 FOREWORD

The Kentucky High Schools 197041 Bulletin gives pertinent
information concerning the program of secondary education in Ken—
tucky. This Bulletin lists all high schools existing in the state for
the current school year. A companion bulletin is being issued later
which gives similar information for the elementary schools.

This publication shows that much emphasis has been placed
upon program implementation in the area of secondary education
throughout the state. May we commend the local and state school
personnel for their efforts to provide continuous improvement and
secondary instruction in Kentucky.

It is hoped that the materials in this publication will be useful
to the members of the profession as they strive to improve educa-
tional opportunities on all levels.

WENDELL P. BUTLER
SUPERINTENDENT OF PUBLIC INSTRUCTION

 KENTUCKY HIGH SCHOOLS—1970-7l

Kentucky public and private high schools are classified and
accredited by the State Board of Education. This requirement is
set forth in the law which requires that each school district in the
state provide an accredited twelve-grade program and that rules
and regulations be adopted governing the quality of this program.
The law also provides that the “Superintendent of Public Instruc-
tion shall annually prepare or cause to be prepared and submit for
approval and publication by the State Board of Education a list of
all public and private high schools or other secondary schools in the
state, showing their classifications.” Accredited classifications are
given each year ‘by official action of the Kentucky State Board of
Education on recommendations of the staff in the Division of Ele-
mentary and Secondary Education, State Department of Education.
The Committee on Secondary schools has worked in c105e coopera-
tion with the Instructional staff in an advisory capacity on arriving
at the recommended ratings.

This year there are 419 high schools, the same number as last
year. Table I which follows shows the number of schools classified
according to the type of organization and the controlling authority
under which they operate.

Of the 419 schools operating, 350 are high schools offering a
Program of Studies through the twelfth grade, and are considered
complete high schools. The complete high schools show a decline
from year to year which means that the high schools are becoming
larger making it practicable to offer a. broader Program of Studies
for the youth of the State.

Table II shows the number of complete high schools and the
change in number for a sixteen-year period from 1955-56 to 1970-71.
In this period of time, the number of high schools have decreased
from 517 to 350 or 167 fewer than existed 16 years ago.

The common type of high school organization conforms to
either a six-year high school, grades 7-12; or a four-year high school,
grades 9-12. This year there are 88 six-year high schools and 215
four—year igh schools. Last year there were 84 six-year high 50110015
and 240 four-year high schools. By far the greatest number of these
schools are organized as grades 9-12.

In Table III, there is an accumulation of information concern-
ing the number of high schools representing the growth since 1959'
60 to 1970-71. It is interesting to notice that since the school year Of
1959-60 when there were 527 schools that there are now only 419 01‘

that the high schools of the Commonwealth of Kentucky are' becom—
