Irregularities




 










     Meeting of the Board of Trustees of the University of Kentucky,
May 3, 1948.

     The Board of Trustees of the University of Kentucky met in the
President's Office at 10:10 a.m., Monday, May 3, 1948.  The follow-
ing members were present:  Irs. Paul G. Blazer, J. C. Everett, T. H.
Cutler, H. F. Salters, Judge Edward C. OlRear, Guy A. Huguelet, Bos-
- ell B. Hodgkin, Robert C. Tway, Harper Gatton, R. P. Hobson, Grover
Cr-e:ch, and Governor Zarle C. Clements, Chairman.  Absent were:
Judge Richarrd C. Stoll, Eldred E. Adams, and J. N. Smith.  President
Donovan and Secretary Peterson were present.


     A. Election of Temporary Chairman.

     Governor Clementst office called to say that the Governor would
be a little late, and Judge Stoll, Vice Chairman, was also absent, due
to illness.   President Donovan suggested the election of a temporary
chairran.

     Upon motion duly made, seconded and carried, Mr. Harper Gatton
was elected temporary chairman.


     B. Approval of Minutes.

     The Secretary reported that he had made an error in uiriting the
minutes for the meeting of iiarQh 16, 1948, which should have recorded
that Dr. Lynne K. 7ood VIaE placed in charge of the "Section of Minor
Elements Research", instead of Mir. 0. M. Shedd, Research Chemist.

     Upon motion duly made, seconded and carried, the minutes of the
Board of Trustees of February 14 were approved as published, and the
minutes of the Executive Committoe of Ilarch 16 were approved as pub-
lished and corrected.


     C. Report of the Comptroller.

     The Comotroller road a summary analysis of General and Plant Funds
operation and presented in detail the financial report as of I.larch 31,
1943,



The report also contained a Balance Sheet as of the same date.

    During the period covered byr the reoort, 91.15 of the revised esti-
mate of income had been realized.  The General fund had realized 90.11%
of the general fund estimate, The Plant fund estimate had been
realized in full.

     Charges for entpenditures and encumbrances were 73.7` of General
and Plant fund a-opropriations.  The c'harges were 67.6% of General
fund approp:riations and 86.3f% of Plant fund appropriations.

     Expenditures anc encumbrances charged during the period. covered
by the report were 104.8e% of the income realized during the same period,

     Restricted fund balances on 11!arch 31, 1948 were $1,254,246.81.
Restricted fund invested amounted to ";608,744,05,

     The report contains a summary of the loan, endowment and agency
fund transactions that occurred during thae period covered by the
re-oort.

     Unexpendable funds amounted to 024C,848.63, consisting of the
principal balance of the loan and endowment* funds. UneXpendable funds
not invested on larch 31, 1948 amounted to 46,766.67.
