l OCTOBER 16TH. Meeting held at residence of Mrs. Farmer,
{I Covington; the President, Corresponding Secretary and Treasurer
were present. It was moved and seconded that Mrs Shepard
! act as secretary. Mrs. Farmer was appointed Committee on
. Railroad Rates.
'7 3 Mrs. Josephine K. Henry asked to be relieved of School
', Petition Work and Mrs. Farmer accepted that department. It
, was moved and seconded to appropriate $6.00 to School Suffrage

l The Executive Committee having been notified that it would
" be more convenient to the Louisville Association to hold the

l The following motions were made and carried:
ji lst. We recommend that a committee of six ladies be
appointed to go to Frankfort to spend several days to press the

,. Legislative \Nork of this Association,

.’ 2nd. we recommend that a special fund of $75.00 be raised
to defray the expenses of this committee, and should this exceed

, the requisite amount, the remainder to go into the State Treasury.
l 3rd. We recommend that the President of this Association
l be considered the chairman of this committee and nominate the
l other members of said committee.

, 4th. That the Committee appeal to the Legislature for School ~
‘: Suffrage for women, also for better property rights for married
2 women, and women physicians for Asylums of the Insane.

i , 5th. That we consider the constitutionality of Municipal
|. Suffrage for' women in the Cities of the fourth, fifth and sixth

Meeting opened with the President in the chair, Mrs. l
Patterson was elected Secretary, pro (cm. Mrs. Sawyer conducted l
the devotional exercises, repeating the twenty-third psalm and l
making remarks, Mrs. Sallie Saul led in prayer. l,
The committee on Credentials was appointed; Mrs. Farmer, I i
chairman of the committee, gave a report of the number of l
delegates to which each Union was entitled. '
A letter from Rachel Fostor Avery, Corresponding Secretary
of the Nat. A. W. S. A., and a letter of good wishes from Hon. , ‘
W. R. Ramsey, was read by Mrs. Farmer. 42
The following resolution was adopted by a rising and unani— i
mous vote; Resolved: That this Convention do send greetings and ‘,
loving sympathy to our Superintendent of Legislative and Petition 1
work, Mrs. Josephine K. Henry, in her deep afliiction and pray I;
God that she may be able soon to take up again her work for ‘
suffering humanity: and that the Secretary may at once notify
Mrs. Henry of this resolution. , ,i
The Minutes of the Plan of Work Committee were then read ’ 11
by the Secretary separately, and all were adopted in turn after l

Mrs. B. F. Avery then made a few remarks to the Convention ‘ l
and other ladies followed. ll V
Mrs. Sawyer moved that a Bible reading on woman’s position , i!
\ be given during the Convention, carried. Discussion followed. ‘ ll
Mrs. Farmer moved that Mrs. Cantrell of Georgetown, 1%
member of the Board of Lady Managers of the Columbian ll
Exposition, be invited to give a talk before the Convention at any i

Mrs. Johnson announced a reception in honor of the members l
of the Convention to be held in the afternoon at the home of l
Mrs. Hibberd from 4.00 to 6.00 P. M. On account of this the
afternoon session was dispensed with, and the following business
in the afternoon program taken up. . .
_ Mrs. Farmer read the report of the Frankfort Association, ‘{ ’
accepted. The Treasurer, Mrs. Shepard, being absent, Mrs. . _f
Farmer read the report. Mrs. Sawyer moved that this report be ;
placed in the hands of an auditing committee ; carried.
Mrs. Sawyer made a few remarks on the duty and advisa- . ;
bility of further organization throughout the state. . ,

deeply regrets that Mrs. Johnson finds it necessary to resign her
‘ position as 3rd Vice-President, and thank her for her good work
, in the cause, and trust that in her new home, she may be equally
I ardent in the work.

delegation to the National American Suffrage Convention, the
delegates present be empowered to fill the delegation by any mem—
ber of the Kentucky Equal Rights Association, in good standing,
who may be present in Washington, carried.

Mrs. Cantrell according to the invitation gave a line address
on the work of the Board of Lady Managers of the Columbian
» Exposition, which excited much interest in the audience; ‘and a
resolution of sympathy and co-operation was passed and by
request of Mrs. Cantrell a copy of it was ordered to be sent to the
' Board of Lady Managers at Chicago. .. ,
' It was also moved that a member of this Association be
appointed by the Executive Committee to represent us in any
Conference called to form a State Board of the Columbian ‘
Exposition. '

After the reading and approval of the final minutes, the
Convention adjOurned until the evening.
Immediately after adjournment, the Executive Committee
met and made the following appropriations: $3.00 devoted to
Bible Study; $3.00 to Petition and Legislative Work; $3.00 to
School Suffrage Work to be placed in the hands of Mrs. Farmer;
$10.00 to Frankfort Committee.

