    The Board of Trustees of the Agricultural and Mechanical
College of Kentucky met in regular session in the President's
room in the College Building at 10 A. M. June 4, 1895.

   Present:      Messrs.    Buell
                             Bird
                             Clardy
                             Flourmay
                             Gathright
                             Hindman
                             Hines
                             James
                             Peak
                             Riddell
                             Dr. Spurr
                             R. A. Spurr

     The meeting was called to order by Dr. Spurr, who was re-
elected Chairman.

     The roll was called, and the chairman announced a
quorum.



     On motion ordered that the reading of the minutes of
the last meeting be passed for the present.



     Mr. Gathright offered the following resolution.

        " That the Secretary, Business Agent, Treasurer
Executive Committee, and Board of Control, be elected, that
the reports of Committees be read without action thereon,
and that, when the Board adjourns, it adjourn to meet on
a future day, such that the President of the College
may be present."

                  Carried.



     The following were elected by ballot: viz.

     Mr. Gathright, Chairman of the standing committee on
the Presidents report submitted the following: viz.

                             Lexington, Ky. June 4, 1895

To the

     Board of Trustees of the Agricultural and Mechanical
College of Kentucky.

     Gentlemen:

          Your committee on " The Presidents report " beg
     to submit the following as its report: viz.


          The committee met at 8 O'clock P. M . June 3rd at
     the Phoenix Hotel all the members present, and after a
     careful reading and consideration of the report, are
     of the unanimous opinion that the Board and the State
     are to be congratulated upon the evidences of favor with
     which the College is meeting in all sections of the
     State. Certainly, the increase in the number of
     matriculates, is especially encouraging when the
     financial condition of the country during the past
     year is taken into account. The general management of
     the college seems to have been good, but some special
     matters need attention and the attention of the proper
     committees is called to the following matters: viz.

    The Committee on"Internal Expansion"' to the meager
returns from the Department of Civil Engineering. Although
under a thoroughly competent Professor the matriculates in
this Department seem out of proportion to either the impor-
tance of this branch of science or to the efficiency of the
Professor in charge.



     The Veterinary Department, we learn, has received the
attention of the Committee on salaries.



     The " Military Committee " to the need of discipline
in the dormitories, and upon the college grounds.



     The " Committee on Internal Expansion 1' to the propriety
of converting the new Dormitory into apartments for the
Academy and Normal Department.



     Your committee further recommend the approval, of the
following suggestions by the President in his report: viz.

     1st. The appropriation of $5000 for the enlargement
and equipment of the Mechanical Engineering Department,
$3000 for buildings and $2000 for equipment. In this enlarge-
ment and equipment special regard should be had for Electrical
Engineering.

     2nd. The election of Prof. Paul Wernicke to a full
Professorship with a salary of $1500 per year and that his
be the Department of Modern Languages.

     3rd. The the President, and in his absence those
acting in his stead, be given the authority over the
dormitories and other buildings of the college and the college
grounds contemplated in the following resolution: viz.



     That the Board of Trustees hereby give President James
K. Patterson all necessary power and authority to eject from
the Dormitories and grounds of the college any refractory
or lawless student or other person whose presence either
in the Dormitory or  on the grounds may be prejudicial to
the discipline and good morals of the college.

     4th. That certificates of free tuition be made out and
signed by the President or Chairman of the Board and pre-
sented to each of the graduates of the Louisville Manuel
Training School at the annual commencement of that school
this year, in accord with the former action of the Board in
offering free tuition to those graduates.


     5th. That the President be authorized to visit the
High Schools at Williamsburg, Henderson and Covington, and
in the name of this Board offer free tuition to such of the
graduates of these schools next year as shall be able to enter
the Freshman class of the college.


     6th. That it shall be the duty of every member of the
faculty to be present at the Chapel services every morning
and that the President shall report each month to the
Executive Committee the name of each member absent and the
date thereof and that the members of the faculty be notified
that a failure to be present at Chapel service will be re-
garded by the Board as much a dereliction and neglect of
duty as absence fvom their classes.


     It is further recommended that it be made the duty of
each member of the faculty to in turn conduct the Chapel
services; viz. Reading of the Holy Scriptures and leading,
or securing some one in his stead to lead in prayer.


