The following rules are to govern uniformly the rating of and car distribution to
* coal mines. They supersede all rules at present in effect, and become effective on
this railroad March lst, l940.
Rules for Rating for Car Distribution Purposes
Coal Mines (Other Than Anthracite).
Loading Coal at Mine Tipples.
(a) The daily rating of each mine shall be determined by a Mine Rating and
_ Inspection Bureau, known as the Mine Rating Com ission, the members of which shall be
exclusively in the employ of the Railway Company. The Commission shall require such
information and make investigation as may be required to secure requisite and accurate
data needed to establish just and reasonable daily ratings. Members of the Com ission
will visit coal operations, whenever the records of the Com ission indicate that such
_ examination or re-examination of a mine’s capacity is necessary, or upon reasonable
request for such re—examination by the interested operator. The Commission shall con-
sider as to each mine —
(l) Physical conditions, (including the mine’s ability to receive and deliver
cars .
(2) Past Performance.
. (5) Labor supply, and
(4) Other factors that may affect the production and shipment of coal.
The most restrictive factor will control in the rating of each mine. Daily rat-
_ ings will be expressed in 50 ton cars; fractional parts of cars to be shown as tenths.
(b) The daily rating of a mine delivering part of its output to a coking plant,
to locomotive tenders, or to local trade, shall be the daily capacity (as determined
by the Commission) less the daily average of such deliveries.
(c) Whenever a mine ceases delivery of coal to a coking plant, to locomotive ten-
ders, or to local trade, the mine shall notify the Mine Rating Com ission which will
determine and establish a revised rating.
(d) Daily ratings as determined by the Commission will be issued and made effec-
tive by the Railway Company on the tenth of each month.
(0) If a mine be idle for a period of one full calendar month or more, 75 per
_ cent of the last rating determined shall be the rating when work is resumed, and until
revised rating is established by the Commission.
(f) Each mine will be rated separately except where two or more mines receive
‘ cars on the same mine tracks, in which case a combined rating shall be given.
(g) For use in connection with examination of mines, the Mine Manager or Superin-
tendent in actual charge of operation, shall at the close of each month report to the
Mine Rating Commission on a prescribed form supplied by the Commission, separately for
each mine, the Daily and the average monthly performance as follows —
