     Minutes of the Meeting of the Executive Committee of the
Board of Trustees of the University of Kentucky, October 16, 1979.


     The Executive Committee of the Board of Trustees of the
University of Kentucky met at 2:00 o'clock (Eastern Daylight
Time) on Tuesday, October 16, 1979 in the Board Room on the
18th floor of the Patterson Office Tower on the Lexington campus
with the following members answering the call of the roll: Mr.
William B. Sturgill, Chairman, Mr. William R. Black, Mr. Albert G.
Clay, Mr. George W. Griffin, Mr. Homer W. Ramsey and Mrs. Betty
Pace Clark, Ex Officio Secretary. Members of the Board of Trustees
attending the meeting included Professor Michael Adelstein, Mr.
L. D. Gorman, Mr. W. Terry McBrayer, Mr. Mark Metcalf, and Pro-
fessor Constance Wilson. The University administration was
represented bv President Otis A. Singletary; Vice Presidents
Jack C. Blanton, Peter P. Bosomworth, Donald B. Clapp, Lewis W.
Cochran, Raymond R. Hornback, John T. Smith and M. Stanley Wall;
Dr. Wimberly C. Royster, Dean of the Graduate School and Coordi-
nator of Research; Mr. John C. Darsie, General Counsel; and Mr.
Joseph T. Burch representing Vice President Robert G. Zumwinkle.
Members of the various news media were also in attendance.

     A. Meeting Opened

     The meeting was called to order at 2:19 p.m. Following the
invocation, pronounced by Mr. Black, the Secretary called the
roll and reported all members of the Executive Committee were
present. The meeting was declared officially open for the conduct
of business at 2:20 o'clock.

     B. Minutes Approved

     On motion duly made, seconded and carried, the reading of
the Minutes of the September 18, 1979 meeting of the Board of
Trustees was dispensed with and the Minutes were approved as
published.

     C. Committees Appointed

     Mr. Sturgill announced the following committee appointments

     Mr. Sturgill requested that the record show that the
following members of the Board also serve on the Council of
Supervisors, University Hospital:

     D. President's Report to the Trustees (PR 1)

     President Singletary recommended that his monthly report,
copies of which were distributed to the members, be accepted and
filed. Without objection, it was so ordered by the Chairman.

     E. Recommendations of the President (PR 2)

     Noting that the recommendations in PR 2 contained routine
appointments and/or other staff changes, President Singletary
recommended that it be approved as a whole. Mr. Clay, before
recommending approval of PR 2, called attention to the impending
retirement after 43 years of service of Miss Anne L. Wilson,
Assistant to the President, and asked the Chairman to appoint a
committee to draft a resolution expressing the appreciation of
the present and former Boards of Trustees for her services to
the Boards and the University. Mr. Sturgill appointed Mr.
Albert Clay, Chairman, Mrs. Betty Pace Clark and Mr. W. Terry
McBrayer as a committee to draft an appropriate resolution.
Mr. Clay's motion was seconded by Mr. Ramsey and passed with
all present voting "aye". (See PR 2 at the end of the Minutes)




 













     F. Supplemental Recommendations of the President (PR 3a)

     President Singletary recommended that the Board aDrrove for
transmission to the Council on Higher Education the five capital
construction projects as recommended in PR 3a.  The projects are
as follows:  (1) Interior Maintenance, Phases I and II, Hospital;
(2) Elevator Upgrading, Hospital; (3) Ground Floor, North Wing,
Hospital; (4) House Staff Quarters; and (5) Poultry Facilities,
Agriculture.  The cost of all five projects will be borne from
University Plant Funds. On motion by Mr. Ramsey, seconded by
Mr. Black and passed without dissent, the five capital construction
projects were approved for transmission to the Council on Higher
Education. (See PR 3a at the end of the Minutes)

     G. Name of New Student Apartments (PR 3b)

     President Singletary said he was pleased to put before the
Board the recommendation that the new student apartments south
of Commonwealth Stadium be named the Greg Page Stadium View
Apartments. The Committee for Naming University Buildings
submitted its recommendation to him for transmittal to the
Board of Trustees. Mr. Page was a student athlete who died
from a football injury in his freshman year at the University
in 1967. President Singletary concluded his remarks by noting
that this would be the first UK facility named in honor of a
black person. On motion by Mr. Clay, seconded by Mr. Black
and passed with all present voting "aye", approval was given to
name the new student apartments south of Commonwealth
Stadium the Greg Page Stadium View Apartments. (See PR 3b at
the end of the Minutes)

     H. 1979-80 Budget Revisions (PR 4)

     The proposed changes in the 1979-80 Budget being of a routine
nature, President Singletary recommended approval of PR 4 as
presented. There being no questions, on motion by Mr. Black,
seconded by Mr. Griffin and passed, the budget revisions recommended
in PR 4 were authorized and approved.   (See PR 4 at the end of the
Minutes)

     I. Interim Financial Report

     Mr. Clay, Chairman of the Finance Committee, reported that
the Committee had met on the morning of October 16, 1979 and
considered four items to be presented for action, the first
of which was the Interim Financial Report for the period ending
August 31, 1979. The Committee found the University to be
"on target" and Mr. Clay moved that the report be accepted.
His motion, seconded by Mr. Ramsey, passed and the report was
accepted. (See FCR 1 at the end of the Minutes)




 










     J. Acceptance of Audits for the University of Kentucky
Affiliated Corporations (FCR 2)

     Mr. Clay put in the form of a motion the recommendation in
FCR 2 that the Board accept the audited financial statements for
the University affiliated corporations for the fiscal year ended
June 30, 1979. His motion was seconded by Mr. Griffin and passed
without dissent. (See FCR 2 at the end of the Minutes)

     K. Acceptance of University of Kentucky Financial Reports
and Report on Internal Accounting Controls for the Year Ended
June 30, 1979 (FCR 3)

     After reviewing the Financial Reports for the University
of Kentucky and the Report on Internal Accounting Controls for
the Year Ended June 30, 1979, the Finance Committee recommended.
and Mr. Clay so moved that the reports, as submitted, be accepted.
His motion was seconded by Mr. Black and passed without dissent.

     L. Authorization to Consent to the Settlement of the
Estate of Marion Thomas Brooks (FOR 4)

     Mr. Clay explained that the Finance Committee had an
additional item to recommend to the Board which was not included
o.n the agenda. On motion duly made, seconded, and carried, the
Board authorized the University's General Counsel, John Darsie,
to consent to the settlement of the estate of Marion Thomas
Brooks and the discharge of ElIzabeth R. Underwood as Executrix
of same. (See FCR 4 at the end of the Minutes)

     M. Meeting Adjourned

     It having been determined that there was no further
business to come before the meeting, on motion duly made,
seconded and carried, the meeting adjourned at 2:34 p.m.
