    Minutes of the Meeting of the Board of Trustees of the
University of Kentucky, Tuesday, December 13, 1983.



    The Board of Trustees of the University of Kentucky met at 9
a.m.. (Eastern Standard Time) on Tuesday, December 13, 1983 in the
Board Room on the 18th floor of the Patterson Office Tower on the
Lexington Campus.

    A.   Meeting Opened and Roll Called

    Mr. William B. Sturgill, Chairman, called the meeting to
order at 9 a.m., and the invocation was pronounced by Mr. Thomas
P. Bell.

    The following members of the Board of Trustees answered the
call of the roll: Mr. William B. Sturgill (Chairman), Mr. Thomas
P. Bell, Mr. William R. Black, Mr. David T. Bradford, Professor
Timothy A. Cantrell, Mr. Tracy Farmer, Mr. George W. Griffin,
Jr., Mrs. Edythe Jones Hayes, Mr. Brereton C. Jones, Mr. R. Larry
Jones, Professor James D. Kemp, Mr. T. A. Lassetter, Mr. W. Bruce
Lunsford, Mr. Robert T. McCowan, Mr. A. Stevens Miles, Mr. Frank
Ramsey, Jr. and Professor Constance P. Wilson. Absent from the
meeting were Governor Albert Benjamin Chandler, Mr. Albert G.
Clay, Mr. Ronald G. Geary, and Mr. Bobby Watson. The University
administration was represented by President Otis A. Singletary;
Mr. James 0. King, Vice President for Administration; Chancellors
Peter P. Bosomworth, Art Gallaher, and Charles T. Wethington; Dr.
Raymond R. Hornback, Vice President for University Relations; Mr.
David I. Carter, Special Assistant for Business and Financial
Affairs; Mr. John C. Darsie, General Counsel; Mr. Henry Clay
Owen, Controller and Treasurer; Dr. Paul G. Sears, Special
Assistant for Academic Affairs; Dr. Wimberly C. Royster, Vice
Chancellor for Research and Dean of the Graduate School; and Dr.
Jack C. Blanton, Vice Chancellor for Administration, Lexington
Campus.

    Members of the various news media were also in attendance.
The Secretary reported a quorum present, and the Chairman
declared the meeting officially open for the conduct of business
at 9:02 a.m.

    B.   Minutes Approved

    The Minutes of the October 18, 1983 meeting of the Executive
Committee of the Board of Trustees were approved as written.

    C.   President's Report to the Trustees (PR 1)

    In order to permit Board members to attend the inauguration
of Governor Martha Layne Collins in Frankfort, President
Singletary did not review the items in his monthly report, copies
of which were distributed earlier. He suggested that the
Trustees might wish to read it at a later date and recommended
that the report be accepted. Without objection, it was so
ordered.

    D.   Personnel Actions (PR 2)

    After noting that the personnel actions in PR 2 were routine
in nature, President Singletary recommended its approval.
Without discussion, on motion made by Mr. Ramsey, seconded by Mr.
Black, and passed, the appointments and staff changes recommended
in PR 2 were approved. (See PR 2 at the end of the Minutes.)

    E.   Recommendation on Central Administration (PR 1A)

    With President Singletary so recommending, Mr. Larry Jones
moved that the Board authorize the following changes in Central
Administration: (1) change in title from Special Assistant for
Business and Financial Affairs to Associate Vice President for
Business Services, and (2) change in title from Director of
Budget to Associate Vice President for Planning and Budget. Mr.
Jones' motion was seconded by Mr. Lunsford and passed without
dissent. (See PR 3A at the end of the Minutes.)

    F.   1981-84 Budget Revisions (PR 1B)

    On motion duly made, seconded, and carried, the budget
revisions as recommended in PR 3B were authorized and approved.
(See PR 3B at the end of the Minutes.)

    G.   Proposed Amendments to the Governing Regulations (PR IC

    President Singletary recommended that the proposed amendments
to the Governing Regulations of the University of Kentucky as
presented in PR 3C be received for consideration and placed on
the agenda for action at the April 3, 1984 meeting of the Board
of Trustees. On motion made by Mr. Miles, seconded by Mr. Black,
and passed, it was so ordered. (See PR 3C at the end of the
Minutes.)

    H.   Candidates for Degrees - Lexington Campus and Medical
Center (PR ID)

    Without discussion, Mr. Griffin moved that the President be
authorized to confer upon each individual whose name was listed
in PR 3D the correct degree to which he or she is entitled. His
motion was seconded by Mr. Farmer and passed unanimously. (See
PR 3D at the end of the Minutes.)

