   Minutes of the Meeting of the Board of Trusiees of the University of Kentucky,
December 19, 1952,

   The Board of Trustees of the University of Kentucky met in the PresidentT s Of-
fice at 10.05 a/ m.., Friday, December 19, 1952, the meeting of December 9 having
been recessed by the Vice Chairman for lack of a quorum,  T:he following members
were present' Governor Lawrence W. Wet-herby, ChairmanD Mrs. Paul G. Blazer,
Carl Dempewolfe, Ben S, Adams, M. W. Moore, H, D. Palmore, John C. Everett,
Guy A. Huguelet, Thomas A. Ballantine, R. P. Hobson, Smith D, Broadbent., and
Harper Gatton, Absent: Paul M., Basham, Wendell P, Butler, and Herndon J.
Evans,  President H. L  Donovan and Secretary Frank D. Peterson met with the
Board.

   The minutes of the Board of Trustees of Septeember 16, 1952; and the minutes
of the Executive Comnmitf:ee of November 7, 1952, were approved as published.

    30, 1952, together with supporting stat:ernents of funds and budget operations
    for the period of five months ended on ':hat. date,
       The University of Kentucky general fund income realized for this period
   was 55, 25%of the budget estimate of $ 7, 137 457, 10. General fund expendi-'
   tures and encumbrances were 39. 69%of elhe departmental appropriations
   totaling $ 7,446,961, 17,
       Plant fund income realized for the period was 90. 88%oof the budge, estimate
   of $ 248, 643, 13, Plant fund expenditures and encumbrances for the period
   were 19, 83% of appropriations totaling $ 38?, 651, 94,
       The total cost for employer:? s contribution for F. 1. C A. to the University
   of Kentucky for the fiscal year ended June 30, 1952, was $ 55, 812, 47,  The
   cost to each fund is as follows,

   at $ 26, 429, 865, 00, I.n 1952-53 the appraisal value is $ 26, 114,466. 00,  The
   total premiums paid during 19 5 1-52 were $ 58, 289.f 76,  We have been billed
   by the Department of Insurance for the fiscal, year 1952=53 for premiums of
   $ 66, 234, 10,  it will be noted 'hat: 1he total appraisal value of University
   property is less than the preceding year? yet '.De insurance premium for the
   current year will cost approximately $ 8, 000, 00 more,  We have asked for
   further information on rate structure.

    Members of the Board being advised, upon motion duly made, seconded and
carried, the report was authorized received and made of record.



    B. Annual Report of the Comptroller.

    The Comptroller submitted to each member of the Board of Trustees copy
of the Annual Report of the Comptroller for the year ended June 30, 1952, and
pointed out some of the high lights of its contents.  Time was not taken to ex-
amine the report carefully, but members of the Board were urged to take the
report and read it.

    Upon motion duly made, seconded and carried, the annual report of the
Comptroller was authorized received and filed.



    C. Contract for the Operation of the Campus Book Store,

    A contract between the University of Kentucky and James E. Morris for the
operation of the Campus Book Store for a two-year period beginning January 1,
1953, was read to the Board, with recommendation that the contract be approved
and authorized executed on behalf of the University.  The Comptroller read an
analysis of the contract, and members of the Board of Trustees being advised,
upon motion duly made, seconded and carried, the contract was authorized ap-
proved and executed on behalf of the University.



    D. Report on Conditions Relating to Life and Fire Hazards,

    The Comptroller read an analysis on a report of conditions relating to life
and fire hazards, University of Kentucky, including recommendations for im-
provements, as follows:

         Mr. Farris and the writer have studied the report referred to in
    above caption, and we have reached the following conclusions.

         This report was made by the Kentucky Inspection Bureau, managed
    by Mr. G. H. Parker, Louisville, Kentucky.  The Kentucky Inspection
    Bureau is a kind of private enterprise financed by the combined insurance
    companies for the purpose of making such reports and establishing fire
    insurance rates for the fire insurance companies.  We presume that this
    work is done on a fee basis.

     The report contains a great deal of historical data-a sort of analysis
of the hazards and safety conditions within each building and recommendations
for the improvement of conditions.

     The report consists of 243 mimeographed pages.  Many of the recom-
mendations are desirable and the report is a good document to have for various
purposes.  Many of the recommendations contained in the report from our
viewpoint seem to be impractical, and a number are based upon misunder-
standings or misstatements of the actual facts.  Many of the recommendations
are standard practices and are being carried out generally, although with
the usual human errors to be expected, occasional lapses occur.  To illustrate,
if the inspector noticed the lids off of trash cans he seems to have assumed
that they are always off, which is not the case.

