     Minutes of the Meeting of the Executive Committee of the
Board of Trustees, University of Kentucky, for Thursday, May 1,
1924.


     The Executive Committee of the Board of Trustees, University
of Kentucky, met in reguular monthly session at 12 o'clock, noon,
Thursday, May 1, 1924.    he f'ollowing members were present:
Richard C. Stoll, H. MI. F-roman, McHenry Rhoads, and Rainey T.
Wells.   The following persons were also present: Frank L. McVey,
President of the University; Is. H. Peak, Acting Secretary of the
Board; and Mr. W. H. Grady.

     There appeared before the Executive Committee representatives
of the Athletic Council, as follows:  Enoch Grehan and Henry E.
Curtis, of the Stadium  Building Committee; D. V. Terrell and
White Guyn; and IJY. C. W'i.lson, Secretary of the Alumni Association.

     1. R~eport of the Stadium Committee.  The Stadium Committee
of Engineers made the following report to the Executive Committee:

        Report of the Stadium Committee of Engineers to the
   Executive Committee of the Board of Trustees, on the Tabu-
   lation of Bids received on April 30, 1924, for the Construc-
   tion of the Stadium.

      The Clarke, Stewart and Wood Company
         Bid for eight sections complete .*...... $l49,650

      The Louis des Cognets Company
         Bid for eight sections complete ....1....   48,920

      Note: This bid does not include a surety bond, the
             company being willing to furnish a personal
             bond.

       On this basis the des Cognets Company is low bidder by
  $7 30.

       if the $1,800 for a surety bond be added to des Cognets'
 bidt then the Clarke, Stewart and Wood Company would be low
 by 0l,070.

      The Turner Construction Company
         Bid for eight sections complete .204,384

       The louis des Cognets Company agrees to build sections
  T? i and 'T" on the north side and sections ??jI", "T', and "OTT
  on the south side, With cast iron seat support for the sum of
  one hundred thousand dollars ($100,000), and to build section
  "B" on the north side for an addition sum of sixteen thousand

five -hundred and tw-enty dollars ($16,520), and to assist Jn
financing section T"B" by carrying suitable collateral paper
for a period of one, tAlo and three years, and to contribute
one thousand dollars (tl,000) toward the construction of this
section.   They agree to give the Executive Committee until
August 1 to determine whether or not this section will be
built.

     The Clarke, Stewart and Wood Company agrees to build
sections trC" and TIDTT on the north side and sections I'M", IlN "T
and "O" on the south side for the sum of ninety-eight thous-
and four hundred and ten dollars ($98,410), and to build
section "TB'r on the north side for an additional sum of seven-
teen thousand two hundred and forty dollars ($17,240), and
to carry suitable collateral paper for a period of one, two,
and three years.   They further agree to take off the amount
of the surety bond (approximately $1,800) provided a personal
bond will be accepted.

     The Stadium Building Committee of Engineers recommends
that a contract be entered into with the Iouis des Dognets
Company with personal bond for the construction of sections
tr071 and "D" on the north side and sections I'l"T "N" and tTOV1
on the south side, using cast iron seat supports, for one
hundred thousand dollar-s ($100,000), said work to be com-
pleted by October 1, 1924, and that a price be fixed in the
contract for the construction of section "B" allowing the
Executive Committee until August 1 to determine whether or
not this section shall be built.

     The necessary engineering and inspection service during
the construction will be approximately three thousand dol-
lars ($3,000).

     This report was agreed to by J. I. Lyle, Chairman of
Alumni Stadium Committee, over the long distance telephone.

        Senator Froman moved that the bid of Louis des Cognets
   Company for the construction of the Stadium be accepted for
   the construction of sections e and D on the north side, and
   M, N, and 0 on the south side, with cast~iizz supporters for
   wooden seats for the sum of $100,000, and his bid for the
   construction of section 3 on the north side for the sum of
   $16,520, on condition that des Cognets Qnftpin. makes a gift
   or donation on said contract price for the construction of
   section B of $1,000 provided the Executive Committee noti-
   fies said des Cognets Company by August 1, 1924, of accept-
   ance of said bid for construction of said section and said
   payments to be made for the construction of the above sec-
   tions as provided in the said specifications.

        It is further moved that said bid of Louis des Cognets
   Company is accepted on conditions that personal surety be
   actepted for the completion of the contract, said bond to
   be approved by the President of the University and the chair-
   man of the Executive Committee.

