- Biography / History
- The National Youth Administration (NYA) was a division of the Works Progress Administration (WPA), established by and Executive order of President Franklin D. Roosevelt on June 26, 1935, through the authority of the Emergency Relief Appropriation Act of 1935. Fifty million dollars of WPA funds were earmarked for the NYA. In 1939, the NYA was transferred to the Federal Security Agency, and in 1942, it moved to the War Manpower Commission. In August 1935, Frank D. Peterson was appointed director of the NYA for the state of Kentucky, headquartered in Louisville. District offices were established in Covington, Paducah, and Paintsville. The NYA was discontinued in 1943.
- The NYA's mission was to provide aid and employment to disadvantaged youth between the ages of 16 and 25. Program objectives included cash assistance to high school students in relief families, part-time employment to college students and other youth in certified relief families, and to provide vocation training and placement service to youths. During the early 1940s, there appears to be an effort to extend support to veterans as well (Flight Training questionnaires Box 2).
- A native of Taylor County, Kentucky, and a 1924 graduate of Centre College (Danville, Ky.), from 1935 to 1941, Frank D. Peterson served in several financial capacities for the Commonwealth of Kentucky, including as Director of the Division of Public School Finance in the Kentucky Department of Education, as State Controller and Deputy Commissioner of Finances, and as Director of the Division of the Budget. Starting in 1941, Peterson began a twenty-three year career at the University of Kentucky, first as Business and Finance Manager, and then, from 1955 to 1964, as Vice-President of Bbusiness Administration at the University. He died on January 23, 1996.

- Scope and Content
- The National Youth Admnistration for Kentucky (NYA) records (dated 1935-1943, undated; 6 cubic feet; 6 record storage cartons) comprise reports, correspondence, surveys, and student financial aid applications documenting the administration of the University of Kentucky program of the National Youth Administration. On campus, the NYA managed the participant application process, identifying possible jobs on or around campus, and pairing youth with jobs that matched their interests. Administrative files include annual and scholarship reports, correspondence, payroll records, correspondence, and participant surveys. Student financial aid applications include requests, recommendations, and approvals or denials. A large batch of undated and anonymous questionnaires (NYA Inquiry, Box 2) provide detailed information about participants' experiences in the program. The collection is restricted.

- Collection is open to researchers by appointment. However, student applications in boxes 4 through 6 (containing grade and directory information); scholarship reports in boxes 1 through 3 (also containing grade information); and, in general, any student academic records found throughout the collection are restricted. Identification of any personally identifiable information, including student names, grades, or other educational information in any manner is strictly prohibited. Patrons must sign an "access restrictions" form before use.

- Property rights reside with the University of Kentucky. The University of Kentucky holds the copyright for materials created in the course of business by University of Kentucky employees. Copyright for all other materials has not been assigned to the University of Kentucky.