     7th. That it be made the duty of the head of each
Department to report to the President fully upon his Depart-
ment before the close of each collegiate year, and that the
Professors and others having classes in charge shall send
to the President their reports of class examinations and
averages for the first term within one week after the
close of the term, and far the entire year within one week of
the close of the collegiate year, and that it shall be the
duty of the Deans of the courses of study to see that reports
of students matriculated under their supervision be sent to
parents or guardians within ten days of the close of the
collegiate year.

    8th. That the President be authorized by and with the
advice and consent of the Executive Committee to provide
in whole or in part for any Department of the College when-
ever it becomes necessary so to do.

     On motion ordered that recommendation No. 4, (which
relates to free tuition to students of Louisville Manual
Training School) of the foregoing report be approved.



     The chairman called upon the committee on Finance for
its report, but the committee was not ready to report.



     The committee on appropriations reported that it had not
had- time to considered the list of requisitions which the
President had submitted through the Executive Committee to
the Board of Trustees.



     The chairman of the committee on Buildings and Grounds
reported: ' not ready to submit its report."



     The chairman of the committee on the Experiment
Station reported that the Committee would submit its report
in the afternoon.

" To the

     Board of Trustees of the Agricultural and Mechanical
College of Kentucky.

Gentlemen:

    Your committee on salaries beg to report that at the
annual meeting one year ago a special committee was appointed
which thoroughly investigated and reported upon tbe salaries
of the President, Professors, Assistants and other employes
of the College, which has left but little for this
committee to do.


     The committee met at the Phoenix Hotel in this city
and after examining the reports of the various heads of
Departments and making as thorough comparison as it was practi-
cable to make, of the respective duties and compensation of
the various persons employed by the college, find no reason
for making any changes except in the following: all of
which is submitted for your consideration: viz.

          1st. That salary of Prof. J. H. Wells be increased
     from $1000 to 1250 per annum.


          2nd. That the salary of Instructor J. R. Johnson
     be increased from $500, to $750, per annum.


          3rd. That Prof. Paul 'Wernicke be elected to the
     regular professorship as Professor of Modern Languages
     at a salary of $1500 per annum under the rule
     adopted in 1893.


          4th. With reference to the Department of
     Veterinary Science, that they have examined the last
     report of Professor S. E. Bennett, and considered care-
     fully everything connected with that Department, and
     beg to report that in their judgment it would be
     advisable in view of all the facts to suspend the
     operation of that Department. It would seem that a
     school such as this would not be complete without a
     Veterinary Department, but after an experience of four
     years with an excellent man well and fully qualified in
     every way to make that Department a success, it seems not
     to be appreciated

    by the people and that the patronage is so limited
    that it is deemed advisable to take the step suggested
    and report in favor of the suspension of the
    Department.

     On motion ordered that so much of the foregoing
report as relates to Prof. Paul Wernicke be considered at
once.



     Prof. Wernicke was then unanimously elected by
ballot to be Professor of Modern Languages, in accordance
with recommendation No. 3, of the foregoing report.



     Mr. Hindman, Chairman of the Committee on " Internal
Expansion " requested more time in which to prepare his
report.



     The committee on Yilitary Instruction and College
Discipline also asked for more time in which to consider
the subjects and questions referred to it.



     The Chairman of the Executive Committee presented
to the Board of Trustees the following: viz.

you to the Board of Trustees of the A. & M. College of

      On motion the foregoing schedule was referred to
the committee on appropriations.



      Vice-President Shackleford submitted to the Board of
Trustees the following: viz.

      At a meeting of the Faculty held Jan. 12, 1895, It
was resolved, on motion of Prof. Miller, to bring to the
notice of the Board of Trustees, for their consideration a
report adopted at a meeting June 1, 1894.

      The report is as follows:

           Your committee appointed to consider the matter
      of holding local examinations in Summer for entrance
      to the State College in the Fall, report favorably
      in regard to the plan and recommend that a beginning
      be made this year by writing to each of the County
      Superintendents of the State, and to the Principal
      of each leading High School and private school in
      districts somewhat remote from Lexington, asking
      whether an opportunity to try such an entrance exami-
      nation would be appreciated by any considerable number
      of pupils, say as many as five, in his locality.

