Biographical note
Wendell Pace Butler was born on a Metcalfe County farm on December 18, 1912. In his youth, he attended one-room schools in Liletown and Sulphur Well, and he later became a teacher in several small schoolhouses. He graduated from Western Kentucky Teachers College (now Western Kentucky University) in 1936. Just two years later, he was appointed superintendent of Metcalfe County schools. Soon afterward, the United States entered the Second World War, and Butler was inducted into the Navy. He served four years as a naval gunnery officer, earning the Bronze Star for action in the North African invasion. Upon his discharge in 1946, he resumed his position as superintendent.
Butler held a number of public service positions, including State Senator (4 terms), State Superintendent of Public Instruction (3 terms), and Commissioner of Agriculture (2 terms). While in the Senate, he served as chairman of the Education Committee, and Governor Julian Carroll later appointed him secretary of the Education and Arts Cabinet. In the meantime, he continued his own education at the University of Kentucky, earning both a master's degree and a doctorate in educational administration. He also received an honorary degree from Murray State University for his role in bringing the North American International Livestock Exposition to Kentucky. Butler considered his greatest contribution to education to be his support of the Minimum Foundation Program, which guaranteed a minimum level of funding to every school district in the state.

The Wendell P. Butler collection (dated 1918-1994; 10 cubic feet; 31 boxes) consist of subject files, scrapbooks, photographs, audiovisual material, and memorabilia relating to Butler's public service as a Kentucky State Senator, State Superintendant of Public Instruction, and Commissioner of Agriculture. Although the materials date from 1918 to 1994, the majority are from the 1960s and 1970s and the topics primarily cover education and agriculture in Kentucky.
