Educator, statesman. Born near Murray, Ky., Hutson received a teaching degree from Western Kentucky State Teachers College in 1915, a B. S. from the University of Kentucky in 1917 and a Ph.D. from Columbia University in 1930. From 1919 to 1930 he engaged in research in economics and tobacco, with a stint from 1922 to 1924 as assistant professor of agricultural economics at U.K. In the ensuing years he held several positions in the U.S. government. Just prior to World War II, Hutson became deputy commissioner of agriculture in the Advisory Commission of the Council of National Defense and was the first head of the office of the Agricultural Defense Relation in the Department of Agriculture.
During the war (1941-45), he was president of the Commodity Credit Corporation, Director of Food Production in the War Food Administration and deputy director for agriculture in the office of Mobilization and Reconservation. He was under secretary of the Department of Agriculture from July, 1945 to March, 1946. Hutson became Assistant Secretary General of the United Nations during its organization period from March, 1946 until March, 1947. In 1947 he was named president of the Tobacco Associates, Inc., an organization for the promotion of foreign trade, and served there until his retirement.

This collection consists of correspondence, reports, articles and miscellaneous governmental ephemera belonging to Hutson, an agricultural marketing specialist for various private and public organizations throughout his career. The collection contains correspondence, office files, typescripts of lectures given by Hutson, unpublished graphs, personal correspondence, appointments, invitations and financial papers; clippings, memoranda, photographs and other miscellaneous papers, primarily dealing with agriculture, Hutson's various positions in the agricultural field and his work there. Of particular interest are the annual reports of Tobacco Associates, Inc., 1948-1964, and the official reports of the 1951 World Tobacco Conference. In addition, the collection includes information pertaining to the Agricultural Trade Mission, the United Nations and documents related to the Carnegie Endowment For International Peace. Material on foreign tobacco, agriculture in Europe, and information on the Organization for European Economic Co-operation is also present.
