     Minutes of Meeting of the Executive Committee of the Universi-
ty of Kentucky, February 2), 1933,


     The Executive Committee of the Board of Trustees of the Uni-
versity of Kentucky met in President McVey's office at the Univer-
sity of Kentucky, February 2; 1933, at 10:30 a.m    The mem.ibers
of the Committee present were James Park, who acted as Chairman,
and Joe B. Andrews.   President Frank L. McVey and Secretary D, H.
Peak were also present.

     1. Financial Report.

     The financial report for January was received and ordered to
be recorded in the Minutes.   It reads as follows:

     2. Statement of Budget, 1933-1934.

     President McVey presented a statement of estimated income
and expenditures for the year 1933-34 (the latter as suggested
by deans and heads of departments).   The statement was presented
for discussion and suggestions, sending submission of budget to
the Board of Trustees.

     3. Patterson Estate Indebtedness and Becuest.

     A resolution was offered and passed authorizing the proper
receipt to be made by the University of Kentucky to the Security
Trust ComDany for transfer of the Patterson Bequest for benefit
of the Student Loan Fund., and the execution of an agreement with
the Student Loan Fund Committee, in regard to handling the fund
and interest thereon.

     4. Nominations of Board of Trustees Members.

     President HcVey stated that he had received notice of appoint-
ment of following as members of Board of Trustees of the Universi-
ty of Kentucky:

              C. 0. Graves, Georgetown -- 1938
              Miller Holland, Owensboro -- 1938
              G., '. Wells, Paintsville  - 1938
              E. 0. Robinson, Fort Thomas -- 1934
              Dr. George Wilson, Lexington -- 1938

     5. Report of Athletic Council.

     President McVey presented, a report of the Athletic Council
on its investigation of certain recommendations made December 15,
1932, by a committee of students purporting to represent a con-
siderable percentage of the studenLt body.   The investigation was
.gade at the instance of President MIoey.   The action of President
HIcVey and the report of the Athlintic Council were approved.

     6. Patterson Hall Board Rates Reeduced.

     The Dean of Women, through President M.IcVey, presented the
following recommendations:

          A reduction of ten per cent in the summer school
     rates, and a. reduction of five dollars a quarter for
     the regular session.    Our fees now are as follows:
     Rooms during the summer session range in price from
     :.,2.50 to 'p.i3.00 a week, with several rooms at %2*Q0.

    For the regular session, room and board is ;.?280 a year,
    payable in four instalments of ''70 each.  Under the
    recommended schedule, the rates for summer school would
    range from ,2.25 to '?2,70 a week and during the regular
    session room and board would. be ;.260 a year or 'v65 a
    quarter.   If this arrangement is approved, the new
    scale of rates will go into effect at the beginning of
    this coming summer session.


The recommendations were approved.

     7. Required Residence in Men's Halls.

     The question of requiring residence of freshmen in Men's Halls
was discussed, and President McVey was authorized to collect data
relative to the advisability of such requirement and to report at
a future meeting of the Executive Committee.

     8 Sale of State Warrants.

     The following report of the Business Agent of the sale of

     11. County Agents and riscal Courts.

     In a letter to Preside-nt MicVey, Dean Cooper referred. to the
decision of the Court of Appeals in the action of Russell County
Fiscal Court et al, appellants, agaixnst- Russell County, appellee.
This discussion upheld the Circuit Court of Russell County in
declaring the fixing of the salary of County Agent, M. H. Sasser,
by the fiscal court invalid and illegal, because, at that ti-me,
the debt of Russell County was in excess of the funds available
to pay that debt,   Dean Cooper stated that similar cases will
probably come up in other counties, anbl that it is important to
the future of cooperative work that the questions involved should
be fully determined anid at least thlat cooperative extension work
should not be placed in a different position from that of other
expenditures in counties now in debt.

     l2i Travel Expense of Jountv Agents.

     The following commr.unication from Dean Cooper was presented
by President McVey:

     of Trustees, permitting the Experiment Station to enter
     into a contract with Messrs. Jonas and Herschel Xffeil for
     the feeding of 20 steers for experimental purposes, the
     steers to be furnished by iMessrs, Jonas and Herschel Weil
     at no cost to the institution,

of easement for road to Breathitt County which see-ims to
be satisfactory.

The easement is in words and figures as follows:


     THIS GRANT OF EASEMENT, made this, the 11th day of
February, 1933, by and between the University of Kentucky,
Grantor, and Breathitt County, Grantee, WITNESSETH:- That
for and in consideration of the covenants and agreements
hereinafter set forth, to be perforrmed. by the said Grantee,
the Grantor hereby grants to the Grantee the permission
to use as a highway, that certain strip of land 30 feet
wide and being the same strip formerly occupied by the
narrow gauge railroad of The 1.Iobray and Robinson Conpany,
and beginning at the property line of Sylvania Campbell
and extending thru the lands of the Grantor to the State
Highway at quicksand, Ky., upon the following terms and
conditions: -

     1, The Grantee to furnish all wire and posts and
        to build at its ovwn expense, all fencing neces-
        sary to fence said strip of land on both sides;
        said fence to be constructed with 48 inch Farm
        Fencing 7Tire and under the direction and super-
        vision of a foreman selected by Grantor,

     2. The Grantee shall maintain and keep in repair all
        of said fence during the period said land is used
        as a hi ghway.

     3. This easement is granted for the sole purpose and
        use of said strip of land as a public Toad, it be-
        ing expressly understood theat failure of the Grantee
        to keep and perform any of the stipulations or agree-
        ments hereinabove set forth or to use the same as a
        public highway shall automiiiatically terminate all
        rights to said easement herein granted.

ginia Avenue were continued.

the easerient prepared by Dean rvans, granting right to Z. Mt. Joh'n-
son to tap sewer on 7.Thshingtoxi Avenue, was executed by R. C. Stoll,

     18. Appointments, Leaves of Absencej Resignations, Continla-
tions.

     a. Appointments

     Robert Allen, instructor in cello, for second semester, 1932-
1933.   Compensation to be part from fees collected from his work.

     b. Leaves of Absence

     Enoch Grehan, granted leave of absence for last week of Feb-
ruary and three weeks in March,    A substitute approved by Dean
Boyd anid President MoVey, and paid by Mr. Grehan, is to take care
of his work.

     c. Resignations

     Roy Jarman, instructor in voice, resigned in order to take
further study in his work, effective January 31, 1933.

     Margaret X. Ratliff, assistan.lt in Department of Psychology.
She has accepted a position in the Psychology Department of West-
ern Kentucky state Teachers College, effective January 31, 1933.

     IV. J. Ashbrook, county agent of Butler County, effective
February 1, 1933.

     Wesley Brooks, field agent in Cream Grading, effective Feb-
ruary 15, 193,    Resigned to accept position with a commercial
