 FOREWORD

A review of the accreditation of elementary schools of the
state for the school year 1966—67 indicates major progress is being:
made in many areas of elementary education.

Progress in the various areas reflects the concern that personnel
of elementary schools have for meeting the individual needs of
children. The importance of these concerns is shown by improve-
ment in the following areas:

\i/Expansion of. curriculum offerings
fluerease of experimental programs
.V/Greater variety of teaching procedures and techniques

JThc use of various teaching aids in quantity and quality which
reached an all time high during this past year

Elementary sehools with eight or more teachers are classified
as Extended, Standard, Provisional, or Approved. Appropriate
standards and criteria adopted by the State Board of Education
are written into regulations for accrediting: the elementary schools.

' You will note that there are still relatively few schools classi—
fied as Extended but you will also observe a gradual increase in
the number of Standard schools and a slight decrease in the number
of Provisional schools.

I trust this bulletin will, be helpful to both elementary school
nersonnel and others striving for a qualitative elementary SChOOl
tor each child in Kentucky.

 ELEMENTARY SCHOOLS FOR THE
SCHOOL YEAR 1966-67

There were 1028 elementary schools accredited by the State
Board of Education during the school year 1966-67. Of this number
655 were under the control of the county school districts and 233
were. under the control of the independent districts. Seventeen (17)
were State, Federal, or Regional schools and 123 were private
schools. As will be seen, there was a variety of organizations ac-
cording to the grades included in the type of organization. By far,
the greatest number of organizations conform to a 1—8 type of
organization or a 1-6 organization. Of these .346 were organizations
offering a program from one through the eighth grade and 276
offered a program from one to six grades making a total of 8‘22
schools out of 1028.

Table I below shows the number of accrmlited elementary
schools classified according to the type of control for six years from
1061—67.

The total number of elementary schools operating in Kentucky
including all of the elementary schools of seyen teachers and below
as well as the 1028 accredited schools, numbered 1,825 schools. Of
this number, there were 329 one-teacher schools compared to 439
one-teacher schools last year. Comparison of the schools of other
sizes can be seen by study of the summary information included ill
the back of this book.

The number of pupils enrolled in the accredited elementary
schools continues to grow. This year there were, 469,381 pupils
enrolled in these schools for the year. ()1' this number 291,857 were
in the schools under the control of the county school districts. {Illll

 In all of the elementary schools, there was a total staff of
approximately 22,000 teachers, supervisors, principals, and other
special instructional personnel serving during the school year of
1966—67. Of this number 18,419 were serving in the schools of eight
or more teachers or schools accredited by the State. Board of Educa-
tion. There is indication that the professional staff is growing not
only in quantity but in quality as well. In 1965—66, 91.1 per cent of
the total staff had a Bachelor’s Degree and during the school year
of 1966-67, 91.2 per cent of the total staff had a Bachelor’s Degree.

Table IV gives the number of teachers and the percentage
having Bachelor’s Degrees of all public elementary school personnel
for a sixteen year period from 1051-67. According to the animal
instructional reports. approximately 22,000 elementary teachers
were assigned to the public, private. and parochial schools of the
state.

teachers and below, have decreased in 1111111l1er from 616 to 569
during the eight-year period while the schools of 17 teachers and
above have inereased from 248 to 459.

l‘he trend in the development of the elementary sehools through—
out the state is towards the larger ele111e11tary sehool unit in order
to make it praetieal to offer an effeetive program of edueation.
