       Minutes of the Called Meeting of the Executive Committee, Board
of Trustees, University of Kentucky, Tuesday, June 8, 1976.



       The Executive Committee of the Board of Trustees of the University
of Kentucky met in special, called session at 1:00 o'clock (Eastern Daylight
Time) on Tuesday, June 8, 1976, in the Board Room on the 18th floor of the
Patterson Office Tower on the Lexington campus with the following members
answering the call of the roll: Mr. William B. Sturgill, Chairman, Mr.
William R. Black, Mr. Albert G. Clay, Mr. Richard E. Cooper and Mr.
George W. Griffin. Professor Paul Sears, Ex officio Secretary, was present
as were Mr. James A. Sutherland and Professor Michael Adelstein, members
of the Board of Trustees. The University administration was represented by
President Otis A. Singletary; Vice Presidents Robert Zumwinkle, Rayrmond R.
Hornback, and Jack C. Blanton; and Mr. John Darsie, Legal Counsel. Repre-
sentatives of the news media were in attendance.


       A. Meeting Opened

       The Chairman called the meeting to order at 1:10 p.m. The invocation
was pronounced by Mr. Sutherland. Following the roll call, the secretary
reported all members of the Executive Committee present and the Chairman
declared the meeting officially open for the conduct of business at 1:15 o'clock.


       B. Minutes Approved

       On motion duly made, seconded, and carried, the reading of the Minutes
of the May 4, 1976, meeting of the Board of Trustees was dispensed with and the
Minutes were approved as published.


       C. President's Report to the Trustees (PR 1)

       President Singletary called attention to PR 1, his monthly report to the
Trustees and recommended its acceptance. Without objection, it was so ordered.


      D. Recommendations of the President (PR 2 and PR 3)

      Noting that the items in PR 2 and PR 3 were routine in nature, President
Singletary suggested they be acted upon together. Before recon-mending approval,

he called attention to the retirement of two employees of the University --
Ben Moore, Senior Laboratory Technician, in the College of Agriculture, who
has given 48 1/2 consecutive years of service to the University and Jan-es W.
Turpin, Custodian, who has been with the University for 46 1/2 consecutive
years. The President noted that, since the retirement age is now 65, these
undoubtedly set records, and Mr. Sturgill requested that the Minutes include
particular mention of the loyal and devoted service of these two employees.

       On motion by Mr. Clay, seconded by Mr. Cooper and passed, PR 2
and PR 3 were approved and ordered made an official part of the Minutes of
the Meeting. (See PR 2 and PR 3 at the end of the Minutes.)


       E. Interim Financial Report (FCR 1)

       Mr. Clay, Chairman of the Finance Committee, moved that the Interimn
Financial Report for the period ending April 30, 1976, be accepted and nmade
a matter of record. His motion was seconded by Mr. Black and passed. {See
FCR 1 at the end of the Minutes. )


       F. Authorization to Request Renovation Costs from Maintenance Reserve
           Account (FCR 2)

       Mr. Clay moved that the Vice President for Business Affairs and
Treasurer be authorized and directed by the Board of Trustees to request the
Trustee of the University of Kentucky Student Housing Bonds of 1964 to make
available the sum of $1, 500 from the ''Maintenance Reserve Account" of said
bonds for the purpose of paying the costs of boiler repairs at the Sigma Nu
fraternity house at 422 Rose Lane. His motion was seconded by Mr. Black
and passed.


       G. Property Acquisition

       Mr. Clay moved that the Executive Committee go into Executive Session
in order to consider the acquisition of a piece of property which is available
to the University for purchase. His motion was seconded by Mr. Cooper and
passed.

                         EXECUTIVE SESSION

       Mr. Sturgill called the Executive Session to order and requested Mr.
IBlanton to present his proposal and recommendation relative to the purchase
of property located at 1435 South Limestone known as Holly Tree Manor
Apartments.

       Mr. Blanton noted that the members of the Executive Committee had
received a memorandum detailing the need for the property, a description,
the purchase price, funding proposal, operating expenses, and a copy of the
appraisal report prepared by R. W. Crabtree, MAI.

       Following a thorough discussion of the matter, Mr. Clay moved that
the Vice President for Business Affairs and Treasurer, or his assistant, be
authorized to acquire, at a price not to exceed the appraised value thereof.
the property located in Lexington, Kentucky, and known as the Holly Tree
Manor Apartments. Mr. Griffin seconded the motion and it passed without
dissent. (Note: The materials mentioned above are not included in the Minutes
but are available in the official files of the meeting.)

       The chairman declared the Executive Session adjourned at 1:40 p. mr.

      Authorization to Execute Contracts

      Recommendation: That the Chairman of the Board of Trustees be
      authorized to execute contracts with the President and Vice-Presidents
      providing for the terms and conditions of their employment.


II.   Appointments and/or Other Staff Changes

      Recommendation: (1) that approval be given to the appointments and/or
      other changes which require Board action; and (2) that the report relative
      to appointments and/or changes already approved by the administration
      be accepted.

      Background: The following recorrnmended appointments and/or other
      staff changes require approval by the Board of Trustees in accordance
      with Part VIII-B of the Governing Regulations of the University. These
      recommendations are transmitted to the Board by the appropriate
      vice president through the President and have his concurrence.

      Under the Governing Regulations the authority to make certain
      appointments and/or other staff changes is delegated to the President
      or other administrators who are required to report their actions to
      the Board. This report follows the recommendations requiring Board
      approval.
