- Biography / History
- Dr. Frank LeRond McVey (1869-1953) served as President of the University of North Dakota for eight years from 1909-1917 and as President of the University of Kentucky (UK) for twenty-three years from 1917-1940. Through his vision and commitment to academic excellence, McVey transformed UK into a modern university.
- McVey was born in Wilmington, Ohio in 1869. In 1893 he received his Bachelor of Arts from Wesleyan University (Ohio). In 1895 he received his Doctorate in Economics from Yale University. After graduation McVey held several administrative posts and was elected as President of the University of North Dakota serving from 1909-1917. In 1917 he was offered and accepted the same position at the University of Kentucky, succeeding Henry Sites Barker.
- McVey stressed the importance of a sound education and felt the University needed to attract and retain talented educators. To this end he fought to increase professors' wages, initiate faculty sabbaticals to aid in research and facilitate the writing of a constitution that allowed faculty to have authority over curriculum. McVey also stressed the need for the faculty to be involved in professional societies and national organizations. Leading by example he served as President of the Southeastern Athletics Conference, Southern Association of Schools and Colleges, National Association of Land Grant Colleges and Universities and the National Association of State Universities. The faculty followed suit and the number of professors that joined professional societies, held offices in national organizations and published findings of scholarly work dramatically increased.
- Continuing in the tradition of President Barker, McVey sought to increase public awareness and good relations between the University and the state. He established a University Extension program for correspondence classes and a distance-learning program to reach people in the rural areas of Kentucky. McVey also advertised the achievements of the University through speeches to civic clubs and organizations such as the Young Men's Christian Association.
- As the stature and awareness of the university grew, the enrollment swelled. To handle this upswing in enrollment McVey sought to increase the university's building space and educational programs. Some of the buildings that were erected during McVey's tenure were Alumni Gym (1924), Memorial Hall (1929), Margaret I. King Library (1931) plus Boyd and Jewell dormitories (1925 and 1939 respectively). The curriculum also expanded during McVey's administration. The Departments of Music (1919), Anthropology (1927), and Archeology (1927) were founded in the College of Arts and Sciences and the College of Commerce was opened in 1925. Also in 1923, the College of Education was established and the University School opened two years later.
- McVey resigned in 1940 but kept close association with the University and the community as a whole. He continued to give lectures on topics ranging from education to foreign policy both at the University and other social functions. He served on several commissions for Louisiana State University, the College of William and Mary and Rhode Island State College. Also during his retirement, he enjoyed the arts through drawing and painting.
- McVey published many books including Modern Industrialism (1904), The Making of a Town (1913), Banking and Business Ethics (1921), The University is a Place, a Spirit (1944), The Gates Open Slowly, a History of Education in Kentucky (1949), and Problems of Administration in Higher Education (1952). McVey died on January 4, 1953, at the age of 84 in the Good Samaritan Hospital, Lexington, Kentucky.
- McVey married Mabel Sawyer McVey (1857-1922) in 1899 and Frances Jewell McVey (1889-1945) in 1923. Mabel and Frank had three children, Virginia McVey Morris (1903-1989), Frank LeRond McVey (1904-1973), and Janet McVey Cundiff (1906-2001). McVey's parents were Alfred Henry McVey (1843-1918) and Priscilla Ann Holmes McVey (1843-1931).

- The University of Kentucky. Office of the President: Frank LeRond McVey papers (dated 1880-2012; 97.49 cubic feet, 57 record storage cartons, 82 document boxes, 36 photograph boxes, 27 oversize boxes, 1 wrapped item) comprise correspondence and memoranda, reports, writings and speeches, notes, subject files and newspaper clippings, diaries, and photographs documenting Frank L. McVey's professional and personal life, including as presidents of the University of North Dakota and University of Kentucky. Also included are the papers of McVey's mother and father, Alfred Henry McVey and Anna Holmes McVey, as well as the papers of his first wife, Mabel Sawyer McVey. These papers include correspondence to the McVeys from their children and their families, as well as correspondence relating to Mabel McVey's work with the League of Women Voters and with the Alpha Phi fraternity. There is also correspondence to and from his second wife, Frances Jewell McVey, as well as clippings, a notebook, and Jewell family correspondence.

