BLACK-OUT REGULATIONS FOR WHEELWRIGNT & PRICE, KENTUCKY
In the event of an alert warning of an impending bombing or
attack by an enemy force, black-out procedure as outlined here-
in will be put into effect.
It will be the responsibility of the person first notified by
an outside agency to, in turn, promptly notify at least one of
the following listed persons at Wheelwright and Price, prefer-
ably in the priority of the listings:

The men listed above, when notified th an emergency or alert
exists, will put the following plan to ocation into
effect as rapidly as possible:
WHEELNRIGHT
The community is to be warned by a series of short blasts
on the fire siren at the minera‘ batthuse. This is to
continue until the power is cut off by the following out-
lined action:
1) Blasting of the fire siren in accordance with the
above is to be done by the attendant on duty at
the bathhouse.
2) If no attendant is on duty at the bathhouse, a man
will be immediately dispatched to operate the siren.
3) The two 2300-volt oil switches in the old substation
building near the Wheelwright Nine portal are to be
opened as quickly as possible. The £0,000-volt
switches in the transformer yard serving the mine
will be left closed.

h) The following personnel will be notified as soon
as possible of the action taken:

PRICE

1) The preparation plant and community will be warned
by an extended series of short blasts from the plant
siren. A m.q will be sent as quickly as possible

Leon Porter - Telephone 9-2231
w. P. Hughes and Leon Portor, General Mine Forcmen respectively
of Wheelwright and Price Mines, will, after consideration of
the groom in the mines being worked at the time, instruct the
dispatcher of any action to be taken. Consideration is to be
given as to the advisability of moving men back to main mir-
coursea, contemplating the possibility of fan stoppage caused
by a possible total power failure.
The dispatcher will, in addition to other instructions he may
receive, notify any person available at the Buckingham, Bates
Branch and Arnolfi Fork portols that a black-out is in effect.
He will immediately send a man properly inotructed to any
portal he is unable to worn by telephone.

Ugon advice that age black-out is to be lifted, the abave
procedure will immediately be reversed. The persons indi-
cated will be notgficd when this action is completed. The

all clear“ will be sounded at both Nheelvright and ?r1ce
by a continuoua blast of the sirens for at least three min-
utes.
