PREFACE
This concluding volume of the Vermont series of The_lnyentopy_gf
Federal Agghiye§“ingjggL§t§t§§ is published by the Historical Records
Survey—of Vermont, but is the product of the Survey of Federal Archives ‘3
of Vermont, of which Mr. Frank R. Mcserve has been supervisor. Fnom .
January 1, 1956 to June 30, 1957 the Survey of Federal Archives operated
as a nation wide project of the works Progress Administration. In Ver-
mont the work of the Survey ves under the direction of Judge Edward K.
- Gould, Regional Director for Maine, New Hampshire, and Vermont, with Mrs.
Ella C. Newman as his assistant, and with Mr. Phillip Griffin as Super-
' visor in Vermont from its inception until June 30, 1957. From July 1, '
1957 to December 51, 1940 this Survey continued in Vermont as a state
project of the R.P.A. With its work practically complete and with its
staff greatly reduced, on January 1, 1941 the Survey of Federal Archives
of Vermont was merged with the Historical Records Survey of Vermont. hr.
Meserve has continued in-charge of the work on Federal Archives, which has
' operated as a branch of the State Survey, and to him goes the credit for
this volume. The actual work of publication has been done by the mimeo— 3
graphing staff of the Historical Records Survey of Vermont.
The plan for the organization of the Inventory was as follows: ‘
Series I consists of reports on the administration of the Survey, ac-
knowledgments, and general discussions of the location, condition, and ,
content of federal archives in the states. Succeeding series contain
the detailed information secured by workers of the Survey, in inventory
form, a separate series number being assigned to each of the executive
departments (except the Department of State) and other major units of
the Federal Government. Within each series No. l is a general intro- 3
duotion to the field organization and records of the governmental agency
concerned; the succeeding numbers contain the inventory proper, separate
numbers being assigned to each state in alphabetical order. Thus, in
each series, the inventory for Alabama is No. 2, that for Arizona No. 3;
~ Vermont is No. 44.
_ For each local office information regarding each series, or unit of 3
related records, is presented in the following order: title, inclusive
dates ("to date" indicating an open file at the time the information was -
secured), general description of informational content, description of
. the system of filing or indexing (if any), a statement of frequency and
,“ purpose of use, form of the record itself (bound volumes, sheets in '
folders, otc.), linear footage, description of the containers, physical
condition of the records (not stated if satisfactory), location by room
number or other identifying information, and finally, the number of the
Form 588A on which this information was originally recorded by a Survey
J worker and from which it was abstracted for the Inventory. This form is
} on file in The National Archives. When it contains substantial informa-
f tion on addenda sheets which has not been included in the mimcographcd
abstract, indication of this is given by use of the reference "Soc
addenda."

THE EMERGENCY CONSERVATION WORK
EETRODUCTION

Established under the act of Perch 51, 1953 to conserve and develop nat-
ural resources in conjunction with the rehabilitation and emergency employ-
ment of needy citizens through the performance of such useful public work.
With the enactment of legislation in June, 1957 the Civilian Conservation
Corps succeeded this agency, and the Chief of Finance, th Department, was
designated to conduct its fiscal affairs. Upon inauguration of the extensive

‘ Flood Control Program in the Winooski Valley, the original Vermont CCC Dis—
trict, established May 1, 1953, was reorganized es of May 30, 1933 into two
separate districts, the Sixth CCC District being assigned the Flood Control
Operations, and the Second CCC District the remaining Forest and Pork Develop—
ments.

The agency known as Emergency Conservation work established by Executive
Order No. 6101 on April 5, 1933, under the not of March 31, 1953, was succeod~
ed by the Civilian Conseertion Corps, created by set of Congress approved
June 28, 1937. For purposes of our Survey, these agencies are consolidated,
as all ECW records surveyed in Vermont were in custody of an identified with
the CCC. Objectives of this organization are to provide employment and voca— -
tional training for youthful citizens, and to a limited extent for Whr Veter—
ans, through useful public work in developing and conserving the natural re-
sources of the United States. The men selected by the Department of Labor
and the Veterans' Administration, are under the jurisdiction of the War De-
partment, with the cooperation and technical assistance of the Departments of
the Interior and Agriculture.

SECOND DISTRICT,flElVILlAN_CCNSEEVATIOH CORDS
FOREST AND PARK DEVELOPMENT WORK

The work undertaken by the Second CCC District embodied a pregrem.of
forest improvement, park and recreational developments, on a scale never be-
fore undertaken in Vermont; Carried on under the sponsorship and technical
supervision of the Department of the Interior (National Perk Service), and
the Department of Agriculture Forest Service (Green Mountain National Forest,
and the New England Forest Emergency Project). The work program thus falls
into three principal groups; the State Park developments; the National Forest
developments; and the State Forest pest control, and fire hazard reduction
programs which were extended to privately-owned lends.

In the aggregate these useful developments are a monument to the indus—
try snd discipline of the Civilian Conservation Corps and to the ability and
leadership of its supervisors. The opportunity for employment rehabilitation ’
under healthful surroundings and the training in new pursuits and cooperatitc

' effort fully justify the existence of these camps; in addition, the conserva—
tion of the forested areas and dovelopmert of the recreational resources of

the State constitute a valuable economic asset and should prove of increas-
ing utility in attracting vecationists and sports enthusiasts to this scenic
State at all seasons of the year. >

Under the jurisdiction of the National Park Service, seven principal
State Forest Park developments were undertaken in the regions of bount Ascut-
ney, Burke Mountain, Okemo Mountain, Mt. Elmore, West River, St. Albans Boy,
and Crystal Lake.

Under the Forest Service five principal National Forest CCC Camps were
established, viz., Peru, Danby, Ripton, West River, and Rochester. Three of
these Camps (Peru, Danby, and Ripton) are no longer operating, the Ripton
Camp in the northern district of Green Mountain National Forest having been
built in the fall of 1935 when a tremendous increase in enrollment was ex-
pected but which did not materialize.

The remainder of the program under the Forest Service was carried on by
the various State and private forest CCC camps under the Forest Emergency
project with a comprehensive work program in developing forest improvement,
protection, and recreational facilities, all of great future benefit to these
areas, by opening up "Unspoiled Vermont" and making it accessible to visitors.

Owing to the limited period of Survey, the records of certain CCC con-
psnies which operated before or since that time were not available. These
included CCC Company 199 at Downer State Forest, Sharon, Vt., disbanded in
October, 1935; 000 Company 392 at Aitken State Forest, Rutlend, Vt., trans—
ferred to New Hampshire in May, 1954, and eleven other companies disbanded
or transferred from the Second District prior to our Survey,

Reports from Vermont CCC units were made periodically to Corps Ares
Headquarters at Boston. (With the subsequent elimination of District Head-
quarters, rocords were transferred and administration consolidated at First
Corps Area Headquarters, U. S. Army Base, Boston, Mass.)

In organizing the Inventory of records surveyed covering the various
projects and 000 companies, arrangements are in alphabetical sequence by
townships, showing administrative and functional records for each, chrono-
logically within huildings. All records are filed in accordance with the
Whr Department Correspondence File.