           We further recommend that acting in accordance
      with these replies, questions be prepared here and
      sent out under the charge of a member of the Faculty
      (or in some cases of a trusted alumnus) and that he
      conduct the examination, returning the papers to
      Lexington for examination by the properly constituted
      Committee of the Paculty.

     We have reason to believe that If the County
     Superintendents can be led to co-operate with us in
     this matter, a building will readily available for
     purposes of holding examinations, and that any
     additional expense occasioned will be more than
     compensated for by the opportunity it will afford of
     bringing members of the Faculty face to face with
     people of the State.

Internal Expansion.



      At a meeting of the faculty held April 6, 1895.


      On motion of Prof. R. N. Roark it was resolved to
memorialize the Board of Trustees to substitute   the centi-
grade system of marking for the one in present use in the
college, and that Prof. W. K. Patterson's scale of merits
and demerits be made to conform therewith, as nearly as
practicable. It was also resolved to put into immediate
effect, under the present system of marking, the above
mentioned scale of merits and demerits. The scale is
herewith submitted for endorsement.

      At a meeting of the Faculty on January 12, 1895,
The resolutions herewith presented were adopted, and on motion
the Secretary of the faculty was directed to transmit a
copy to the Board of Trustees for their action.


      I. The subjects pursued by each applicant shall
          consist of a major study, selected by the applicant
          and one or two minor studies, assigned by the
          Faculty: and shall cover a period of not less
          than one year for resident work or two years
          for non - resident work.

     II. The candidate must, at least thirty-days before
          the close of our collegiate year, satisfy the
          Faculty as to his proficiency in all studies
          assigned him by the Faculty and selected by
          him, and at the same time he must also present
          a satisfactory thesis on his major subject or
          some part thereof, said thesis to be the
          property of the college.

III If the candidate be an alumnus of another
     institution of learning, he must present satis-
     factory evidence that he has completed a course of
     study for his first degree equivalent to that pur-
     sued by our own students for the same degree; but
     such an alumnus must matriculate in the college
     and do resident work under the direct supervision
     of the Faculty for at least one year.

IV. For the degree of Master of Agriculture (M-Agr.)
     the candidate may select as his major study either
     Agricultural Chemistry, Horticulture, Entomology,
     Economic Botany, Veterinary Science. His minors
     will be assigned from the following: -
     Agricultural Chemistry, Horticulture, Entomology,
     Zoology, Geology, Botany, Vertinary Science.

     For the degree of Mechanical Engineer (M.E.) the
     candidate may select as his major study, either
     Steam Engineering, Electrical Engineering, Chemical
     Engineering, Experimental Engineering, Machine
     Designing. His minors will be assigned from the
     following: - Steam Engineering, Electrical
     Engineering, Chemical Engineering, Experimental
     Engineering, Machine Designing, Mechanical Labora-
     tory work. Mathematics, Physics, Chemistry, Mental
     Science, Political Science, English Literature,
     Modern Languages.

     For the degree of Master of Science (M. S.) the
     candidate may select as his major study either
     Chemistry, Biology, Geology, Mathematics, or
     Physics. His minors will be assigned from the
     following: - Biology, Chemistry, Geology,
     Mathematics, Physics, English Literature, History,
     Political Science, Mental Science, French,
     German.

     For the degree of Civil Engineer (C. E. ) the
     candidate may select as his major study either
     Railways; Structures; Regimen of Steam, Canals,
     and Water Power; Municipal Engineering; Mining
     Engineering; Sanitation, Topographical, Geodetic,
     and Hydrographic Surveys; Architectural
     Engineering.

         His minors will be assigned from the following: -
         Mathematics, Astronomy, Mechanical Engineering,
         Geology, Chemistry, Physics, Political Economy,
         English Literature, French, German.

         For the degree of Master of Arts (M. A.) the
         candidate may select as his major study either
         Latin, Greek, English, History, Mental Science, or
         Modern Languages. His minors will be assigned from
         the following: - Latin, Greek, English, Mathematics,
         History, Mental Science, Political Science.

      V. Any subject not included in the foregoing list
          of minors may be assigned to the applicant for
          a post-graduate degree at the request of the
          applicant, with the consent of the Faculty
          controlling the assignment.


