In 1881, he was elected to the Virginia House of Delegates in a part-time position; in 1883, he was elected to the US House of Representatives to represent Virginia's first district and served to March 1884; and finally returned to the Virginia House of Delegates, serving from 1885 to 1889. Robert married Lucy Claybrock (1840-1901) in 1867, and together the couple had four children: Nellie (b. 1869), Charlotte (b. 1871), Richard (1872-1911), and Archibald (1882-1963).
