“ft/ archives of lzard County, is number 33 of the nrkansas series.
'7EI The historical Records Survey program was undertaken in the winter
~3%: of 1935—56 for the purpose of providing useful employment for needy un- ‘
“fl, employed historians, lawyers, teachers, and research and clerical workers.
Eh: In carrying out this objective, the project was organized to compile in-
V5; ventories of historical materials, particularly the unpublished government ‘
f;§ documents and records which are basic in the administration of local gov -
f3 ernment, and which provide invaluable data for students of political, ~
0 ”g economic, and social history. The archival guide herewith presented is ‘
5%; intended to meet the requirements of daywto-day administration by the ‘
‘pfi officials of the county, and also the needs of lawyers, businessmen, and
{fit other citizenS'who require facts from the public records for the proper
it? conduct of their affairs. The volume is so designed that it can be used
' tfij by the historian in his research in unprinted sources in the same way he

'fif- attempt to do more than give merely a list of records-w‘thcv attempt farther
, fig: to sketch in the historical background of the county or other unit of gov-

ffi‘ town, and other lobal inventories for the entire country will, when com-
3; pleted, constitute an encyclope’ia of local government as well as a bib-
‘ ”it liography of local archives.Upyto the present time more than 1,500 Survey
_ ‘33 publications have been issued in the country as a whole.

E The Historical Records Survey was initiated in Arkansas in March
. i 1956 as a branch of the Federal Writers’ Project, In November of the
E same year_the Survey became an independent unit of Federal Project No. l,
i and functioned under Federal sponsorship until September 1, 1939. On
E September 5, 1939, the unit became State-Wide locally sponsored project
a; under the supervision of Howard H. Jacoway. Mr. Jacoway resigned on
f September 5, 1940 to become State Chief of-the Research and Records Pro- ‘
} -grams and was succeeded by Raymond Foster who has served on the super-
[ .visory staff of the.Survcy since December 1958. _ ‘
3 The Survey is sponsored in Arkansas by the College of Arts and Sci— 3
E ences of the University of Arkansas and co-sponsorcd by the county f
E judges of the State. It operates under the jurisdiction of Research ‘
§ Hand Records Programs of the Division of Community Service Programs of
E the Work Projects Administration. The Arkansas unit is under the tech—
‘ i nical and editorial supervision of the Central office in uashington, D. C. ‘

. 1 The Arkansas Survey has had as its chief objective the publication
, of county inventories, but at preSent is also making~a survey of State,
municipal, and church archives, early american imprints, manuscript de-
positories and collections, and is preparing a guidu to Arkansas news-
; papers. A list of former publications will be found on the last page of
i this volume. .
‘ The Survey is preparing a volume which will include detailed dis—
cussions of the organization, structure, and evolution of county govern—
l ment in Arkansas. The material for this volume will be assembled frOm
i the State's constitution, codes, and acts of the General Assembly. The
i material will consist of all those laws and constitutional provisions
3 that are governing and have governed county offices. it is believed
i that the publication of this volume will make it unnecessary to repeat
certain items of general information in forthcoming county inventories.
Accordingly, the essays in the volume herewith presented are limited to '
l the creation of the office, its present status, manner of selection and
; term of officials, and the chief function of the office or agency. Pen-
; ding issuance of the general volume on county government, it is suggest—

county, and an essay on the housing, care, and accessibility of the
records. In the second section of the volume will be found a listing

. Ozarks, hills and ridges cut by numerous clear, swift streams, with an N
F occasional peak brooking the skyline.‘ Over the remainder of the county, 1W

(2)- The eletution ranges from7%0® feet at Guion in the Jhite River Jal—
1ey to 1250 feet on the summit of Turkey Knob, one of the eight mountains ‘
of the county. (5) On the wooded hills ind ridges are valuable growths
of short leaf pine, red and white oak, hickory, cedar, and walnut, with 3
' pine leading in'commercial value. (4) In-the sandstone and limestone
beds whicn prevail in the county, are.numerous CQVuS, some of which have
vast urens,.(5) like the Melbourne Cave which extends over 1 mile under- ‘
_ ground with branching corridors, stolictite and €t111fimite formations of
striking luster, and so miny chambers that up to 1956 all of them had not
‘ been exolorod. A large cave dt Calico Rock, asiwsll is several other
‘ caves, vie with the Melbourne Care in beauty and interest, (6)
‘ ' In most of the county the soils resulting from the breakdown of the
sedimentary rock range from d productive dark sandy loam soil in the beta
tons to o sandy loam with a clay subsoil in the uplands. Between these
. , extremes eeeur the fertile sandy loam, or mulitto limestone, of the level ‘
lands, ind the close, ashy soil of the hillsh_(7) ‘
The drainage of Izard County finds its wny to the Mississippi through
the Jhite and.Blick River System. The Jhite River with its tributaries,
’ Rocky Bayou, Piney, Mill, Lufferty's, and Knob.Creeks, receives directly ‘
‘ most of the drainage. Strawberry River flows across the northeastern part