" President Frank L. McVey's 1930 diary is a day by day account of his life covering almost every day of the year. The format of his entries usually involves a recap of his day including what he did in the office (e.g. conferences with people or answering correspondence,) his mealtime company, conversation topics, what he listened to on the radio, the activities and conferences he attended, and what he read before bed (including his impression of the book or thoughts on the newspaper.) Within this general format the entries reveal his perspective on aspects of the University of Kentucky, the State of Kentucky, the United States, as well as his personal life. Throughout the year Dr. McVey traveled to many conferences on behalf of the University and he mentions the people he met and the speeches he heard at these conferences. When not traveling, a large part of President McVey's discussion about the University involved budgets and appropriations. Beyond the budget, Dr. McVey met with people, such as Dr. Chambers, about the matter of a medical school. However, his efforts to gain funding and increase interest were not successful. In this diary there are many mentions of building construction on the library and the plans for a new agricultural engineering building and an observatory. There were also mentions of the necessity of purchasing a warehouse across the street from the campus. Another University issue that is recurrent in this diary is the Training School for teachers and the meetings and decisions surrounding it. He also discussed meetings that he attended dealing with the management of the Bookstore. He mentions his attempts to gain the Townshend Collection for the University and was disappointed that it was not purchased. President McVey's diaries also include discussions on topics of interest to the State of Kentucky. He includes his impression of the Governor Flem D. Sampson and some of the State Representatives. He discusses the taxes (e.g. income tax, inheritance tax, etc.) that the Legislature was considering and how they would effect the University. He also discusses the Junior College Bill. He makes many trips to Frankfort for meetings that discussed budget issues and his opinion on the taxes. Dr. McVey also mentions the drought conditions in the state frequently as well as the water crisis in Lexington and the plans to build a pipeline to the river. Because this diary was written in 1930 it discusses some issues that were important nationally at the time. The United States was in the midst of the Great Depression and President McVey's diary speaks of economic issues. He mentions listening to speeches by President Hoover on the radio, and even one in person. He read a book about Franklin D. Roosevelt and was interested in the Soviet experiment with farmer relocation for communal farms. He took a great deal of interest in International Affairs and spoke about the League of Nations. When in Chicago he attended a Modern Art exhibit at the Art Institute and shared his opinion that it was ""pretty bad."" In his personal life, Dr. McVey often expresses his affection for his wife Frances. They took a month and a half vacation to Elk Lake Inn in Michigan. He became a grandfather for the first time and second time in 1930 and talks of the babies often. President McVey's son Frank Jr. and his wife Janet had a girl named Priscilla. Dr. McVey's daughter Janet and her husband Harry B. Tilton had a girl that they named Virginia. McVey's daughter, Virginia, moved to New York City and he mentions that he misses her and feels that she is overqualified for her job. At the end of his diary he makes a list of some of the events of the year that were important to him and tallies up the days that he was out of town. President Frank L. Matters relating to the budget were particularly difficult in 1931 because of the increased economic pressures from the Great Depression and the election of a new Governor. Beyond the budget, Dr. McVey issues such as the formation of a Graduate Council to deal with graduate school matters. He touches on many issues involving the creation of graduate programs and the requirements that they should meet. In particular, he discusses the difficulties with establishing a doctorate program in History. He expresses the desire to create a School of Fine Arts consisting of the departments of music, art, and theatre. It was also during 1931 that the new Library and the Agricultural Engineering Building were dedicated and opened and the Old Educational Building was renamed Frazee Hall. The University was offered funding for coal research by the Chesapeake & Ohio Railroad Company. He also works on an ABC Book of university facts and expresses concerns that the Western and Eastern Teachers Colleges are infringing on the University's territories when it comes to issues such as the creation of graduate schools. In this diary, Dr. McVey reflects upon the Great Depression a great deal. He writes what he witnesses as he travels throughout the state and discusses the defaulting on loans by banks as well as the closing and consolidation of some banks. The year1931 was a gubernatorial election year and he discusses his impressions of both the winner Ruby Laffoon and the loser Mayor William B. Harrison of Louisville. He also makes several mention of Mary Breckinridge, the head of the Frontier Nursing Service. In 1931, Prohibition of alcohol was in effect and McVey encounters this when he discovers that some students have been bootlegging and that Prohibition officers had employed two of them (the Christie boys) as informants. In his own life he rejected illegal alcohol several times. He also reflects on world issues such as the Japanese and Chinese conflict over Manchuria and how it would test the powers of the League of Nations. He makes several mentions of "Hitlerites" but is told by people close to the Reichstag that they would never gain real power. In President McVey's personal life, he and Frances took their annual vacation to Elk Lake, Michigan. They spent nearly two months sailing, socializing, and reading. Frances talks of publishing some of his speeches while they are on vacation and begins the preliminary work to do so. During 1931, Dr. McVey's mother died and his family gathered for her funeral. His daughter Virginia returned to Maxwell place from New York City and was engaged to Jimmie Morris. His other daughter Janet and her husband