Collection Overview

Biography / History
Kentucky has a long history with the hemp industry, dating back to the state's first recorded hemp crop in 1775. Hemp manufacturing fluctuated much the same as the cotton industry, declining during and following the Civil War and the abolition of slavery. Production increased during the Spanish-American War but faced another setback with the Marijuana Tax Act of 1937. The Act, meant to stop recreational drug use, also made hemp importation and production costly and uneconomical. Hemp production was further limited by way of legislation during the "war on drugs".
In 1994, Governor Brereton C. Jones signed an executive order to create the Hemp and Related Fiber Crops Task Force to research and report on current and potential use of hemp and related fiber crops. Soon after, in 1996, the North American Industrial Hemp Council was formally established with the purpose of promoting the commercialization and use of industrial hemp products through research, advocacy, partnerships, and consortiums. During the first several years of its operations, the Council promoted and supported industrial hemp legislation in eleven states, including Vermont, Virginia, Missouri, Kentucky, Wisconsin, Iowa, Illinois, Colorado, Tennessee, Kansas, and California. The Council worked with domestic and international partners to advocate for legalizing industrial hemp in the U.S. The 2014 Farm Bill opened the door for states to pilot regulation of hemp production. The 2018 Farm Bill removed hemp from the list of federally controlled substances.

Also includes correspondence, reports, and notes related to the Kentucky Hemp and Fiber Related Task Force. The collection is arranged by subject into 8 series.
The Administrative series comprises brochures, reports, grant proposals, lists, notes, petitions, and Board of Directors correspondence, meeting agendas and notes, and other planning materials. The Correspondence series comprises letters and emails between NAIHC stakeholders and researchers, as well as government officials and legislators. The Kentucky Hemp and Fiber Related Task Force series comprises Gale Glenn's collected correspondence, reports, lists, and notes related to the task force to study industrial hemp, established by Governor Brereton C. Jones in 1994.
The Paul Mahlberg research files series comprises articles, correspondence, clippings, reports, and notes documenting Dr. Mahlberg's research of industrial hemp. The Printed materials series comprises reports and articles on industrial hemp and related technologies and organizations. The Publicity series comprises newspaper articles and clippings, hemp samples, letters to the editor, speech notes and scripts, and press releases related to industrial hemp and the NAIHC. The Related organizations series comprises newsletters, brochures, correspondence, articles and clippings, meeting agendas, business cards and contact lists, and reports related to NAIHC partnerships and outreach.The Audiovisual series comprises documentaries and photographs that document the hemp industry, domestic and abroad, as well as photos of hemp being harvested.
