the great improvement. taking place in the, area of elementary edlr
ration. The progress is remarkable and 1 want to commend highly
allot those who have Worked to bring about this progress.

Elclltt‘lllal‘)’ schools of eight or more teachers are classified in
relation to a STANDARD SClltlltlli Appropriate standards and
criteria are written into the, regulations for accrediting elementary
St'lltmlS adopted by the State Board of Education. It is significant
to note the number of schools acl’iicving the standard rating com-
pared with the number last, year and the gradual increase in this
number for the t'ive~year period since 1960. Yet with this progress
much remains to he done. ’l‘heret'ore, I want to impress on all per—
tonnel engaged in the improvement of elementary education to
ltl‘mfeed fm'ward toward, not only meeting- the minimum require—
Int'nts for a standard school, but to go far beyond to a high quality

ELEMENTARY SCHOOLS FOR THE
SCHOOL YEAR 1964-65

There were 1,004 elementary schools accredited by the State
Board of Education during the school year 196165. Of this num-
ber 6323 were under the control of the county school districts and
236 were under the control of the independent districts. Seventeen
(17) were State, Federal, or Regional schools and 118 were private
schools. As will be seen, there was a variety of organizations ac-
cording to the grades included in the type of organization. By far,
the greatest number of organizations conform to a 1-8 type of
organization or a 1—6 organization. Of these 565 were organizations
offering a program from one through the eighth grade and 312
offered a program from one to six grades making a total of 877
schools out of 1,004.

Table 1 below shows the number of accredited elementary
schools classified according to the type of control for five years
from 1960—65.

The total number of elementary schools operating in Kentucky
including all of the elementary schools of seven teachers and below
as well as the 1,004 accredited schools, numbered 2,183 Schools. Of
this number, there were 563 one-teacher sehools compared t0 704
one—teacher schools last year. Comparison of the schools of other
sizes can be seen by study of the summary information included in
the back of this book.

The number of pupils enrolled in the accredited elementary
schools continues to grow. This year there were 442,697 pupils 911‘
rolled in these schools for the year. Of this number 271,789 were
in the schools under the control of the county school districts, and

ln all of the elementary sehools there was a total staff: of 16.995
teaehers, supervisors, principals. and other speeial instrnetional
personnel serving during the sehool year of 1964-65. Of this number
l6,235 or approximately 95 per eent were serVing in the schools of
eight or more teaehers or schools aeeredited by the State Board of
Edneation There is indication that the professional staff is growing
not. only in quantity but. in quality as well. During the school year
of 1964—63, 88 per eent ot' the total staff had a quality of training
of a l'lat'lhelor’s Degree plus ltilyg semester hours. This was an
inerease ot' -t per eent over the previous year and over 2‘5 per eent
in tire years From 1060131 to 1964-65.
