To reimburse Inland for the sales tax we are required
to pay on paint, which is dispensed free of charge to
tenants under the existing program, starting at once
obtain authorization from those receiving the paint
for a payroll charge equivalent to the amount of tax,in
accordance with the rate schedule issued by the Ken-
tucky Department of Revenue.
This tax will be credited to the appropriate account.
This same procedure also applies to the issuance of
garbage cans, fence posts, or any other material we
furnish our tenants and on which we are required to
pay sales tax. -
The amount of tax, according to the rate issued by the
Department of Revenue, should be added to the charge to
the tenant so that we will be reimbursed for the tax
Inland pays.

We have been debating the question of whether or not we
should continue the issuance of free paint to tenants
for use in Inland houses which they occupy.
I feel that the policy should not be discontinued alto-
gether, but in View of the present economic conditions,
the amount of free paint allowed should be reduced from
the former three gallons per year per tenant to two
gallons.
I dislike very much to have to do this, and dissatisfac—
tion may be expressed by some of the applicants, but you
will just have to try to explain as best you can,and in
a courteous way, the reasons for this action. As you know,
operation of our house plant is continuously running a
deficit and the deficit continues to increase year by year.
This is due largely to the low rents which are being paid
by tenants.
Should any applicants for paint claim that two gallons is
not enough, you might suggest to them that paint of the
same manufacturer and color is for sale at our store and
that they can purchase there any amount they may need over
the two gallons.
I assume you understand that this paint is to be issued only
to tenants of Inland owned houses.

» Before issuing paint, some investigation should be made to
determine whether or not it is actually needed. This can
perhaps best be done by visiting the home and asking the
tenant to indicate what areas they plan to cover. If
those areas are actually not in need of paint, do your best
to dissuade the use of it.

For your information, if close control of paint issues is
not maintained and the demand becomes too substantial, we
may have to discontinue the policy of issuing free paint
altogether. ,
