I am sending this letter to all people who rent houses be-
longing to the Inlané Steel Company. The letter is written with
_ . great reluctance, but the heavy operating loss each month in our
II Rent Account makes it necessary herefter for the Company to
strictly follow the terms of the house lease.
Paragraph ”Second" of the standard form of house lease pro-
vides in part that the Lessee shall "x x x x make no changes or
. alterations in the premises without the consent in writing of the
'5 Lessor,“ ano that he shall ”preserve and maintain the improvements
. thereon, including the plumbing, gas, water an& electric fixtures,
appliances and connections in as good repair as when received by ,
him, fair wear and tear excepted x x x x and not to keep or allow
to be kept any hogs, cows or poultry on or within the premises.'
For sometime, the Inland Steel Company has made no charges
for the replacement of window glass in the houses, as well as for
repairs to plumbing, gas, water and electric fixtures not caused
by “fair wear and tear.‘
Because of the loss in operation, resulting from increases
in cost of labor and materials, it will be necessary, effective
at once, for us to charge the tenants the actual cost of making
the repairs referred to above when not the result of "fair weer -
and tear.‘ Charges will also he made to the tenants for the '
cost of instelling and hooking up gas heaters, adjusting gas ' I
stoves, thawing out frozen pipes, etc;

I stated at the beginning of this letter that I am writing
, it with great reluctance, and I want to say again I regret very
much that it is necesaary for us to hold strictly to the provie
sions of the paragraph of the lease quoted above. &
' The large ogerating less in our tenement account has pre~
vented us from doing all of the maintenance and repair werk
I which should be acne to the heusee, and we would like t0 see
that situation improved.
. I might add that the monthly charge to tenants for garbage
and sanitation is entirely inadequate, and last year it did not
_ take care of the cost of eperation by $19,880. Thie means that
I last year the garbage anfl sanitation account operated at a loss
of $19,380.

In giving effect to the policy outlined in my letter of April 4 I.
we will be guided by the following procedure:
1. When a tenant requests paint and paper he should be
, instructed to file the request with the house renter
at the main office. Each request will be numbered
consecutively starting with to. l and will be listed
on the form, c0py of which is attached.
2. The paint to be furnished will be selected from five
standard colors that have been approved for use in
- the houses. p
’ T 3. The paper to be used is to selected from the books ‘
~ in the Furniture Department at Store No. l, the price
, of which will not exceed $1.00 per double roll. _
4. It will be necessary for the tenants to use the ex- .
perienced paper hangers or painters new employed by
Inland or other painters or paper hangers designated .'
by the Building and Grounds Department as qualified. ' ‘
5. After the form has been filled out at the office it
will be referred to the Building and Grounds Depart-
ment. A representative of that Department will inter-
view the tenant and give an estimate of the cost of
the material after which the form is to be returned . T
to the Superintendent of Coal Preperties who will either
approve or disapprove the request. .
6. The number of houses to be painted and papered under
this program must be limited to fifteen a month.
After the house renter has listed in any one month
fifteen requests, each numbered consecutively, he
will, in listing additional requests, start with No.
l but show the work as coming under the allotment for
the following month.
Please furnish me a list of the local painters and paper hangers
that you consider qualified to do the work on our houses.

When we receive requestg from tenanfs far fencing, each
fflhanfi should he adVised thafi our force is so small that WE
must use all of the men available in taking care of emergency
repairs. If any tenant wantg to put up a fence at his own
expense, the tenanfi should he told to see Superintendent
Parker or me. The construction of the fence will be author-
ized, providing the wark can be done in a standard and
apyroved manner. The tenanfi, of couyse, is to furnish all
material and labor and will net hava any claim on the fence.

have requests for paint and paper in ever 200 houses and that
our painters are presently Working on emergency repair work.
When a tenant is charged for repairs to any part of his house,
the B&G Kepartment must see that he is only charged for the
actual cost of labor and material.
When a garbage can is replaced because of damage done by the
tenant, the tenant should be charged for a new can. The
tenant, however, should not be charged for a new can when it
replaces a can that is no longer serviceable because of
ordinary wear.
The Foregoing polizy is made necessary because of extremely
- low rentals and the heavy less we are sustaining in the rent
account.
, I am attaching hereto copy of letter I have addressed to all
tenants.
