Dear Friend:

One of the important statistical series issued by the Census
Bureau is a monthly report on "starts" in residential construction. in
counties and cities that issue building permits the necessary information
can be readily obtained from the building permit records. ln places that
do not issue building permits, however, an on—the—spot survey must be
made.

We conduct this survey in a sample of counties and cities in
order to produce timely results with a minimum of expense. Since you
live in one of these places, and are well-informed about construction
activities in the area, we should like to get your help. Once a month
we should like to have our enumerator ask you about the location of any
new residential construction in your area which you know about. W: other
information will be expected of you.

We would sincerely appreciate your cooperation with our census
enumerator who will call on you. By sharing your knowledge about con-
struction activities in your locality you will make a substantjai contri—
bution to your government.
