- Biography / History
- Established in 1966, the Emergency Fund and Service, Inc. (EFSI) was an attempt to counter poverty in Knox County, Kentucky. The guiding principle of the organization was that the poor be allowed to exchange work for economic assistance.
- This approach was centered around two operations, a Charge-Card Store and a crafts business. The Charge-Card Store operated on a system of credit for work done by its customers. Each month, individuals were allowed to take out of the store a set dollar amount of merchandise, ranging from toothbrushes to used clothing, for which they would exchange work, either in the store, or in other charitable occupations. People using the Charge-Card Store were also encouraged to make handmade crafts to be sold in EFSI's Kentucky Krafts Store, the value of which would then be deducted from their balance at the Charge-Card Store.
- EFSI grew out of the Knox County Economic Opportunity Council (KCEOC), which was funded by the Office of Economic Opportunity (OEO), a federal War on Poverty agency established in 1964. Betty Hollinde, the director of EFSI, had been a KCEOC social worker. Apparently, Ms. Hollinde's salary continued to come from the OEO budget. However, while EFSI received technical assistance from government agencies, its operating budget was not government funded. EFSI's funds originated primarily from donations, many of which came from outside the region.
- Scope and Content
- The Emergency Fund and Service, Incorporated (EFSI) records (dated 1966-1980, undated; 14 cubic feet; 30 boxes) consists of the operating records of the Emergency Fund and Service, Incorporated and documents the organization's attempts to fight poverty in Knox County, Kentucky, from 1966-1980. The records include documents about the organization's history and goals, Social Service Reports, newspaper clippings, scrapbooks, board meeting minutes, correspondence, Betty Hollinde's notes, photographs, and financial records. The records document the EFSI's Charge-Card Store, where people could exchange work in the store for different goods, and their arts and crafts program. The bulk of the records consists of financial documents, including cancelled checks and ledgers documenting receipts and expenditures. Notable organizations mentioned in the records include the Office of Economic Opportunity (OEO) and the Knox County Equal Opportunity Council (KCEOC). The photographs, taken by Ann Gory Goodman, document the activities of the EFSI.