Harry B. Tilton decided to move to Kansas City, Missouri and Dr. McVey lamented the move, especially concerned that his granddaughter Virginia would not remember him. He also made mention of a ""Scribbler's Club"" as well as a ""Cakes and Ale Club"" which was hosted by Judge Wilson. President Frank L. Within this general format the entries reveal his perspective on aspects of the University of Kentucky, the State of Kentucky, the United States, as well as his personal life. Throughout the year Dr. McVey traveled to many conferences on behalf of the University and he mentions the people he met and the speeches he heard at these conferences. When not traveling, a large part of President McVey's discussion about the University involved budgets and appropriations. The financial situation in 1932 was extremely stressful for President McVey. The Great Depression was putting even more strain upon the state finances than in previous years and therefore Dr. McVey was forced to make many cuts. Among the things that he had to cut were the salaries of the faculty and staff. Dr. McVey spent quite a bit of time working with the state government to maintain as much financing for the University as possible. He also worked closely with the faculty and staff to reassure them about the salary cuts and was surprised by their willingness to accept the cuts with good attitudes. In order to help the faculty and staff through the difficult time, a credit union was established. Beyond the budget, the Dr. McVey worked to set up a group insurance plan for the University. Throughout his 1932 diary President McVey expresses his concerns for Professor Wellington Patrick. Dr. McVey met with Dr. Chambers and Dr. Sprogue about Dr. Patrick and they felt that he was having "a case of paranoid delusion." They believed that it would be best if Dr. Patrick went to a sanitarium and his wife agreed. However, in order to force him to go a court had to determine whether or not he was sane and there was a hung jury. By the end of the year Dr. Patrick believed that he was improved and should be given his job back and while President McVey had doubts he supposed that eventually Dr. Patrick would have to be given a chance. In 1932 many people were concerned that there were communist sympathizers on campus, specifically Professor Sutherland who was criticized as a socialist and communist teachings. McVey met with Professor Sutherland and determined that the accusations were unfounded and based on the freshmen students ignorance of the foundations of social policy. Another event connected directly to the University was the death of Professor Walter Patterson, brother of James K. Patterson. After W. Patterson's death, the University received the Patterson house which was located on campus. The Board of Trustees decided to clean up the house and use it for a women's club. There also continued to be many preparations made for the creation of the statue of James K. Patterson. In university athletics there was some controversy surrounding the football coach. A student committee was concerned about financial and leadership issues in the football program and called for the firing of Coach Harry Gamage and an investigation of the athletic programs. In Dr. McVey's analysis men's basketball coach Adolph Rupp was more successful, "cooperative and pleasant" than Coach Gamage, however he was hesitant to take any direct action because Gamage still had one year left on his contract. In other athletic matters, President McVey was elected the president of the new Southeastern Conference that was consisted of many members of the Southern Conference (such as Kentucky.) The Kentucky state elections of 1931 had many political repercussions for the University. The new governor and legislature, in an attempt to lower the state budget, discussed new taxes (such as a sales tax) and changes to old taxes (such as the inheritance tax.) Some of the new members of the government made accusations that the University of Kentucky exercised political favoritism to republicans and dabbled in politics. Included in the accusations was the claim that University professors (specifically J. C. Jones) were organizing students into specific political organizations. These accusations offended President McVey because he was dedicated to keeping the University politically neutral. Dr. McVey was of the opinion that the charges originated with Senator Hamilton who was mad that he won so narrowly in the election. Dr. McVey is told by Governor Ruby Laffoon's secretary that the Governor is ""slipping."" President McVey comments that ""This is a remarkable statement and it may mean that the State will have a secretary carry on affairs of the state for the rest of the term."" However, there is no follow up discussion. The year 1932 was a presidential election year and with incumbent Herbert Hoover running against New York Governor Franklin D. Roosevelt. Prohibition was a hot discussion topic during the campaign because Roosevelt's platform called for the repeal of the Eighteenth Amendment. Dr. McVey did not believe that the repeal of the amendment was feasible. President McVey predicted that Roosevelt would win the election overwhelmingly and was correct. Dr. McVey also kept track of the news in relation to the kidnapping of the Lindburg baby and its subsequent death. Internationally, President McVey showed a keen interest in the conflict between China and Japan over Manchuria. On one of his trips, President McVey visited the Japanese embassy and met with a Mr. Saito who later visited the University. Dr. McVey showed interest in the Lytton Report, which concluded that Manchuria should be a semi-independent country separate from Japan but not part of China. Dr. McVey's writing shows a sympathetic leaning toward Japan, based on the economic and social problems that the country was faces (and using as the foundation of the invasion of Manchuria.) In his personal life, Dr. McVey and Frances took their annual summer vacation to Elk Lake, Michigan and spent their time reading, sailing, and socializing. The family also took a trip to Kansas City to visit his daughter Janet, Harry Tilton, Virginia Murray, as well as his sister Kate and brother Ed. President McVey's daughter Virginia was married to Jimmie Morris at Maxwell Place in 1932. Dr. McVey also mentioned the Scribbler's Club saying that ""the Scribblers are getting to be a terribly old story."