        It is further moved that the chairman and secretary of
   the Executive Committee be and they are hereby authorized to
   execute and sign a contract on behalf of the Board of Trus-
   tees of the University of Kentucky with Louis des Cognets
   Company for the construction of said Stadium.

     2. Resignation of Faculty Members.   President McVey reported
that he had received the resignations of Misses Mary E. Sweeney,
Maybelle Cornell, and Marietta Fichelberger, professors in the
Department of Home Economics.    Action thereon was deferred to
the next meeting of the Executive Committee.

     3. Discontinuance i) Bond for Uniforms for Military Science.
On recommendation of the Business Agent the following resolu-
tion was adopted:

        "It-is ordered that the present method of requiring
   a bond with approved security for the return of uniforms
   issued to Fiembers of the freshman and sophomore classes
   be discontinued, and in lieu thereof, a cash deposit or
   ten dollars be-required of each student to whom such uni-
   form is issued, refund to be made on return of the uni-
   form; this regulation to be operative from and after the
   beginning of the first semester 1924-25."

     4. Mcnth1y Renort to Auditor.   By the request of the State
Auditor thru the Business Agent the following resolution was
adopted:

        The Business Agent is authorized to certify to the
   Auditor of Public Accounts, Regulation No. 13, Art. 2,
   Bulletin of the University of Kentucky "Organization of
   Board of Trustees and Conduct of Business Matters, Etc."

        And the Business Agent is authorized to submit to the
   Arditor of-Public Accounts at the end of each month, ab-
   stracts of salaries appearing on pay rolls and abstracts
   of invoices together with copies of the invoices, which
   salaries and invoices have been approved in accordance
   with Rkeguis tion No. 13, referred to above, and have been
   charged to the 7arious appropriations on which abstracts
   are required by law, and such certifications of salaries
   and invoices by the Business Agent shall be evidence of
   proper approval.

     5. Deed to the Petit Farm.   Attorney J. Pelham Johnston re-
ported that the dead to the Petit property had been properly ex-
ecuted by Miss EK.atherine Petit to the University of Kentucky for
the Experiment Station; that cash payment of t13,000 was made
and a note was executed for $26,000, signed, as directed in the
minutes of the meeting of March 7, 1924, by the University of
Kentucky, by D. H. Peak, Business Agent, and R. C. Stoll, Chair-
man of the Executive Cofr-il ttee.  The deed was delivered to Dean
Cooper and has been recodaed in the Fayette County Court ClerkTs
office.   Whereupon the Executive Committee confirmed and rati-
fied the action of the Business Agent and Chairman of the lZx-
ecutive Committee in signing the note referred to above.

     6. Appointments.   On recommendation of President McVey the
following appointments were approved:

     Appointment of Frank Mann as trainer of athletic teams for
the year 1924-25 at a salary of $2,400 a year, to be paid by the
Athletic Associat ion.

     Appointment of Walter Meng as inspector in creamery license
department at a salary of $1,500 a year, effective April 14, 1924.

     Appointment of E. E. Tolle as inspector in the Departments
of Feed Control and Fertilizer Control at the Experiment Station,
at a salary of $1,500 a year, effective April 21, 1924, or as
soon as he reports for duty.

     Continuation of employment of Miss Ethel Nice as home demon-
stration agent, Garrard County, from April 1 to July 31, 1924,
at a salary of v133 1/3 a month.

     Continuation of employment of Miss Laura Spence as home
demonstration agent, Lau-,l County, from April 1, 1924, to March
31, 1925, at a saiary of $133 1/3 a month.

     Continuation of employment of Mr. L. C. Brewer as county
agent, Union County, from January 1 to December 31, 1924, at a
salary of $216 2/3 a mont!'.t.

     Continuation of employment of Mr. C. V. Bryant as county
agent, Taylor Courity, from April 16, 1924 to February 28, 1925,
at a salary of $150 a month.

     Continuation of employment of A. J. Chadwell as county agent,
Pulaski County, from March 1, 1924 to February 25, 1925, at a
salary of 4I166 2/3 a month,

     Continuation of en; o yment of J. L. Miller as county agent,
Bracken County, from June 1, 1924 to May 31, 1925, at a salary of
$191 2/3 a month.

     Continuation of employment of William C. Johnstonf as county
agent, McCracken Count-, from April 16, 1924 to April 15, 1925,
at a salary of $216 2/3 a month.

     Continuation of employment of Mr. Kimber J. Bowles as county
agent, Estill County, from May 10, 1924 to May 9, 1925, at a
salary of $158 1/3 a month.