    The report does not differentiate between the personal recommendations
of the inspector and recommendations necessary to comply with building codes;
and, we do not feel that we should make any particular effort to comply with
recommendations that call for construction in excess of building code re-
quirements.  To illustrate, the report recommends that we enclose the stair-
way leading from the green room in the Fine Arts Building to the stage
floor. This is not required by the building code.

    The report in various places states that "oil mops, impregnated with
floor oil having a hazard comparable to kerosene are stored in the janitors'
rooms in the various buildings".  This is a misstatement of fact. For the
past five years we have used floor oils to comply with the regulations of
the underwriters laboratories.

    We believe and recommend that the University, Division of Maintenance
and Operations, install hand rails on stairways at present without hand rails,
as recommended in the report.  We also recommend the installation of anti-
slip material on stair treads that are worn, the re-arrangement and alloca-
tion of fire extinguishers to meet code requirements, furnishing of suitable
waste cans for oily waste, proper containers for inflammable liquids and
covered galvanized cans for trash storage, and installation of exit signs
where present wiring of buildings will permit.

    We are unable to agree with the recommendation for the use of panic hard-
ware on all exit openings. The very best panic hardware is difficult to keep
in adjustment and consequently creates a hazard as to improper access to a
building. Our buildings are opened at approximately 7 a. m. and they close
between 5 and 5:30 p. m. , except, of course, for special events.  Under
these circumstances the buildings are always opened when they are occupied.
Panic hardware makes it almost impossible to keep a building locked as per-
sons going out in effect re-open the building and sometimes intentionally
leave it open.

    We do not recommend compliance in the building of a fire wall in the
attic of the alumni gymnasium, which wouldinvolve the installation of heavier
roof trusses. We agree that such a fire wall would tend to improve fire
hazards, but we do not believe that the condition justifies the alterations and
costs involved.

          Architects employed by the University have been uniformly careful
    in the preparation of plans and specifications to comply with f ire code re-
    quirements. The report states that the exits in the Coliseum do not com-
    ply with these codes; nevertheless, the plans were submitted to the State
    Fire Marshal' s Office and were approved.

          Many difficult details were worked out by the architects in the design
    of the Fine Arts Building. The architect made several trips to Louisville
    in this connection and finally achieved a solution to all problems fully agreed
    to by the proper authority. Nevertheless, four years later this report
    lists twenty-five assorted items, most of which. were cleared with the Fire
    Marshall s Office before the job was advertised for bids. Among these items
    is the suggestion that it would be very desirable if seats other than loose
    chairs were used in the instrument rehearsal room.  This seems impractical
    from the standpoint of educational procedure as the staff could not make many
    experimental arrangements of orchestra seating with fixed seating; and, the
    simple fact remains that a piccolo player takes up less room than a trombone
    player.

          The report recommends insl;allation of sprinkler systems in 16
    buildings on the campus, enclosures of stairways in 41 buildings, panic
    hardware on the openings of 25 buildings9 alterations in exit doors in 38
    buildings, fire escapes on 8 buildings, alterations and changes in the venti-
    lating systems in 11 buildings, and the installation of manual or automatic
    fire alarm systems in 40 buildings.  There are many other recommendations
    concerning exit signs, emergency lighting systems, building structural
    changes, and miscellaneous improvements.

         Compliance with many recommendations of shis report would change
    the interior arrangements of a number of buildings and undoubtedly would
    interfere with the interior neatness, utility, human circulation, and the
    ventilation of the individual floors to such an extent as to require the services
    of a competent architect.  The installation of sprinkler systems, fire escapes,
    and fire alarm systems might well .equi.re architectural or engineering serf
    vices.  These changes, installations, and alterations of existing structures
    are non-recurring items, which will cost approximately $ 500, 000. 00.

         We, therefore, recommend that the report be referred to the State
    Property and Buildings Commission for further study and consideration
    and that the University proceed as rapidly as possible with the compliance
    of those recommendations above accepted as being necessary and for which
    necessary funds may be available.

    E. Election of Alumni.

    The Secretary of the Board of Trustees reported the results of the election
by the alumni of the University of Kentucky.  The following eligible persons

    F. Resolution--Men' s Dormitory Revenue Bonds,

    President Donovan explained that the Executive Committee of the Board of
Trustees, at its meeting on July 18, 1952, approved and authorized the execu-
tion of a loan agreement with the United States of America, and that the Execu-
tive Committee, at its meeting on November 7, 1952, adopted a resolution
authorizing and providing for the issuance and sale of men? s dormitory revenue
bonds.

   He further stated that, since this agreement is with the Federal Government
and involves the authorization, issuance and sale of dormitory revenue bonds,
the attorneys involved had requested another resolution of the Board of Trustees