    I.   Report on Gifts and/or Grants (PR 1E)

    The report on gifts and/or grants covering the period from
July 1, 1983 through September 30, 1983 was accepted and ordered
made a matter of record as recommended in PR 3E. (See PR 3E at
the end of the Minutes.)

    J.   Candidates for Decrees - Community College System (PR


    Professor Cantrell moved that the degrees and certificates
specified in PR 4A be awarded to the persons named, upon
certification that the requirements for those degrees or
certificates have been satisfactorily completed. His motion was
seconded by Mrs. Hayes and passed without dissent. (See PR 4A at
the end of the Minutes.)

    K.   Change of Name-The Lexington Technical Institute (PR 4B)

         Change in Division Structure-The Lexington Technical
             Institute (PR 4Cu

         Establishment of an Advigory Board at the Lexington
             Technical Institute (PR 4D)

    President Singletary recommended that PR's 4B, 4C, and 4D be
considered together. On motion made by Mrs. Hayes, seconded by
Professor Kemp, and passed without dissent, the Board approved
the following: (1) the change in name of the Lexington Technical
Institute to Lexington Community College, effective July 1, 1984,
(2) the change in Division structure for the Lexington Technical
Institute, and (3) the establishment of a nine-member Advisory
Board for the Lexington Technical Institute.   (See PR's 4B, 4C,
and 4D at the end of the Minutes.)

    L.   H. Wendell Cherry and William T. Lafferty Professorships
(LR GA)

    President Singletary recommended that the Board of Trustees
establish in the College of Law the H. Wendell Cherry
Professorship and the William T. Lafferty Professorship as
presented in PR 5A. Mr. Larry Jones so moved. His motion was
seconded by Mr. Bell and passed without dissent. (See PR 5A at
the end of the Minutes.)




 











    M. Approval of A-zreement Between University -of Kentucky and
Kentucky Medical Services Foundation, Incoroorated (PR 6A)

    President Singletary recommended approval of the agreement
between the Board of Trustees of the University of Kentucky and
Kentucky Medical Services Foundation, Incorporated as presented
in PR 6A.

    Chancellor Bosomworth explained that the terms of the
document in PR 6A are essentially the same as those in the
agreement approved by the Board on June 21, 1983. However, the
January 1, 1984 activation of the University Medical Plaza
Building has necessitated certain changes in that contract which
are reflected in the agreement attached to PR 6A. Mr. Black
moved approval. His motion was seconded by Mr. Larry Jones and
passed without dissent. (See PR 6A at the end of the Minutes.)

    N.   Interim Financial ReDort (FCR 1)

    Mr. Farmer, reporting for Mr. Clay, Chairman of the Finance
Committee, said the committee had met on the afternoon of
December 12, 1983 and considered four items to be presented for
action, the first of which was the Interim Financial Report for
the period ended October 31, 1983. He then moved that the report
be accepted. His motion was seconded by Mr. Griffin and passed
without dissent. (See. FCR 1 at the end of the Minutes.)

    0.   Disnosal oQf Personal Prooertv (FCR 2)

    With the concurrence of the Finance Committee, Mr. Farmer
moved that the Board approve the disposal of personal property as
recommended in FCR 2.   His motion was seconded by Mr. Griffin and
passed without dissent. (See FCR 2 at the end of the Minutes.)

    P.   Melexation Authorizing the President to Enter Into
Leases and Easements not Exceeding $20,000 in Value (FCR 1)

    The Finance Committee so recommending, Mr. Farmer moved that
the President or his designated representative be authorized to
enter into leases and easements not exceeding $20,000 in value as
recommended in FCR 3. Mr. Farmer's motion was seconded by Mr.
Miles and passed without dissent. (See FCR 3 at the end of the
Minutes.)

    Q.   University of Kentucky Arboretum (FCR 4)

    Acting on the recommendation of the Finance Committee, Mr.
Farmer moved that the Board reserve an area of the Lexington
Campus of some 94 acres south of Alumni Drive and east of
Commonwealth Drive as an arboretum for use in the educational
programs of the University. Vice Chancellor Blanton explained
that the use of land proposed is consistent with the current land
use plan and that no monies are required at this time for the
development of the arboretum. Mr. Farmer's motion was seconded
by Mr. Griffin and passed unanimously. (See FCR 4 at the end of
the Minutes.)
