             Biographical Sketch 
             Judge, U.S. Senator, Ambassador Cooper was first elected to the U.S. Senate in a special election held in 1946 to fill an unexpired term. In 1948 his bid for re-election was thwarted by Democrat Virgil Chapman. The next year he was appointed a delegate to the United Nations. He also served as advisor to Dean Acheson on NATO matters. Cooper was again elected to the Senate (over Thomas R. Underwood) in 1952 to fill an unexpired term. However, in 1954, his bid for re-election was halted by Alben Barkley. In 1955 he was appointed ambassador to India and Nepal. He became a candidate for the Senate once again in 1956. Beating Lawrence Wetherby in the general election, Cooper then served in Senate until his retirement in 1972. He was involved in many liberal causes, promoting civil rights, coal mine safety, and labor legislation. He also was an active opponent of the Vietnam War. 
             These are the personal and political papers of U.S. Senator from Kentucky, John Sherman Cooper. Each of twelve series contains personal, political, and general papers within one or more subject files. Cooper, a Republican, was first elected to the Senate in a special election held in 1946 to fill an unexpired term. In 1948 his bid for re-election was thwarted by Democrat Virgil Chapman. He served as ambassador to East Germany from 1974 to 1976 and was involved in many liberal causes such as promoting civil rights, coal mine safety, and labor legislation.              Scope and Content Note 
             The two senatorial series include voting records, hearings and files on numerous subjects including the Economic Development Administration in Kentucky, the Ohio, Cumberland and Big Sandy rivers, Appalachia, the U.S. Post Office Department, Department of Agriculture, jobs, tobacco, veterans' cases and Vietnam. Other series include press releases, statements made by Cooper on the floor of the Senate, audio-visual materials, photographs and memorabilia. Correspondents include Alben W. Barkley, Dwight D. Eisenhower, Gerald Ford, Hubert Humphrey, Lyndon Johnson, John F. Kennedy, Henry Kissinger, Henry Cabot Lodge, Thruston B.                      The papers in this series represent Cooper's first two senatorial periods when he was elected to complete the unexpired terms of others, and subsequently failed to be re-elected to a full six year tenure in office. The series, a partial record of that time, consists of three boxes on the Judiciary, District of Columbia, and Public Works Committees.                      Scope and Contents note 
                     The Senatorial Series II, the largest series in the Cooper Collection, consists of five major files: Subject, Legislative, William Miller, Office Copy, Government Publications. 
                     The individual files are arranged either alphabetically or chronologically dependent upon the organization used by Cooper's Senate staff. Foreign affairs material is located primarily in the Lesiglative and the William Miller files. Cooper's interest in domestic issues is reflected by the Subject File, particularly in folders designated Baily Guard, who was a legislative aide to the Senator. During the period of 1956-1972, Cooper served on the Public Works, Rules and Administration, Agriculture, and Foreign Relations Committees. In 1964 he was appointed to the Select Committee on Standards and Conduct which was established by a resolution which Cooper sponsored.