      The foregoing transcript was received and referred to
a special committee composed of Messrs. Buell, Hindman and
Hines. - See page 42.



      On motion ordered that authority be given to the
President to confer upon the following students the degrees

     On motion of Mr. Gathright ordered that the Finance
Committee be instructed to settle with the Treasurer,
examine his bond, and report to the Board at the
afternoon session.


      On motion ordered that a committee be appointed to
draft resolutions of respect to W. A. Patterson.

     Whereupon the chair appointed the following as a
committee Viz:

      On motion of Mr. Hindman ordered that Mr. Flourmay

      The minutes of the last meeting of the Board of
Trustees were read and approved.



      On motion ordered that the Rules for the government
of the meetings of the Board and the guidance of the
Executive Committee, which were adopted by the Board at the
meeting in December 18949 be printed for the use of the
members of the Board of Trustees.



      Mr. R. A. Spurr, Chairman of the Connittee on
Finance submitted the following report.

      " Your Committee on Finance beg to submit the
      following report. We have examined the books, and
      vouchers of the Treasurer and Business Agent and find
      them correct. The Treasurer has executed the
      following bond."

                         " Lexington, Ky., June 4, 1895.

      We R. S. Bullock   principal and Squire Bassett and
      J. W. Appleton his sureties, all of Fayette Co.
      Kentucky do hereby covenant to and with the Common-
      wealth of Kentucky  that the said R. S. Bullock,
      Treasurer of the A. & M. College, shall faithfully
      perform all the duties of said office and that he
      will pay over all moneys that shall come into his
      hands to his successor in office or to such person
      or persons as may be lawfully entitled to receive
      the same. Witness our hands, date above written."

     On motion the foregoing report was received and
adopted.



     Dr. Clardy, Chairman of the Committee on the Experiment
Station reported as follows: viz.

                         'I Lexington, Ky. June 4, 1895.

     To the Board of Trustees of the A. and M. College of
     Kentucky.

     Your Committee on the Experiment Station submit the
     following Report. An examination of the Grounds,
     Buildings etc. shows careful and judicious
     management.

     New Buildings have been put up to take the place of
     those destroyed by fire. The insurance collected on
     the old buildings serving to pay for the new ones,
     which while not altogether so commodious are better
     adapted to the needs of the Station. The crops on the
     Station farm show careful planting and cultivation,
     and teach some very practical and useful lessons,
     both in Agriculture and Horticulture.

     Realizing the fact that within the limited time at our
     disposal it will be impossible to give all the facts
     in connection with the varied and important lines of
     work now being prosecuted by the Station, we have
     concluded to make the Report of the Director of the
     Experiment Station a part of this report, endorsing
     the lines of work and asking the adoption of the
     recommendations made.

     Mr . Gathright off ered the f ollowing: viz .

           " Resolved that the first recommendation of the
     Committee on the President's report, viz the appropri-
     ation of $5000.00  for the enlargement and equipment
     of the Mechanical Engineering Department, 73000.00
     for buildings and $20OO.00 for equipment in this
     enlargement and equipment, special regard shall
     be had for Electrical Engineering, be and the same
     is hereby approved and the sum named appropriated
     for the purposes stated."

                  Carried.

      Mr. Flourma-y moved that the appropriations budget
which was referred to the Committee on appropriations in

     Mr. Gathright then read the various items of the budget
as presented by the Executive Committee. Many of these
items were discussed by different members of the Board.

      General Buell  moved that the budget as read be
approved.

      On motion ordered that the part of the report of the
Committee on Salaries which relates to the Veterinary
Department be and, it is hereby approved.



      Dr. Clardy read the following: viz

      To the Board of Trustees of the A. & M. College of
      Kentucky.

           Recognizing the fact that there is at least some
      doubt about the propriety of my exercising the functions
      of Trustee of the College during the time of my
      services as a member of Congress, I hereby tender
      my resignation as a Trustee of the College to take
      effect at once.  In this severing my official connect-
      ion with the College, I beg to express my earnest
      desire for its continued prosperity and success, and
      to assure the Board and Faculty of willing service
      at any time I can be of use to the College.
