that expense
     would or would not be allowed, but did say that it would
     be considered on its merits.

     d. Resolution.

     On motion of Mr. Park, seconded by Mr. Cleveland, the claim of
A. S. Kenyon for $28.50 was allowed, and payment was ordered to be
made by the Business Agent in the usual course.


     8, Travel of Staff - Regulations.

     Regulation of allowances for out-of-state travel expense and
travel expense in attending learned and professional societies by
members of the staff, being necessary because of the numerous and
frequent requests for such allowances, the committee entered into
discussion of the problem.   On being advised of the practice in
other educational institutions and of the probable extent of appro-
priation of funds for such purposes on motion of Mr. Kirkpatrick,
seconded by Mr. Park, which carried by unanimous vote, the following
regulations were approved:

     (l)That the sum of $2,000 be appropriated annually by the
University of Kentucky as a fund to be used exclusively for granting
aid to members of the teachi
