The photograph was taken just before their departure from the Washington, D.C. airport. Left to right: Gill Robb Wilson, President of the National Association of State Aviation officials; W. Sumpter Smith, aeronautical engineer of the WPA; Corrington Gill, Assistant Administrator of the WPA; Major Lester D. Gardner, Secretary of the Institute of Aeronautical Sciences; Major A.B. McMullen, Chief of the Airport Section of the Bureau of Air Commerce; Fred L. Smith, Executive Vice President of the National Aeronautical Association; and Major Lotha Smith of the War Department. This group stopped in Louisville, KY on November 4, 1937
