z with great reluctance, but the heavy operating loss each i
9 month in our Rent Account makes it necessary for the Com— l
E pany to strictly follow hereafter the terms of the house E
E lease. j

f Paragraph Second of the standard form of house lease pro— l
' vides in part that the Lessee shall "x x X make no changes l
% or alterations in the premises without the consent in writ- :
E ing of the Lessor," and that he shall ”preserve and maintain j
s the improvements thereon, including the plumbing, gas, water 3
- . and electric fixtures, appliances and connections in as good 2
E repair as when received by him, fair wear and tear excepted 1
l x x x and not to keep or allow to be kept any hogs, cows or E
E poultry on or within the premises." 1 ,
? For sometime, the Inland Steel Company has made no charges
i for the replacement of window glass in the houses, as well
? as for repairs to plumbing, gas, water and electric fixtures ’
; not caused by ”fair wear and tear." .
: Because of the loss in operation over the years, resulting .
; from increases in cost of labor and materials, it will be {
. necessary, effective at once, for us to charge the tenants f
‘ the actual cost of making the repairs referred to above f
E 6 when not the result of “fair wear and tear." Charges will l
i also be made to the tenants for the cost of installing and g
' hooking up gas heaters, adjusting gas stoves, thawing out
; frozen pipes, etc. .
I stated at the beginning of this letter that I am writing
it with great reluctance, and I want to say again I regret
6 very much that it is necessary for us to hold strictly to
: the section of the lease quoted above.
. I should also like to say that the large operating loss in _
‘ our Rent Account has prevented us from doing all of the
1 maintenance work which should be done to the houses.
, I might add that the monthly charge to tenants for garbage -
.A. and sanitation is entirely inadequate, and last year the 4
V Garbage and Sanitation Account operated at a loss of " ”
$19,880. .

Paul Leedy. 3 years of age. suffers from Infectious asthma,
which means that he is allergic to his own cold germs. and every
time he gets a cold, he develops asthmatic symptoms. In all
probability. he will get over this as he grows older. but at
present. the best treatment for him is the prevention of colds;
Mrs. Leedy, his mother, tells me that she istrying to get
another house in place of the one her family is now occupying.
If their present house is as damp as she says it is. this may
be a factor in Baul's numerous colds. and a house in a dryer
location may be of some help to him.

For the sake of cleanliness and sanitation, every house
should have a suitable container for garbage, and the
cover should be kept on it at all times to prevent dogs
overturning the container and spilling the contents in
the yard.
Garbage or trash of any kind should not be thrown into
the creek as it may accumulate along the bank and become
breeding places for flies and mosquitoesa
We should all be proud of the place in which we live and
do everything possible to keep it clean and sanitaryc
The Company will haul trash of any kind if it is placed
along the road so that the cleanup truck can reach it
and haul it away.
The garbage truck will haul only garbage that is placed
in the container provided for that purpose. Trash
piled around the garbage can will not be collected by
the garbage crew but will be picked up by the cleanup
crew if it is placed along the road?
We will appreciate any efforts you make in cleaning up
around the house in which you live, and we will do our
best to cooperate with you by hauling trash away promptlye
If you have any problem or question concerning the hand-
ling of garbage or trash, please telephone my office or
come in and tell me, and I will be happy to help in any