Convention met at 8.00 p. in, Miss Clay in the chair. Dr.
Hayward opened the meeting with prayer. The program of the
l evening was begun by a discussion on School Suffrage, which was
" led by a paper from Mrs. Farmer, followed by one from Mrs.
l Shepard, and the discussion then became general. Dr. Jones ‘
then made an address 011 the general aspects of woman suffrage.
Remarks followed, by Mrs. Bennett, Miss Clay, Miss Merker, Dr.
Cady and Dr. Hayward.
Dr. Hayward pronounced the benediction. Adjourned sine dz'e. «
REPORT OF FRANKFORT COMMITTEE.
FRANKFORT, December 8th, 1890.
The Frankfort Committee for the Constitutional Convention,
appointed by the Executive Committee of the Kentucky Equal
Rights Association, met in Frankfort December 8th, 1890.
. The committee was as follows : Mrs. M. A. Watts, Miss Laura
I Clay, Mrs. Josephine K. Henry, Mrs. Mary B. Clay and Mrs.
’ Eugenia B. Farmer. Mrs. S. H. Sawyer was invited to join us in
Frankfort, and was an eflicient addition to the committee.
Mrs. Henry had a hearing before the Committee on Elections,
asking for an open clause in the new constitution.
Mrs. Watts and Mrs. Farmer had a hearing before the Com-
. mittee on Education, asking for school suffrage. ,
’ Our committee met with Convention Committees on Elections,
~ Revision of the Constitution and Education.
I] On the 12th of December, the Constitutional Convention
' extended an invitation to the Frankfort Committee of the Kentucky
3‘ Equal Rights Association to address the convention from the floor.
Accordingly, the committee having selected Miss Clay as their
spokeswoman, took their seats in front of the Speaker’s stand and
, Miss Clay addressed the convention. Her remarks were received
. with great applause and ordered printed in the Constitutional Con- '
vention Record.
FRANKFORT, January 7th, 1891.
A telegram received from Hon. \V. R. Ramsey on the evening
of the 6th, announced the discussion of the “ Property Rights of
Married Women.” Miss Laura Clay and Mrs. Farmer arrived in
,_ , Frankfort the morning of the 7th, and found that all our hopes
and efforts were laid 011 the table, where they remained at the close '
of the eight months’ session of the Constitutional Convention of

REPORT OF THE CORRESPONDING SECRETARY.
The close of the year 185”) and the beginning of this, 1891,
will be a memorable one to the members of the Kentucky Equal
. Rights Association. We had great hopes tor the accomplishment
of JOHU’I/[l/lg for awn/m in the new constitution, but that great
instrument does not contain the word woman. The committee ,
appointed to meet in Frankfort was treated courteously by the
Committees on Elections, Revision of the Constitution. Education
and Woman's Rights.
‘ Mrs Josephine K. Henry had a hearing before the Committee
on Elections, asking for an open clause in the new constitution. ‘ $5
This Committee requested that this appeal he printed and a copy i]
be placed on the Llc>k of each mtmber of the convention. This , A
request was complied with, and a thousand copies were distributed
by the Equal Rights AssoCiation.
On the 5th Of December, INN), the Special Committee appointed
by the convention alrived in liranklort; remained five days. On
the morning of the lith, the Hon. \V. H. MacKoy, of Covington,
presented the following: “'l‘he Equal Rights Association asks .
that the constitution shall say, that the Legislature may have the
right, by its own action, to extend lull suffrage to wonen in the
luture.” In the afternoon, when the convention had resolved .
itself into a committee of the whole, upon motion of Mr. MacKoy ~ ‘
and a unanimous vote of the convention, the Equal Rights Com—
mittee was escorted to the Speaker's desk, and Miss Clay delivered ‘
an address for an open clause in the new constitution. By a unan-
imous vote of the convention. the address was ordered printed in '
the Constitutionz-il Convention Record The invitation to the ‘
committee to address the Constitutional Convention from the floor
was a great compliment to the KentucL y eqial Rights Associa— ,
tion. Although we have been deleated in our efforts, we shall not
* abandon the work. but continue to ask tor Property Rights lor
\R’omen, Women Physicians in the Asylums lor the Insane, and
School Suffrage. l’etitions for the latter are being circulated
throughout the State. 9"
