- Scott Dudley Breckinridge, Jr., was born April 17, 1917 in Washington, D.C., the son of Dr. Scott Dudley Breckinridge and Gertrude Ashby Bayne Breckinridge. As a young child, he moved with his family to Lexington, Kentucky, where he completed his schooling. He attended the University of Kentucky from 1934 to 1941, earning degrees in history, political science, and law. While a student, he was a member of the Patterson Literary Society and captain of the fencing team. He also co-wrote a book with his father, entitled Sword Play.
- After earning his law degree, Breckinridge returned to Washington to work for the government. He worked briefly as an analyst for the Board of Economic Warfare, then volunteered to serve in the Navy during World War II. His duties in the Navy included patrolling the coast of Florida and serving in convoys in both the North and South Atlantic. While on active duty, he served much of his time aboard the USS Saucy (PG-65), eventually becoming its commanding officer. He was released to inactive duty in 1946, as a Lieutenant.
- At the end of the war, Breckinridge moved back to Kentucky to live with his wife, the former Helen Virden Babbitt, whom he had taken leave to marry in 1942. For a few months he worked as an adjudicator for the Veterans' Administration before going into the private practice of law. He and his brother, John B. Breckinridge, opened a law office in Lexington and practiced together for six years, from 1947 to 1953. During this time, Breckinridge also coached the University of Kentucky fencing team and ran (unsuccessfully) as a candidate in two Democratic primaries: for Fayette County Commissioner, in 1949, and Fayette County Attorney, in 1952.
- In 1953, Breckinridge joined the Central Intelligence Agency, where he remained for 26 years, serving both in Washington and abroad. He began his career with the CIA as an Intelligence Briefing Officer, and went on to hold a variety of positions, including Liaison Officer with the Joint Intelligence Bureau in Australia. When he retired in 1979, he held the position of Deputy Inspector General, and had twice received the Distinguished Intelligence Medal - the CIA's highest award.
- Breckinridge remained active after his retirement, writing and lecturing about government intelligence. For several years, he taught at the Patterson School of Diplomacy and International Commerce at the University of Kentucky. A textbook he developed for one of his courses, The CIA and the U.S. Intelligence System, was published in 1986, and won an award from the National Intelligence Study Center for the best book of the year. His memoir, CIA and the Cold War, was published in 1993. He also contributed numerous articles to intelligence journals and wrote an unpublished manuscript about his cousin William Breckinridge's experiences during World War II.
- A member of a prominent Kentucky family, Breckinridge had a keen interest in history, and held leadership positions in several historical organizations, including the Society of the Cincinnati, the Kentucky Historical Society, and the Filson Club. He was president of the University of Kentucky Libraries Association, and, in his youth, was the first vice president of the Amateur Fencers League of America. He died June 10, 2000, at the age of 83.

Breckinridge, Jr. papers (dated 1801-2000, bulk 1980-2000; 35.5 cubic feet; 79 boxes) contain materials pertaining to Scott Dudley Breckinridge, Jr.'s life and service, including his time as Deputy Inspector General of the Central Intelligence Agency. The collection is divided into thirteen main series: Clubs/Organizations, Correspondence, Family, Foreign Relations, Manuscripts/Articles, Memorabilia, Miscellaneous, Navy, Oversize, Photographs, Publications, Scrapbooks, and Speeches. Although some of the materials date from as early as 1801, the majority are from the 1980s and 1990s. The collection documents Breckinridge's career in public service, organizations he belonged to, and his family history.

The Club/Organizations series covers some of the many organizations with which Scott Breckinridge was involved: historical societies, intelligence associations, and fencing teams, among others. Most of the materials date from after Breckinridge's retirement (in 1979), and the two largest subseries deal with the Kentucky Historical Society and the Society of the Cincinnati.

The Photographs series includes over 1,000 images: prints, slides, and a few negatives. Many of the prints deal with Breckinridge's naval service, while the slides record his trips to Asia (likely on CIA business) and New Zealand. The prints are arranged by size. Within each size grouping, prints removed from other files come first, and are arranged according to the order of the source files. The remaining prints in each category are roughly in reverse chronological order, as are the slides and negatives.
