I do not see how we can guarantee 900 tons (i.e. 1,000 - 100) in 5 months. I would, therefore, ask you to make out a project to give an equivalent amount of explosive of a different character, such as ammonal, to meet the Russian request by end of July. of course our own requirements must not be endangered.
